The meeting was called to order by Mayor Battaglia at 7:36 PM. The Pledge of Allegiance to Flag was recited. The Mayor asked for a moment of silent prayer. Present: Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Absent: None. Mayor Battaglia asked if there was a motion approving the Regular Bills of February 18, 1976. Councilman Padreddii moved, seconded by Councilman Mammini, and regularly carried that the Regular Bills of February 18, 1976 be approved for payment as submitted. Mayor Battaglia asked if there was a motion approving the Minutes of the Regular Meeting of January 21, 1976. Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the Minutes of the Regular Meeting of Janaury 21, 1976 be approved as submitted. Staff Report, dated February 25, 1976, recommending Council take separate action on each of the following claims: Claim filed by Michael J. Chavez alleging damages to property from improper drainage. Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the claim be rejected and referred to the office of the C~U Attorney and the City's Insurance Carrier, and Notice be given to claimant in accordance with Government Code Section 913, 915.4 and other related sections of the Government Code. 86 CITY CLERK (CONT'D.) CLAIM OF DEBORAH ANNE GORDON Claim filed by Deborah Anne Gordon alleging damages to vehicle as a result of City maintaining a dangerous condition on Airport Boulevard while island was under construction. Councilman Mammini mOved, seconded by Councilman Steinkamp ann regularly carried that the claim be rejected and referred to the office of the City Attorney and rhe City's Insurance Carrier, and Notice be given to claimant in accordance with Government Code Section 913, 915.4 and other related sections of the Government Code. CLAIM OF CAROLYN ANN GRANIZO Claim filed by Gardenal & Moss. Attorneys at Law, on behalf of Carolyn Ann Granizo alleging personal injuries sustained when claimant stepped off school bus onto the street and was struck by an automobile. Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the claim be rejected and referred to the office of the City Attorney and the City's Insurance Carrier, and Notice be given to claimant in accordance with Government Code Section 913, 915.4 and other related sections of the Government Code. CLAIM OF ESTER AND TOUBY KNISBACHER Claim filed by George J. Shelby of Walkup Downing & Sterns Law Office, on behalf of Ester and Touby Knisbacher alleging damages as a result of fatal injuries sustained by Aron Knisbacher when his vehicle was struck by a train. ~ Councilman Mammini moved, seconded by Councilman Padreddii and regularly carried that the claim be rejected and referred to the office of the City Attorney and the City's Insurance Carrier, and Notice be given to claimant in accordance with Government Code Section 913, 915.4 and other related sections of the Government Code. RESO. NO. 22-76 AWARD OF CONTRACT - Staff Report, dated February 25, 1976, recommending Council AUTOMATIC CONTROLLER FOR award the bid for the automatic controller for Orange Memorial SWIMMING POOL Park Swindling Pool to Lincoln Company, 3859 Piedmont, Oakland, CA for the lump sum of $7,026.00. After a brief explanation by the Director of Parks and Recreation Councilman Steinkamp introduced a resolution entitled: A RESOLUTION OF AWARD OF CONTRACT FOR AUTOMATIC CONTROLLER - SWIMMING POOL - PROJECT NO. PR 75-5. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. TAXI CAB RATE INCREASE ORDINANCE 1st Reading/Intro. 7 Staff Report, dated February 25, 1976, recommending that Council introduce and conduct the first reading of ordinance as prepared by the City Attorney increasing taxi cab rates 2/25/76 Page 2 TAXI CAB RATE INCREASE ORDINANCE 1st Reading/Intro. (CONT ' D. ) ~or a flag d~op from $.90 to $1.10 and mileage from $.90 to $1.10 per ~ile at the rate of $.10 for each 1/i1 of a mile George Corey, Attorney representing Mr. Gillio, explained the auditreport prepared by Good and Fowler relative to the financial loss by the company and the need for a rate increase. After discussion between members of the City Council and Mr. Corey Mayor Battaglia ordered the title of the ordinance read. The title of the ordinance was read. City Attorney Noonan then explained the ordinance and advised the Council regarding procedure for introduction. Councilman Mammini moved that reading of the ordinance in its entirety be waived and that =he ordinance be introduced and read for the first time by reading title only, seconded by Councilman Steinkamp and passed by a unanimous vote. Councilman Maarnini moved that the ordinance entitled, AN ORDINANCE AMENDING ORDINANCE NO. 251, AS AMENDED, PROVIDING FOR AN INCREASE IN TAXI CAB RATES, the entire reading of which has been duly waived, be introduced, seconded by Councilman Steinkamp and passed by the following roll call vote. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Bat~aglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. RESO. NO. 23-76 AGREEMENT FOR CONSULTING Staff Report, dated February 25, 1976, recon~ending Council SERVICES - MARINA adopt a resolution authorizing the execution of an agreement EXPANSION PROJECT for consulting services in connection with the Marina Expansion Project. The Director of Parks and Recreation summarized the progress so far, after which he stated that Bill Gisler of the firm of Daniel, Mann, Johnson and Mendenhall was here to answer any questions. Bill Gisler then in detail from charts explained the proposed work to be done at this time. Discussion then followed between the members of the City Council, Staff and Mr. Gisler relative to the Marina Project. .RECESS: Mayor Battaglia declared a recess at 8:30 PM for the retaping of the television cameras. NO. 25-76 AGREEMENT WITH INFO. & REFERRAL CENTER RE HOUSING & COMM. DEVELOPMENT CONSTRUCTION COSTS FOR GELLERT BLVD. BETWEEN WESTBOROUGH & ROWNTREE After further discussion Councilman Steinkamp introduced a .resolution entitled: A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT FOR CONSULTING SERVICES IN CONNECTION WITH THE MARINA EXPANSION PROJECT, Roll Call Vote was as follows: Ayes, CoUncilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. Staff Report, dated February 18, 1976, recommending that Council adopt a resolution awarding the Police Building Air Conditioning and Heating of Communication and Reception Areas project to South City Metal Works, Inc., South San Francisco, who submitted the lowest responsible bid in the amount of $7,607.00. The Director of Public Services declared the bids received recommending the award be made to the South City Metal Works, Inc. Councilman Padreddii then introduced a resolution entitled: A RESOLUTION OF AWARD OF CONTRACT FOR POLICE BUILDING AIR CONDITIONING AND HEATING OF COMMUNICATION AND RECEPTION AREAS - PROJECT NO. PB-75-2. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. Staff Report, dated February 18, 1976, recommending that Council authorize the City Manager to execute an agreement for services to be provided by the Information and Referral Center. After an explanation by the Director of Public Services Councilman Padreddii introduced a resolution entitled: A RESOLUTION AUTHORIZING THE EXECUTION OF CITY OF SOUTH SAN FRANCISCO'S AGREEMENT WITH THE INFORMATION AND REFERRAL COMMUNITY SERVICES CENTER FOR SERVICES IN HOUSING AND COMMUNITY DEVELOPMENT, AS DESCRIBED IN SAID AGREEMENT. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. Staff Report, dated February 18, 1976, recommending that Council adopt a resolution of intention to participate in the construction costs for Gellert Boulevard between Westborough Boulevard and Rowntree Way. NO. 26-76 URBAN CORE DEVELOPMENT REWIRING IN POLICE BLDG. RELOCATING BUS STOP TO GRAND & LINDEN A request havi.ng been received for deferment of this item to the next meeting and there being no objections the Mayor continued the~matter to March 3, 1976. Staff Report, dated February 18, 1976, recommending that Council accept the Library and City Hall Air Conditioning, Heating ann Modifications as complete in accordance with the approved plans and specifications. After a brief explanation by the Director of Public Services Councilman Padreddii moved, seconded by Councilman Mammini and regularly carried that the recommendation of the Director of Public Services be approved and accepted. Staff Report, dated February 18, 1976, recommending Council accept the Local Agency Topics Improvement Projects in the City of South San Francisco - Project No. TR-74-2 - as complete in accordance with the approved plans and specifi- cations. After a brief explanation by the Director of Public Services Councilman Padreddii moved, seconded by Councilman Mammini and regularly carried that the recommendation of the Director of Public Services be approved and accepted. The City Manager reported that the City Attorney had prepared a resolution concerning the Urban Core Development and Zoning proposal and that the merchants were trying to upgrade the area. After discussion Councilman Steinkamp introduced a resolution entitled: A RESOLUTION UNDERTAKING A STUDY OF THE URBAN CORE AND ADJACENT SUPPORT AREAS FOR THE PURPOSE OF DEVELOPING A ZONING PROPOSAL. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. The City Manager at this time advised the City Council that Kuchel and Sievers would be doing some rewiring in the Police Building with the cost to be $3,700.00. The City Manager reported to Council that a study had been made on moving the bus stop from the corner of Grand and Maple to in front of the rest area. However, it could cause a problem for some of the larger buses to maneuver if it were relocated. 2/25/76 Page 5 ITEMS FROM STAFF RELOCATING BUS STOP TO GRAND & LINDEN (CONT' D. ) REASSIGNING BUS TO KAISER HOSPITAL AND WEST WINSTON MANOR AREA PLACEMENT OF PLAQUES AT HISTORICAL SITES BERNARD HAGAN - SEWER RENTAL CHARGES RECESS :. RECALL TO ORDER: GOOD AND WELFARE BICENTENNIAL PLANS It was then recommended that a slight change in route be made and in place of the bus stop being located at Grand and Maple that it be relocated at Grand and Linden which would be of a benefit to the senior citizens. The City Manager was then authorized to proceed with the relocation. The City Manager at this time reported the status of the bus route in the industrial area for the past three months stating that there had been no material increase in the number of passengers using this service. After reading the report he recommended that the City Council concur in the elimination of the industrial route and reassign this bus to Kaiser Foundation Hospital and if possible the West Winston Manor area. After some discussion Councilman Mirri so moved, seconded by Councilman Mammini and regularly carried. The City Manager next brought up the request of the Bicentennial Committee for the placement of plaques at historical sites, the cost of which would be about $20.00 each. There being no objections it was so ordered. Diane Steinkamp commented that this was not a bicentennial function but a Women's Club function. The City Manager requested that the study meeting concerning the matter of Mr. Hagan's sewer rentals scheduled for March 10, 1976 be rescheduled. He stated that this would be too soon for some new Council members to study. There being no objections the study meeting was rescheduled for April 5, 1976 at 7:30 PM. Mayor Battaglia recessed the meeting at 9:42 PM for the retaping of the television cameras. The meeting was recalled to order at 9:52 PM with all Council presen t. There being nothing further Mayor Battaglia asked if anyone had anything they wished to offer under Good and Welfare. Wallace Pettigrew, Chairman Pro Tem of the Bicentennial Committee, informed Council of the plans, programs, and scheduled dates requesting the use of Orange Memorial Park, further requesting the City to join with the committee and make this a joint venture program. He also requested that the Council proclaim the month of September as Bicentennial Month. 2125/76 Page 6 GOOD AND WELFARE BICENTENNIAL PLANS (CONT'D.) RECESS:. RECALL TO ORDER: ADJOURNMENT Councilman Mirri complimented Wally Pettigrew and his staff. He brought to the attention of Council the re-enactment of the DeAnza expedition which would be coming through South San Francisco on March 27, 1976, requesting some sort of welcome be prepared. The City Manager stated that these items would be referred to the Parks and Recreation Department for recommendation and then come back to Council for official action. Mayor Battaglia then recessed the meeting at 9:58 PM to an Executive Personnel Session. The meeting was recalled to order by Mayor Battaglla at 10:14 PM with all Council present. The Mayor announced that the purpose of the meeting was to discuss a personnel problem. There being nothing further Councilman Mammini moved, seconded by Councilman Steinkamp and regularly carried 'that the meeting be adjourned. Time of adjournment was 10:15 PM.
