NO. 1--75 PARAMEDIC PROGRAM 7:30 PM. West Orange Avenue Library (Auditorium). The meeting was called to order by Mayor Mirri at 7:30 PM. The Pledge of Allegiance to the Flag recited. Present: Councilmen Richard A. Battaglia, Terry J. Mirri and Leo Padreddii. Absent: Councilmen F. Frank Mammini and Warren Steinkamp. Mayor Mirri asked if there was a motion approving the Minutes of the Regular Meeting on Wednesday, December 4, 1974. Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the Minutes of the Regular Meeting on Wednesday, December 4, 1974 be approved as submitted. Mayor Mirri asked if there was a motion approving the regular bills of January 2, 1975. Councilman Steinkamp moved, seconded by Councilman Battaglia and regularly carried that the regular bills of January 2, 1975 be approved for payment. Staff Report, dated December 26, 1974, recommending the City Manager be authorized to execute an agreement between County of San Mateo, Kaiser Foundation Hospital, and the City of South San Francisco providing for a Pilot Program utilizing mobile intensive care paramedics. Councilman Battaglia introduced a resolution entitled: A RESOLUTION AUTHORIZING EXECUTION OF ANAGREEMENT TO PROVIDE FOR A PILOT PROGRAM UTILIZING MOBILE INTENSIVE CARE PARAMEDICS PURSUANT TO THE WEDWORTH-TOWNSEND ACT. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, Terry J. Mirri and Leo Padreddii. Noes, none. Absent, Councilmen F. Frank Mammini and Warren Steinkamp. 189 PUBLIC SERVICES ORD. RE COMPREHENSIVE PARKING REGULATIONS 1st Reading/Introduction RESO. NO. 2~5 CONSULTING ENGR. - MISSION RD. REALIGNMENT Pub!icHearing -- Amendment of Zoning Ordinance No. 353, as amended, amending Sections 3.17, 3.27, 3.37, 3.47, 4, 4.11, 4.11, 4.12, 4.48, 4.49, 5.6, 5.73(e) same being related to proposed comprehensive parking regulations. Staff Report, dated January 2, 1975, recommending Council introduce and conduct the first reading on the deletion of Sections 3.17, 3.27, 3.37, 3.47, 4.1, 4.11, 4.12, 4.48, 4.49 and 5.73(e) as they relate to off-street parking requirements and non-conforming uses and, further, adding Section 4, entitled "General Parking Requirements and Standards" and amending Section 5.6 by adding wording to Sections 5.6(a) and 5.6(g) as they relate to non-conforming uses. Mayor Mirri declared the Public Hearing opened asking if there was anyone present who wished to comment on the matter. No oral or written protest were registered. After a brief explanation by the Director of Public Services, Mayor Mirri declared the Public Hearing closed. Mayor Mirri ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for introduction. Councilman Battaglia moved that reading of the ordinance in its entirety be waived and that the ordinance be introduced and read for the first time by reading title only, seconded by Councilman Padreddii and passed by a unanimous vote. Councilman Battaglia moved that the ordinance entitled, AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO, ORDINANCE NO. 353, AS AMENDED (COMPREHENSIVE PARKING REGULATIONS), the entire reading of which has been duly waived, be introduced, seconded by Councilman Padreddii and passed by the following roll call vote. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, Terry J. Mirri and Leo Padreddii. Noes, none. Absent, Councilmen F. Frank Martini and Warren Steinkamp. Staff Report, dated January 2, 1975, recommending Council adopt a resolution authorizing the staff to solicit proposals and to interview consulting engineers for the design and prepara- tion of plans for the Mission Road Realignment - Oak Avenue to Chestnut Avenue. REALIGNMENT (CONT ' D. ) ITEMS FROM COUNCIL SYUFY ENTERPRISES GOOD AND WELFARE SENIOR CITIZENS NUTRITION PROGRAM ADJOURNMENT__. After a brief explanation by the Director of Public Services Councilman Padreddii introduced a resolution entitled: A RESOLUTIONAUTHORIZING SELECTION OF A CONSULTING ENGINEER FOR THE DESIGN OF MISSION ROAD REALIGNMENT - OAK AVENUE TO CHESTNUT AVENUE. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, Councilmen F. Frank Mammini and Warren Steinkamp. There being no items from Staf~ Mayor Mirri brought up the matter of Syufy Enterprises failure to take corrective measures at their drive-in theatre in response to the numerous complaints he had received from the neighbors in the vicinity of the theatre. He commented that for the record at the next Council meeting he would make a motion that appropriate proceedings to revoke Mr. Syufy's permit be taken. Councilman Battaglia stated he would be willing to make a motion to give him a 30 day notice. After some discussion and an inquiry of the City Attorney regarding the proposed motion the City Attorney commented that it would be inter- preted to commence the proceedings before the Planning Commission. Councilman Battaglia so moved, seconded by Councilman Mirri. During discussion as to when it would come before the Planning Commission, Bill Costanzo of the Planning Department stated it would come before the Planning Commission at their meeting of January 14 for advertising and that the earliest the Planning Commission could bring the matter up would be January 28. Motion as made and seconded was unanimously adopted. There being nothing further, Mayor Mirri asked if anyone present had anything they wished to offer under Good and Welfare. Mr. Larry Smith, 604 Hawthorne Place, South San Francisco, Director of the Information and Referral Center, brought to Council's attention the need for a Senior Citizens Nutrition Program. After an explanation about the program and the funding available he requested the City Council's assistance through a letter supporting this program. There being no objections such a letter was authorized. There being nothing further to come before Council, Mayor Mirri adjourned the meeting at 7:50 PM.
