ROLL CALL: DISCUSSION RE SPACE FOR SENIOR CITIZENS: APPEARANCE OF COUNCILMAN MAMMINI: 5/53 5:00 p.m. Council Chambers, City Hall. Mayor Steinkamp called the n~eting to order at 5:15 p.m. Present: Absent: Council n~n Patrick E. Ahern, William A. Borba, Terry J. Mirri and Warren Steinkamp Councilman F. Frank Mammini The first item of business was the matter of space for the Park and Recreation Senior Citizens' group. City Manager Edward Alario remarked that Council had before them the correspondence from the Recreation Commission recommending the building of the Bank of America on Grand Avenue and Commissioner James Morton, Recreation Commission, was present to answer Council's questions. For the record, Commissioner Morton read in full the Inter-Office Memorandum dated February 8, 1974. In answer to Councilman Borba, Commissioner Morton explained the parking facilities in the downtown parking lots available to Senior Citizens. Councilman Mirri inquired about the ultimate number of cars involved in parking which could number between 15 and 20 cars on special occasions. Discussion followed concerning Senior Citizens' schedules and activities at which time Councilman Borba remarked that a parking problem could result and a survey of parking between I0:00 a.m., and 3:00 p.m., should be made. City Manager Alario explained that a survey would take time and at the present time, the Senior Citizens were without a place to meet. Councilman Borba reco~e~ed that in order to avoid any problem among merchants and Senior Citizens, a survey be taken and Council act upon it at a special meeting or at the next regular meeting. Discussion followed concerning the possibility of a bus sponsored by the Recreation Department to transport Senior Citizens to their meetings. Councilman Mammini appeared present at 5:25 p.m. Further discussion followed concerning parking during which time Council- man Borba suggested the matter be discussed at the meeting Of the Parking Place Commission which would be held on February 19, 1974 so that downtown merchants' opinions could be heard. Acting Director of Parks and Recreation Milkovich stated that the building would be used primarily for Senior Citizens and other recrea- tional activities would take Dlace in the evenings and which would have no effect on the parking problem. Councilman Mammini remarked that he felt the Senior Citizens would not create a parking problem, no more than the Bank of America had previously generated and felt that the Senior Citizens needed a place to meet since Magnolia Center had been closed. DISCUSSION RE SPACE FOR SENIOR CITIZENS: (CONTINUED) Councilman Borba requested that Council delay any action until the matter could be brought to the Parking Place Commission at their next meeting. City Manager Alario stated that Councilman Borba's request could be accommodated and Council could move to the second phase to decide, after imput from the Parking Place Commission, whether to rent, lease, or purchase the premises. He briefly explained the merits and demerits of each alternative. Discussion followed among Members of the Council concerning the advisa- bility of 0urchasing or leasing the property,,, during which time Council- man Ahern remarked that the building be obtained on a rental basis, limited to 3 to 4 years so that a proper building could be had for the Senior Citizens. Councilman Ahern so moved, seconded bv Councilman Borba. Discussion followed concerning the hardware to be installed for safety precautions and the use of the upstairs' area for storage or office space. Motion as made and seconded was regularly carried. ~30MMENTS RE COUNTY TRANS I T DISTRICT: City Manager Alario next advised Council that inasmuch as the Transit District is on the ballot for June and the present transit problems, the City is requesting the grant that is available. He further ex- plained the growing need for adequate trans0ortation within the City. Discussion followed concerhlng County bus service and its jurisdiction; the intention of City not to subsidize any bus service within the City; and the restrictions of the Public Utilities Commission. RESO. 29/74 AUTHORIZING ACCEPTANCE OF OFFER TO SELL REAL PROPERTY: City Manager Alario next requested Council's approval in the form of a resolution to accept the offer to sell real estate in the matter of the Public Safety sit~. In answer to Councilman Borba's inquiry regarding condemnation pro- ceedings, City Attorney Noonan exoalined the negotiations between the City and the Petroni family. Councilman Ahern then introduced the resolution entitled: "A RESOLUTION AUTHORIZING ACCEPTANCE OF AN OFFER TO SELL REAL PROPERTY - RAFFAELLINA OTTONELLO, ESTERINE CASAGNETTO, GINO OTTONELLO, RICO OTTONELLO, AND ANGLE McENTEE." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Terry J. Mirri, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. Abstaining, Councilman William A. Borba. RECESS: Mayor STeinkamp at this time recessed the meeting to an Executive ,~255 Personnel Session at 5:58 p.m. RECALL TO ORDER:__Mayor Steinkamp recalled the meeting to order at 6:06 ~,m, Mayor Steinkamp stated that the Executive Personnel Session was to discuss Council policy and since there was no further business, the meeting would stand adjourned.
