The meeting was called to order by Mayor Damonte at
7:40 PM.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Richard A. Battaglia, William A. Borba,
Emanuele N. Damonte, Terry J. Mirri and
Leo Padreddii.
Absent: None.
Claim filed by Ronald M. Atlas, Esq., on behalf of
Dulce Riegel, alleging damages resulting from a fatality
accident involving the South San Francisco Police
Department.
Councilman Padreddii moved, seconded by Councilman Mirri
and regularly carried that the claim be rejected and
referred to the office of the City Attorney and the
City's insurance carrier; and Notice be given to claimant
in accordance with Government Code Section 913, 915.4
and other related sections of the Government Code.
The City Manager stated that the purpose of the meeting
this evening was to discuss ways and means to expedite
the Marina project.
Mayor Damonte at this time read his statement of
July 13, 1977 entitled "Election on Oyster Point Project."
The City Manager next requested that at the conclusion
of the meeting Council recess to an Executive Personnel
Session for the purpose of discussing labor negotiations.
The City Manager continued by stating that, in order to
expedite the Marina project, the design be done first.
He commented that representatives of the Planning Commission
and Parks and Recreation Commission were present and
suggested that the Planning Commission and Parks and
Recreation Commission have a subcommittee of three members
to include the Chairman of each to meet with the engineer
before working plans are drawn and to report to Council
before proceeding.

SESSION
Councilman Borba at this time read a statement concerning
the project as well as the earlier proposed safety facility
and land exchange with the City of Brisbane. Commenting
on the projects for the Public Safety Facility, Borba stated
that the City should have taken an option rather than to
purchase it. He also read a newspaper article concerning
the earlier proposed Pillar Point Marina expansion.
Lengthy discussion followed concerning leachate corrections,
when the City could realize a profit from the Marina
expansion as well as private developers expanding and
developing the Marina.
Mayor Damente at this time polled the members of the City
Council concerningthe formation of a committee composed
of representatives from the Planning Commission and
Parks and Recreation Commission. Councilmen Battaglia,
Damonte, Mirri and Padreddii agreed to such a committee
formation. Councilman Borba did not agree to such a
committee.
In answer to Councilman Borba's inquiry, the City
Attorney explained the deposit of revenues derived from
the dredging of material by the Ideal Cement Company.
John Sola, 429 Commercial Avenue, stated that Council
should not take the action they did tonight but should
serve the will of the people.
The City Attorney at this time commented on the
Referendum Petitions which had been filed with the City
Clerk today, stating that after a preliminary tally
had been made he would like to reveiw the petitions to
ascertain if they were valid since they challenged the
action of Council on June 15, 1977 and to determine if
it was a legislative or administrative act.
After some discussion the City Attorney stated that he
would report to Council in this regard at their meeting
of July 18, 1977 or July 20, 1977.
Mayor Damonte then recessed the meeting at 8:38 PM to an
Executive Personnel Session.
The City Clerk was excused from attending.
The meeting was recalled to order by Mayor Damonte at
9:11 PM with all Council present.
Mayor Damonte stated that during the Executive Session
labor negotiations were discussed with no action or roll
call vote having been taken.

ADJOURNMENT
There being nothing further, Mayor Damonte asked if
there was anyone present who wished to offer anything
under Good and Welfare.
Donald Grimms, 123 Francisco Terrace, commented on
when the City was going to conduct a cleanup campaign,
stating that debris could be found both in the ditches
and in the streets of the City. The Assistant to the
City Manager explained the Summer Youth Program now
in effect which would be working on projects such as
these.
Donald Grimes requested that the City contact the staff
of the Treasury market and store and have them clean up
the debris that they were accumulating, stating that
this presented a serious hazard. The City Manager was
requested to contact the Fire Department in this regard.
There being nothing further Councilman Borba moved,
seconded by Councilman Padreddii that the meeting be
adjourned to Monday, July 18, 1977 at 7:30 PM at the
West Orange Avenue Library Auditorium.
Time of adjournment was 9:30 PM.
