HomeMy WebLinkAboutMinutes 1977-07-18ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD JULY 18, 1977 TIME: PLACE: CALL TO ORDER: PLEDGE OF ALLEGIANCE TO FLAG: ROLL CALL: RESO. NO. 103-77 AUTH EMERGENCY WORK ON SHAW ROAD PUMP STATION FORCE MAIN REVENUE SHARING FUNDS 7:30 PM. West Orange Avenue Library Auditorium. The meeting was called to order by Mayor Damonte at 7:39 PM. The Pledge of Allegiance to the Flag was recited. Present: Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte and Leo Padreddii. Absent: Councilman Terry J. Mirri. Note: Councilman Mirri appeared present at 8:09 PM and remained for the duration of the meeting. The Director of Public Services explained the work to be performed and the cost involved. Councilman Borba suggested that the responsibility of the State be determined and that they share in the cost. The Director of Public Services stated that this was being explored. Councilman Padreddii requested that the State be placed on notice since it appeared that the problem started since the State started construction on the freeway. He also requested that Federal grants be researched. After brief discussion Councilman Padreddii introduced a resolution entitled: A RESOLUTION AUTHORIZING EMERGENCY WORK ON THE SHAW ROAD PUMP STATION FORCE MAIN. Roll call vote was as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte and Leo Padreddii. Noes, none. Absent, Councilman Terry J. Mirri. At the request of the City Manager, the Assistant to the City Manager commented on the Staff Report, dated July 6, 1977, and summarized the meeting held some months ago with the various organizations to discuss revenue sharing. He stated that since that time the Conquistadors had also made a request for revenue sharing funds. REVENUE SHARING FUNDS (CONT ' D. ) COUNCILMAN MIRRI APPEARS PRESENT After brief discussion the following again renewed their request for revenue sharing funds in order to carry on their respective programs: Pat Cannon, President of the Board of Friends to Teenage Parents. Jim Calahan, Executive Director, South San Francisco Boy's C1 ub. Councilman Mirri appeared present at 8:09 PM and remained for the duration of the meeting. Debbie Capurro of the Neighborhood Services Center. Jim Valentine of the Guadalupe Health Center. Ed Mansfield of the Food Advisory Service. Art Ludwig of the Conquistadors. After brief discussion between Council and staff, Council- man Padreddii moved that the recommendation of staff be accepted and that it include an appropriation of $2,000 for the Conquistadors. Councilman Borba seconded the motion. Further discussion followed between staff, Council and some of the organizations, after which Councilman Padreddii specified the amounts as follows: Neighborhood Services Center Boy's Club Friends to Teenage Parents Food Advisory Service Guadalupe Health Center Conquistadors $18,000 6,000 3,000 1,964 5,000 2,000 Motion as made and seconded was passed as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba and Leo Padreddii. Noes, Councilmen Emanuele N. Damonte and Terry J. Mirri. Councilman Mirri commented that he was not opposed to the appropriation of funds but would have preferred to have gone individually on each. Mayor Damonte expressed like comments. 7/18/77 Page 2 Z50 RECESS:. RECALL TO ORDER: FISCAL YEAR 1977-78 OPERATING BUDGET ADJOURNMENT CONVENTION AND VISITORS BUREAU Mayor Damonte declared a recess at 9:22 PM. The meeting was recalled to order at 9:30 PM with all Council present. Mr. William Hem, Executive Director of the Peninsula Manufacturing Association, read his letter of July 15, 1977, after which the City Manager commented that he agreed with some of the suggestions made by the Peninsula Manufacturing Association and hoped that they would be reflected next year. At the request of the City Manager, the Director of Finance explained the revised schedule of General Fund Operating Expenditures for the Fiscal Year 1977-78. Council then reviewed the following budgets with no changes being made: City Council City Clerk City Treasurer City Attorney City Manager Finance Non-Departmental Mayor Damonte then suggested that the meeting be adjourned at 10:30 PM. Council was in agreement with the adjournment. Mayor Damonte then stated that Council would continue with budget discussions and would take this up as their first item at the regular meeting of Wednesday, July 20, 1977, allowing one hour for discussion. Councilman Padreddii at this time discussed the request of the Convention and Visitors Bureau for an increase in the Hotel-Motel tax and stated that most cities were voting on the increase of 15%. He commented as well on the increase of conventions in the County which would warrant this increase and requested that Council do this in January, 1978. Discussion followed, after which the Director of Finance stated that the 12% payment could be made from July 1, 1977 to December 31, 1977 and 15% payment could be made from January 1, 1978 to June 30, 1978. 7/18/77 Page 3 ADJOURNMENT There being nothing further to come before Council, Councilman Padreddii moved, seconded by Councilman Borba that the meeting be adjourned.
