DESIGNATING MARCH 28 FROM 12:00 NOON TO 3:00 AS A HOLIDAY P-OOO APPEARANCE OF COUNCILMAN PADREDDII RESO. NO. 44-74 PER DIEM WAGES IN S.S.F. PUBLIC SERVICES MOTION ADOPTING PLANS & SPECS. FOR PUBLIC SAFETY FACILITY 5:30 PM. Council Conference Room, City Hall. Meeting called to order by Mayor Battaglia at 5:40 PM. Present: Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Warren Steinkamp. Absent: Councilman Leo Padreddii. Staff Report, dated March 7, 1975, recommending Council adopt a resolution designating March 28 from 12:00 noon to 3:00 PM as a holiday. A RESOLUTION AMENDING RULE ll.08 OF RESOLUTION NO. 3486 ENTITLED, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING PERSONNEL RULES AND REGULATIONS." The City Manager briefly explained that there were no recent changes from the State and all public offices would be staying open during the time mentioned. Therefore, there would be no need for Council action in this regard. Councilman Padreddii appeared present at 5:42 PM and stayed for the duration of the meeting. Councilman Steinkamp introduced a resolution entitled: A RESOLUTION ADOPTING THE GENERAL PREVAILING RATE OF PER DIEM WAGES IN SOUTH SAN FRANCISCO. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri and Warren Steinkamp. Noes, none. Abstaining, Councilman Leo Padreddii. Absent, none. Staff Report, dated March 19, 1975, recommending Council adopt a motion approving the Plans and Specifications for the Public Safety Facility, South San Francisco, Project No. PB-74-2. Councilman Steinkamp moved, seconded by Councilman Mammini and regularly carried that "the plans and specifications for the construction of the public safety facility, prepared by Avanessian and Associates, architects, submitted to this 235 PUBLIC SERVICES MOTION ADOPTING PLANS & SPECS. FOR PUBLIC SAFETY FACILITY (CONT ' D. ) ADMINISTRATIVE SERVICES/FINANCE ORD. AUTH. FACILITY LEASE WITH S. S. F. PUBLIC FACILITIES CORP. 1st Reading/Intro. 7 PUBLIC SERVICES COUNTY BUS SYSTEM RECLASSIFICATION OF ENGINEERING POSITIONS P-DO0 city council, be and they hereby are approved, and the obtaining of bids for the construction of said public safety facility by City of South San Francisco Public Fac~l£ties Corporation be and it is hereby approved." Councilman Leo Padreddii abstained. Staff Report, dated March 19, 1975, recommending Council adopt an ordinance authorizing the execution of a facility lease with the City of South San Francisco Public Facilities Corporation. Mayor Battaglia ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for introduction. Councilman Mammini moved that reading of the ordinance in its entirety be waived and that the ordinance be introduced and read for the first time by reading title only, seconded by Councilman Steinkamp and regularly carried. Councilman Leo Padreddii abstained. Councilman Steinkamp moved that the ordinance entitled, AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FACILITY LEASE WITH CITY OF SOUTH SAN FRANCISCO PUBLIC FACILITIES CORPORATION, the entire reading of which has been duly waived, be introduced, seconded by Councilman Mammini and passed by the following roll call vote. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, and Warren Steinkamp. Noes, none. Abstaining, Councilman Leo Padreddii. Absent, none. Staff Report, dated March 19, 1975, recommending that a letter be sent from the City Council to the San Mateo County Transit District Board of Directors making recom- mendations for the organization and operations of the County Bus System. After an explanation by the City Manager of the letter which was prepared, Councilman Steinkamp moved, seconded by Councilman Mammini and regularly carried that the Staff Report be accepted. After an explanation by the Director of Public Services of his Staff Report, dated March 27, 1975, and the reading of the letter from the County Engineer, Mr. Addiego requested consideration to his March 19 Staff Report. 3/27/75 Page 2 236 PUBLIC SERVICES RECLASSIFICATION OF ENGINEERING POSITIONS (CONT' S. ) Lengthy discussion followed between the City Council and Staff after which Councilman Padreddii moved, seconded by Councilman M£rri that the City hire one Associate Engineer on a yearly basis. Further discussion followed after which motion as made and seconded was regularly carried. GOOD & WELFARE Mayor Battaglia at this time asked if there was anyone present who wished to speak on any item. Dr. Phil Montesano of 946 Grand Avenue distributed to the members of the City Council and Staff copies of the following documents: South San Francisco Safety Complex Involuntary Tenants Union 3 letters under date of March 27, 1975 from the mentioned organization concerning the City-owned building at 946 Grand Avenue. After Dr. Montesano and Mr. Phillips completed reading the letters, lengthy discussion followed between the City Council, Staff and Mr. Phillips and Dr. Montesano. During the discussion the City Manager mentioned that Castellanos and Associates would no longer be employed after the 30th of this month and that the buildings would be under the supervision of the Director of Public Services with this being assigned to Bill Costanzo, Zoning Administrator. After discussion and there being no objections a meeting was scheduled for the following Tuesday at 4:30 PM with the Mayor, Staff and the property owners. ADJOURNMENT There being nothing further to come before Council, Councilman Steinkamp moved, seconded by Councilman Padreddii and regularly carried that the meeting be adjourned.
