NO. 28-78 CANVASSING RETURNS & DECLARING RESULTS OF GENERAL MUNI ELECTION OF MARCH 7, 1978 7:30 PM. E1 Camino High School Little Theatre. The meeting was called to order by Mayor Damonte at 7:40 PM. The Pledge of Allegiance to the Flag was recited, after which the Conquistadors Drum and Bugle Corps gave a presentation. Present: Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri and Leo Padreddii. Absent: None. Mayor Damunte at this time made the following statement: "The City Council meets tonight in compliance with Section 22932 of the Elections Code and Section 36901 of the Government Code of the State of California. In accordance with those sections, the Council will: 1) receive the certification from the City Clerk regarding the election results; 2) adopt a resolution declaring the election results; and 3) choose one of its members as Mayor and one of its members as Mayor Pro Tempore." In accordance with Section 22933 of the Elections Code the City Clerk entered the following statement of election results: "The whole number of votes cast were 7,296. The names of the persons voted for were Ronald G. Acosta, who received 3,704 votes; Leo Padreddii, who received 2,715 votes; Roberta Cerri Teglia, who received 3,623 votes; Victor Brincat, who received 447 votes; and Richard A. Battaglia, who received 2,759 votes. The measure voted upon was Proposition P which received 3,430 Yes votes and 3,035 No votes. Campaign Statements as required by the Elections Code and Government Code have been filed." Councilman Borba introduced a resolution entitled: A RESOLUTION CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN FRANCISCO ON MARCH 7, 1978. NO. 31-78 COMMENDING LEO PADREDDII Roll call vote was as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri and Leo Padreddii. Noes, none. Absent, none. Councilman Borba introduced a resolution entitled: A RESOLUTION DECLARING RESULT OF SPECIAL MUNICIPAL ELECTION HELD MARCH 7, 1978 ONA PROPOSITION CONCERNING THE AUTHORIZATION TO LEVY A SPECIAL TAX. Roll call vote was as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri and Leo Padreddii. Noes, none. Absent, none. Mayor Dam3nte then called on Councilman Padreddii who expressed his thanks to the candidates for a clean campaign and stated that the voters had made their choice. He thanked those who worked in his behalf and those who voted for him. Councilman Padreddii wished the new Councilmembers success and expressed hope that the community would support them. Mayor Damonte next called on Councilman Battaglia who stated that it was a privilege and an honor to have served the last four years as a mmmber of the City Council and Mayor. He expressed his thanks to those who voted him into office and for those who voted for him at the last election. He extended congratulations to the newly elected Councilmembers and wished them success and happiness. The City Clerk at this time administered the Oath of Office to CotmcilWoman-elect Roberta Cerri Teglia and Councilman-elect Ronald G. Acosta. Councilman Borba introduced a resolution entitled: A RESOLUTION COMMENDING RICHARD A. BATTAGLIA. Roll call vote was as follows: Ayes, Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Terry J. Mirri, Councilwoman Roberta Cerri Teglia. Noes, none. Absent, none. Councilman Borba introduced a resolution entitled: A RESOLUTION COMMENDING LEO PADREDDII. 3/14/78 Page 2 RESO. NO. 31-78 COMMENDING LEO PADREDDII (CONT ' D. ) ELECTION OF MAYOR AND VICE-MAYOR Roll call vote was as follows: Ayes, Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Terr~ J. Mirri, Councilwoman Roberta Cerri Teglia. Noes, none. Absent, none. Mayor Damonte then presented framed copies of the resolution to Councilman Battaglia and Councilman Padreddii and expressed his thanks to each for their services and contributions made as members ~f the Council and during their terms as Mayor. Ma~or Damonte at this time commented on the accomplishments of the Council and explained each in detail. He thanked the members of the City Council for their patience and understanding which contributed to his success as Magor. He stated that he would work as a member of the City Council to continue this success. Mayor Damonte then requested nominations for the office of Mayor for the next year. Councilman Mirri moved, seconded by Councilman Acosta and regularly carried that Vice-Mayor Borba be elected Mayor. Mayor Dam3nte atthis time relinquished his seat as Mayor to Mayor-elect Borba. Mayor Borba then called for a motion for Vice-Mayor for the next year. Councilman Damonte moved, seconded by Mayor Borba that Councilman Mirri be elected Vice-Mayor. Councilwoman Teglia moved that Ronald Acosta be elected vice-Mayor. She stated that as top vote getter this would be in keeping with tradition. There being no second Councilman Acosta stated he would second the motion. Mayor Borba then called for a roll call vote on the first motion nominating Councilman Mirri for Vice-Mayor. Roll call vote was as follows: Ayes, Councilmen William A. Borba~ Emanuele N. Damonte and Terry J. Mirri. Noes, Councilman Ronald G. Acosta and Councilwoman Roberta Cerri Teglia. Absent, none. Mayor Borba then called for a roll call vote on the second motion nominating Councilman Acosta for Vice-Mayor. Roi1 call vote was as follows: Ages, Councilman Ronald G. Acosta and Councilwoman Roberta Cerri Teglia. Noes, Councilmen William A. Borba, Emanuele N. Damonte and Terry J. Mirri. Absent, none. 3/14/78 Page 3 482 COMMENTS PRESENTATION ADJOURNMENT Mayor Borba expressed his thanks and gratitude for the confidence placedin him and congratulated the newly- elected Councilmembers. He stated that he looked forward to working with them and knew that they would work together. He then listed those items he wished to see accomplished during his term as Mayor. Councilwoman Roberta Teglia stated that it was a long hard journey to tonight and that it had not been accomplished by herself but that she had a tremendous amount of help from her family and others. She stated that she was indebted to the voters and would perform her function as a member of the Council with diligence and loyalty. Councilman Acosta stated that it was an honor and pleasure to be here this evening and commented that he knew how it was to win and to lose. He remarked that he respected Mayor Borba's opinion and thanked the voters of the City. He expressed special thanks to his wife, Jeanette, his campaign manager, Donald Grimes, and John Sola. Ne, in addition, commented that his father had taught him honesty and integrity and that former Assistant Fire Chief Alwin Brauns had taught him the importance of education. Mayor Borba at this time presented to former Mayor Damonte a plaque for his services as Mayor. Mayor Borba announced that at the conclusion of tonight's meeting a buffet, sponsored by the Councilmembers, would follow at the Morales Hall on Miller Avenue. There being nothing further to come before Council, Councilman Acosta moved, seconded by Councilman Damonte and regularly carried that the meeting be adjourned. Time of adjournment was 8:25 PM.
