HomeMy WebLinkAboutMinutes 1976-07-16132 A~ENDED NOTICE OF SPECIAL MEETING NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, that the City Council of South San Francisco will hold a Special Meeting on Friday, July 16, 1976, at 5:30 PM in the Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. Purpose of Meeting: 1. Approval of Bills. 2. Architectural Services for Improvement of Pecks Lots and Cypress and Pine Avenue Playground Areas. 3. Staff Report from Director of Parks and Recreation approving plans and specifications and calling bids on printing of Recreation Guide 1976-77. 4. Resolution Authorizing Publication of Notices for Public Hearing on Proposed Amendment to the Cooperation Agreement between the City of South San Francisco and the Housing Authority. APPROVAL OF BILLS: JULY 16, 1976 5:30 PM. Council Conference Room, City Hall. Mayor Pro Tem Borba called the meeting to order at 5:30 PM. Present: Councilmen William A. Borba, Richard A. Battaglia and Emanuele N. Damonte. Absent: Councilmen Leo Padreddii and Terry J. Mirri. The City Attorney requested to make a statement stating, "The bills as submitted to you by Finance have been reviewed by Councilman Borba. He has indicated those bills which he desires to abstain from voting with the declaration that he does business with them. Those individual items have been marked on the list by the Finance Officer and we therefore submit to you an 133 PARKS & RECREATION LANDSCAPE ARCHITECT - PECK' S LOT AND CYPRESS & PINE PLAY LOTS UDOO RESO. NO. 84-76 CALLING BIDS - QUARTERLY RECREATION GUIDE 1976-77 PUBLIC SERVICES RESO. NO. 85-76 PUBLIC HEARING 8/4/76 AMENDMENT TO COOPERA- TION AGREEMENT WITH HOUSING AUTHORITY amended list of those items deleted. The record will show and the list of claims will show a line through those items in the Finance Office. So when you vote you will be voting then on the claims and we respectfully ask you to have a motion made that your vote is to approve the claims as amended and then you have your three votes." In answer to Councilman Borba's inquiry the City Attorney stated he would not have to read the bills. Councilman Borba moved, seconded by Councilman Battaglia and regularly carried that the bills be paid as amended. Staff Report, dated July 16, 1976, recommending that the firm of Royston, Hanamoto, Beck & Abey be retained to provide landscape architectural services for the planning and design of Peck's Lot and Cypress and Pine Play Lots in the amount of $7,200 and authorize the Acting City Manager to execute the agreement. After an explanation by the Director of Parks and Recreation, Councilman Battaglia moved, seconded by Councilman Borba and regularly carried that the recommendation of the Director of Parks and Recreation be approved and accepted. Staff Report, dated July 16, 1976, recommending that the City Council approve the specifications and authorize the call for bids for the printing of the Quarterly Recreation Guide for the Fiscal Year 1976-77. After a brief explanation by the Director of Parks and Recreation, Councilman Battaglia introduced a resolution entitled: A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK AND CALLING THE BIDS FOR THE PRINTING OF THE QUARTERLY RECREATION GUIDE FOR THE FISCAL YEAR 1976-77. Roll Call Vote was as follows: Ayes, Councilmen William A. Borba, Emanuele N. Damonte, and Richard A. Battaglia. Noes, none. Absent, Councilmen Leo Padreddii and Terry J. Mirri. Staff Report, dated July 16, 1976, recommending that the City Council adopt a resolution authorizing Publication of Notice for Public Hearing to be set for August 4, 1976 on the proposed Amendment to the Cooperation Agreement between the City of South San Francisco and the Housing Authority. 7/26/76 Page 2 PUBLIC SERVICES RESO. NO. 85- 76 PUBLIC HEARING 8/4/76 AMENDMENT TO COOPERA- TION AGREEMENT WITH HOUSING AUTHORITY (CONT' D. ) ITEMS FROM COUNCIL BICYCLE LICENSING 6703 USE OF CITY SEAL FOR BICENTENNIAL MATTERS PENDING MEETINGS JOINT POWERS AGREEMENT WITH HARBOR DISTRICT ADJOURNMENT After a brief explanation by the Acting City Manager Councilman Borba introduced a resolution entitled: RESOLUTION AUTHORIZING PUBLICATION OF NOTICES FOR PUBLIC HEARING ON PROPOSED AMENDMENT TO THE COOPERATION AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND HOUSING AUTHORITY OF THE CITY OF SOUTH SAN FRANCISCO. Roll Call Vote was as follows: Ayes, Councilmen William A. Borba, Emanuele N. Damonte, and Richard A. Battaglia. Noes, none. Absent, Councilmen Leo Padreddii and Terry J. Mirri. In answer to Councilman Borba's inquiry regarding the licensing of bicycles the City Attorney explained the legislation in this regard reco~nending that Council consider getting the funding then putting in the program. After some discussion the Acting City Manager commented that this matter could be checked out and a report made to Council. In answer to Councilman Borba's inquiry regarding the use of the City Seal for Bicentennial activities, the City Attorney stated that he would review this request and report. The City Manager briefly explained to Council the pending meeting list as well as the proposed budget meetings. The Director of Parks and Recreation reported to the City Council that the County Harbor District had approved a Joint Powers Agreement with the City, after which he explained the contents of the agreement. There being nothing further to come before Council the meeting was adjourned at 6:00 PM.
