HomeMy WebLinkAboutMinutes 1973-09-12NOTICE OF SPECIAL MEETING NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Wednesday, September 12, 1973, at 7:30 p.m., in the Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. The purpose of the m~eting is to consider A Resolution Approving Memorandum of Understanding with South San Francisco City Employees/Joint Council/Marine Engineers Beneficial Association/American Federation of State, County and Municipal Employees, Local 1569, AFL-CIO, for Unit 3, Unit 4 and Swimming Pool Employees Unit Designation pending. A Resolution Approving Memorandum of Understanding with International Association of Fire Fighters of America, Local 1507, AFL-CIO, for Unit 6. 3. A Resolution Declaring Formal Recognition of Majority Representatives for Unit No. I Wage Committee, 1973-74. 4. A Resolution Approving Memorandum of Understanding with South San Francisco City Employees - Unit No. I Wage Committee, 1973-74. 5. A Resolution Authorizing Wage Increases and Other Benefits for Employees without Unit Designations or Pending Unit Designations. 6. Council will-,adjourn to an Executive Session to discuss with City Attorney a land acquisition matter· Mayor Date: September 6, 1973 SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD WEDNESDAY, SEPTEMBER 12, 1973 TIME: PLACE: CALL TO ORDER: ROLL CALL: RESO. NO. 6171 APPROVING M/U JOINT COUNCIL UNITS 3 & 4: 7:30 p.m. Conference Room, City Hall. Mayor Steinkamp called the meeting to order at 7:46 p.m. Present: Councilman Patrick E. Ahern, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp Absent: Councilman William A. Borba City Attorney Noonan requested that the Swimming Pool Employees Unit designation be deleted from the first resolution. There being no objections, City Attorney Noonan explained the reso- lution after which Councilman Ahern introduced the resolution entitled: "A RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING WITH SOUTH SAN FRANCISCO CITY EMPLOYEES/JOINT COUNCIL/MARINE ENGINEERS BENEFICIAL ASSOCIATI()N/AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EM- PLOYEES, LOCAL 1569, AFL-CIO, FOR UNIT 3 AND UNIT 4." RESO. NO. 6171 (CONTINUED) RESO. NO. 6172 APPROV lNG M/U FIRE FIGHTERS LOCAL 1507: RESO. NO. 6173 DECLARING FORMAL RECOGNITION OF REPRESENTATIVES UNIT I: RESO. NO. 6174 APPROVING M/U UNIT I: RESO. NO. 6175 AUTHORIZING WAGE INCREASES FOR EMPLOYEES WITH- OUT UNIT DESIG- NATIONS: ORD. NO. 651 AUTHORIZING AMENDMENT TO PERS CONTRACT: 2nd Reading/ Adoptioa COMMENTS RE TREE PLANTING ON GRAND AVE.: Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. After~ an explanation by City Attorney Noonan, Councilman Ahern intro- duced the resolution entitled: "A RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING WITH INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS OF AMERICA, LOCAL 1507, AFL-CIO, FOR UNIT 6." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. Clty Attorney Noonan explained the next resolution after which Council- man Mammini introduced the resolution entitled: "A RESOLUTION DECLARING FORMAL RECOGNITION OF MAJORITY REPRESENTATIVES FOR UNIT NO. I WAGE COMMITTEE, 1973-74." ROll call vote was as follows: Ayes, Councilmen Patrick E. Ahem, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. Councilman Mammini introduced the next resolution which was explained by City Attorney Noonan and which was entitled: "A RESOLUTION APPROV- ING MEMORANDUM OF UNDERSTANDING WITH SOUTH SAN FRANCISCO CITY EMPLOYEES UNIT NO. I WAGE COMMITTEE, 1973-74." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. After an explanation by City Attorney Noonan, Councilman Mammini introduced the resolution entitled: "A RESOLUTION AUTHORIZING WAGE INCREASES AND OTHER BENEFITS FOR EMPLOYEES WITHOUT UNIT DESIGNATIONS OR PENDING UNIT DESIGNATIONS." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. Mayor Steinkamp ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance the advised the Council regarding procedure for adoption and passage. Councilman Mammini moved reading of the ordinance in its entirety be.waived and that the ordinance be passed and adopted by reading title only, seconded by Councilman Mirri and passed by unanimous vote. Councilman Ahern moved that the ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM," the entire reading of which has been duly waived, be passed and adopted, seconded by Councilman Mammini and passed by the following roll call vote. Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, F. Frank:Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Absent, Councilman William A. Borba. Mayor Steinkamp at this time asked if anyone on Staff had anything they wished to offer phior to Council's recessing to an Executive Personnel Session. Brief discussion followed concerning tree planting on Grand Avenue in answer to an inquiry from Councilman Mirri. -2- 9II2/73 RECESS:,___ Mayor Steinkamp then declared a recess at 7:58 p.m., to an Executive Personnel Session. RECALL TO ORDER: The meeting was recalled to order by Mayor Steinkamp at 10:53 p.m., with all Council present; Councilman Borba, absent. CITY LAND USES Mayor Steinkamp announced that discussions had taken place during the & PERSONNEL RULES Executive Personnel Session concerning City land uses, potential City & REGS DISCUSSED land uses and Personnel Rules and Regulations, DURING SESSION: ADJOURNMENT: There being nothing further, the meeting was adjourned at 10:55 p.m. APPROVED: Mayor RESPECTFULLY SUBMITTED, Cityx CIerk *The entries of this Council meeting show the action taken by the City Council to dispose of the item.
