NOTICE OF SPECIAL MEETING
NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State
of California, that the City Council of the City of South San Francisco will
hold a special meeting on Wednesday, September 25, 1974, at 4:30 PM in the
Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California.
The purpose of the meeting is to discuss and determine means and
methods of acquiring the "Martin parcel" and methods of protecting the improve-
ments pending final acquisition determination by the Council.

Mayor Mirri called the meeting to order at 4:37 PM.
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri and Warren Steinkamp.
Absent: Councilman Leo Padreddii.
After a brief explanation by the Mayor as to the purpose
of the meeting and a brief explanation by the Director of
Public Services concerning the matter of fencing a lengthy
discussion followed between members of the City Council,
staff, property owner and those present in the audience.
The City Council received the inter-office memorandum
dated September 25, 1974, to the Director of Public Services
from the Assistant to the Director of Public Services,
subject "Fencing Estimates for the Martin House Property"
and the letter dated September 25, 1974, to the Director of
Public Services from Bruno A. Scopesi, Re: Property
Appraisal, and further heard recommendations from the staff
and members of the public in attendance at the meeting.
The s~aff recommended for Council consideration a legal
procedure to accommodate the many suggestions advanced at
the meeting, including ability to protect the property,
adequate consideration to the owner and the affording of
time to determine the method of acquiring and restoring
the Martin House. The staff suggested the use of a lease
option with City's consideration being cost of fence
installation plus additional reasonable compensation to

owner with the proviso that the additional reasonable
compensation may be set off against the purchase price
if the option is exercised. The option would be exer-
cisable by City or City's designee. Councilman Mammini
moved that the City Manager be authorized to negotiate
such a lease option, seconded by Councilman Steinkamp
and regularly carried.
RECESS:
The City Manager at this time requested an Executive
Personnel Session on property acquisition.
Mayor Mirri recessed the meeting to an Executive Personnel
Session at 5:4? PM.
RECALL TO ORDER:__
The meeting was recalled to order by Mayor Pro Tem
Battaglia at 6:09 PM with all Council present. Absent,
Councilmen Leo Padreddii and Terry J. Mirri.
Mayor Pro Tem Battaglia stated that during the Executive
Personnel Session the City Attorney was instructed regarding
Land Compromise and Settlement Agreement.
ADJOURNMENT:
There being nothing further to come before Council,
Mayor Pro Tem Battaglia adjourned the meeting at 6:11 PM.
