City Hall Conference Room. Mayor Mirri called the meeting to order at 6:39 PM. Present: Councilmen Richard A. Battaglia, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Absent: Councilman F. Frank Mammini. Staff Report recommending adoption of resolutions fixing amounts of revenue required and resolutions fixing tax rates for Fiscal Year 1974-75. Councilman Steinkamp introduced a resolution entitled: A RESOLUTION FIXING THE AMOUNT OF REVENUE REQUIRED FROM PROPERTY TAXES FOR THE FISCAL YEAR 1974-75. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. Councilman Battaglia introduced a resolution entitled: A RESOLUTION FIXING THE TAX RATE FOR THE FISCAL YEAR 1974-75. Roll Call Vote was as follows: Ayes, Councilmen Richard A. PUBLIC SERVICES RESO. NO. 163-74 REJECTING BIDS - CITY BLDGS. AIR CONDITIONING & HEATING & MODIFICA. Councilman Battaglia introduced a resolution entitled: A RESOLUTION FIXING THE AMOUNT OF REVENUE REQUIRED FROM PROPERTY TAXES - WILLOW GARDENS PARKS AND PARKWAYS MAINTENANCE DISTRICT. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battagtia, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. Councilman Steinkamp introduced a resolution entitled: A RESOLUTION FIXING THE TAX RATE FOR THE FISCAL YEAR 1974-75 - WILLOW GARDENS PARKS AND PARKWAYS MAINTENANCE DISTRICT. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini. Staff Report on air conditioning, heating and modifications - Library, Police Building and City Hall. Discussion followed at which time the Director of Public Services explained in detail the tonnage, design and work to be performed stating that it was staff's recommendation that bids be rejected. Mayor Mirri was momentarily absent at 6:46 PM. Councilman Steinkamp moved, seconded by Councilman Padreddii and regularly carried that the recommendation of the Director of Public Services be approved and accepted. A request was made that Council adopt a resolution rejecting bids. Councilman Padreddii then introduced a resolution entitled: A RESOLUTION REJECTING BIDS - LIBRARY, POLICE BUILDING AND CITY HALL - AIR CONDITIONING, HEATING AND MODIFICATIONS. Roll Call vote was as follows: Ayes, Councilmen Richard A. Battaglia, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, Councilmen Terry J. Mirri and F. Frank Mammini. ITEMS FROM COUNCIL MORITORIUM ON THE HIRING OF STAFF & MANAGEMENT ,o000 ITEMS FROM STAFF CITY BUS SYSTEM SB # 1693 LIMITING CAMPAIGN EXPEND I TURES y153 AB #16 CHP PLAN FOR RET I REMENT OF SAFETY MEMBERS AB #3784 ADDITIONAL NOTIFICA- TIONS ON REZONINGS Brief discussion followed concerning the authorization to the City Manager to negotiate with a Mechanical Engineer after which Councilman Steinkamp moved, seconded by Councilman Padreddii that the City Manager be authorized to negotiate with the Mechanical Engineers to prepare new plans and specifications for the design of the air conditioning and heating system with the amount not to exceed $4,500.0~ Motion as made and seconded was regularly carried. Mayor Mirri voted "no". Councilman Battaglia at this time requested that Council go on record to put a moritorium on the hiring of staff and management for the balance of the year. He remarked that the filling of vacancies would be in order. Discussion followed at which time the City Manager reported the budgeted positions would not be affected but only new positions. Councilman Battag!ia moved, seconded by Councilman Padreddii and regularly carried that no new management positions be authorized above those already budgeted. The City Manager at this time distributed to the members of the City Council and press, material on the proposed City bus system to be discussed at this Wednesday's study session requesting the press to publicize it so the residents would be aware of the matter and offer their suggestions and comments. The City Manager next brought to Council's attention a letter received from the League of California Cities which requested Counc~il's decision on several items. The first concerned SB #1693 which if passed authorized General Law cities to limit campaign expenditures. After discussion Councilman Battaglia moved, seconded by Mayor Mirri and regularly carried that Council support this bill. The next item concerned AB #16 regarding the California Highway Patrol plan for the retirement of all safety members. The City Manager stated that the League opposed this plan and urged the City to also oppose as there was no guarantee the City would continue to be reimbursed by the State. After discussion Councilman Steinkamp moved, seconded by Councilman Battaglia that the City oppose AB #16. Vote on the motions was as follows: Ayes, Councilmen Richard A. Battaglia and Warren Steinkamp. Noes, Councilmen Leo Padreddii and Terry J. Mirri. Absent, F. Frank Mammini. The last item concerned AB #3784 relative to additional notifications required on rezonings. After an explanation by the City Manager Councilman Battaglia moved, seconded by Councilman Steinkamp and regularly carried that the City oppose AB #3784. Page 4 8/26/74 104 ADJOURNMENT There being nothing further to come before Council Mayor Mirri adjourned the meeting at 7:14 PM.
