Mayor S,einkamp called ,he meeting to order at 8:03 p.m. PLEDGE Of ALLEGIANCE TO FLAG AND MEMORIAL: The Pledge of Allegiance to the Flag was recited. Due ,o ,he absence of ,he Reverend Willms, no invoca, ion was given. Mayor S,elnkamp asked ,he assemblage ,o devote a moment of silence in respect for those who had los, their lives in the war. ROLL CALL: Present: Councilmen Pa,rick E. Ahern, William A. Borba, F. Frank Mammini, Terry J. Mirrl and Warren Steinkamp. MINUTES: Mayor S,einkamp asked if there was a motion approving the Minutes of the Adjourned Regular Meeting of December 12, 1973 and the Regular Meeting of December 17, 1973. Councilman Mammini moved, seconded by Councilman Ahern and regularly carried ,ha, the Minutes of ,he Adjourned Regular Meeting of December 12, 1973 and the Regular Meeting of December 17, 1973 be approved as submi,,ed. REGULAR BILLS:--.__The next i,em was approval of bills. dCl City Attorney Noonan stated that Councilman Borba had consulted him on several claims which were presented for approval this evening and which might present a conflict of interest with respect to recent legislation adopted. The City Attorney explained in detail to the members of the City Council. Mayor Stelnkamp then suggested a motion for approval of the bills, stating that Councilman Borba then could abstain from voting on the basis of his objections because of a bill's conflict of interest. Councilman Mammini then moved, seconded by Counci.tman Mirri that the bills be approved for paymen,. In answer to Councilman Borba's inquiry, the Assistant to the Manager, Mike Wilson, stated that the bill received from the League of California Cities represented the city's annual membership fees. Upon request of the Mayor, Roll Call vote was as follows: Councilman Borba voted yes on claims with .the'foJlowing exceptions: Abstain; Custom Office Supply Co., C~3odall Rubber Co., Glidden-Durkee, Arthur Buzz Haskins, Lowrle Paving Co. Inc., Wm. Minucciani, Homer J. Olsen, Inc., Olver's Auto Parts and Pargas. Councilman Borba voted no to the claims of S & Q Corporation and V.T.N. Ayes; Councilmen Terry J. Mirri, Patrick E. Ahern, F. Frank Mammini and Warren Steinkamp. Noes; none. Absent; none. PUBLIC HEARING: REZONING; SOUTH SPRUCE AVE. & MAYFAIR VILLAGE Mayor~Steinkamp declared the Public Hearing o0en and asked if there was anyone who wished to speak on the matter. The roi lowing spoke on the proposed rezoning of Parcels - 9.023 acres westerly side of South Spruce Avenue and the adjacent R-I District of Mayfair Village: PUBLIC HEARING (CONTINUED) Surendra Amin, South San Francisco Planning Department; Bud Eschelbach, 791 Park Way; Jack Zancanella, 135 Fir Avenue; Margaret Symonds, 129 Fir Avenue; Leo Ferko; Ron Street, 126 Fir Avenue; Mary Broderick and J. C. Broderick of 133 Fir Avenue. During the discussion the matter of the buffer strip was considered. City Attorney Noonan at this tin~ commented on the earlier suggestion made that Council consider continuing the matter so that staff could work with the property owners and residents to develop some alternates for the buffer strip and its use. RECESS: COMMENDAT I ON: Mayor Steinkamp declared a recess at 9:01 p.m. in order that the T.V. cameras could be retaped. The meeting was recalled to order by Mayor Steinkamn at 9:15 n.m.. All members were present with the exception of Councilman Borba who was excused from the meeting due to illness. Margaret Symonds at this time expressed her thanks to the Council for the attention which was being given to the heavy truck traffic in Mayfalr Village. PUBLIC HEARING (CONTINUED) Mayor Steinkamp at this time stated that since there was no one left to speak on the matter, he declared the Public Hearing closed. In answer to Councilman Ahern's inquiry, the City Attorney explained procedure the Council could follow even though the Public Hearing had been closed. Brief discussion followed, after which Mayor-Steinkamp requested the Planning Commission to reconsider the matter and meet with staff, property owners and the residents and to forward the results of such meeting to the Council for their first meeting in February. Mr. Amin, of the Planning Department, was requested to set a date for the meeting and to inform the property owners. RESO. NO. 1-74 Assistant to the Manager, Mike Wilson, declared the bids and recommended AWARD OF CONTRACT the award be given to the Iow bidder Valley Sheet Metal. AIR CONDITIONING, HEATING & VENTI- LATION 3RD FL. CITY HALL Councilman Ahern then introduced a Resolution entitled, "A RESOLUTION OF AWARD OF CONTRACT FOR HEATING, AIR CONDITIONING AND VENTILATION - CITY HALL 3RD FLOOR," Rail Call vote was as follows: Ayes;'Counc{ImenPatrick E, Ahem, F. Frank Ma~ini, Terry J. Mirri and Warren Steinkamp. Noes; none. Absent; William A. Borba. ITEMS FROM STAFF: None. ITEMS FROM COUNC I L: ~. Councilman Mirri noted that during the recent heavy rain storm city employees were working hours on end in the pouring rain, He suggested that some policy be mede by the staff with regard to the amount of hours city employees should work under these conditions, It was suggested that some sort of award program be established for this tyne of dedication, Staff was requested to submit their suggestions to the Council. GOOD & WELFARE: Ron Street of 126 Fir Avenue stated that City Libraries do not contain copies of the City Ordinances and asked when such copies would be available for public use. -2- I/7/74 GOOD & WELFARE (CONT I NUED) City Attorney Noonan stated that compilation of all ordinances was available and could be placed in the city's libraries but, within three months a complete codification of the City's Ordinances would be printed and that these would also be available in the City's libraries. NOISE AT OROWEAT BAKERY In answer to the inquiry of Donald Grimes, 123 Francisco Drive, concerning the noise from Oroweat Bakeries operations, Assistant to the City Manager Mike Wilson stated that the matter was being reviewed and that they were anticipating an answer within the very near future and that the findings would be forwarded to Mr. Grimes. STORM AND FLOOD WORK Mr. Donald Grimes then commented about the work of the Street Department crews during the recent storms toward prevention of flooding. He also brought to the attention of the City Council the debris which was accumulating at the pilings on the bridge at Highway I01. City staff was requested to check on this matter. NOTICE OF CHANGES John Guay, M.E.B.A., 220 Montgomery St., Suite 400. San Francisco, IN SALARY STRUC- Ca. 94104, requested that in the future notification be sent to him TURES .^, regarding any Resolutions or Ordinances which effect changes in the ~0.~ Salary structure of employees. Brief discussion followed, during , which time Mike Wilson explained the procedure which is followed in this regard.. ADJOURNMENT There being nothing further, Mayor Steinkamp adjourned the meeting.
