HomeMy WebLinkAboutMinutes 1978-04-12§14 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD APRIL 12, 1978 TIME: PLACE: CALL TO ORDER: PLEDGE OF ALLEGIANCE TO FLAG: ROLLCALL: COMMUNICATIONS WAIVER OF PERMIT FEE FOR OUTDOOR CARNIVAL (WESTBOROUGH PTA) CITY MANAGER PARKING IN LANES 7:00 PM. Council Conference Room, City Hall. The meeting was called to order by Mayor Borba at 7:00 PM. The Pledge of Allegiance to the Flag was recited. Present: Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Terry J. Mirri, Councilwoman Roberta Cerri Teglia. Absent: None. Letter, dated March 25, 1978, from Linda Cimmet, Westborough School PTA President, requesting that Council grant a waiver of the permit charged for outdoor carnivals. Staff Report, dated, April 12, 1978, recommmnding that Council, by motion, grant a waiver of permit fees for the carnival sponsored by the Westborough PTA to be held April 13-15, 1978. The Finance Director stated that a motion to waive the fee was requested. Discussion followed between the members of Council and staff regarding the waiver of the fee for this type of permit as well as other permits such as Christmas tree lots. After discussion Councilman Damonte moved, seconded by Councilman Acosta and regularly carried that the waiver of fee requested be granted. The Chief of Police stated that Lieutenant Silvas met with the City Engineer to discuss the matter for some solution to the problem. He reviewed for Council the types of problems that existed in the lanes throughout the City and the forms of enforcement in an effort to solve the problem. CITY MANAGER PARKING IN LANES (CONT'D.) RECESS: RECALL TO ORDER: FINANCE BUSINESS LICENSES ITEMS FROM STAFF PROPOSAL FROM THOMAS SAFRAN & ASSOCIATES - GRAND & CHESTNUT AVENUES Discussion followed between'the members of Council and staff relative to parking by permit, restricting parking to only one side of the street or certain sections and the problem of safety equipment not being able to travel through the lanes. Mr. Rafael Amad, 379 Arroyo Drive, South San Francisco, commented on the traffic problems in his neighborhood. Councilman Acosta recommended that the ordinance concerning parking be expanded. After a brief discussion and there being no objections, the City Attorney was requested to submit the ordinance to Council for the regular meeting of May 17, 1978. Mayor Borba declared a recess at 9:00 PM. The meeting was recalled to order at 9:10 PM with all Council present. Staff Report, dated April 12, 1978, concerning business licenses. The Finance Director explained his Staff Report, the future reviews to be made and reports to be made to Council in this regard. After brief discussion between staff and Council no action was taken on this i~em since it had been submitted for information purposes only. The Finance Director brought to Council's attention a proposal received from Thomas Safran and Associates for the purchase of City owned land at Chestnut and Grand Avenues. He suggested to Council that a presentation be made for information purposes. The Finance Director then introduced Thomas Safran who, through the use of slides, renderings and plats, explained to Council their proposed development. Discussion followed between members of the City Council, staff, Thomas Safran and his associates concerning the development, management of the development, maintenance, tenant background checks and other related matters. Mr. Remo Mantegani, a resident of Chestnut Avenue, voiced objection to the manner in which this was being proposed. 4112178 Page 2 ITEMS FROM STAFF PROPOSAL FROM THOMAS SAFRAN & ASSOCIATES - GRAND & CHESTNUT AVENUES (CONT' D .) RECESS~ RECALL TO ORDER: EXECUTIVE PERSONNEL SESSION ITEMS FROM COUNCIL NEIGHBORHOOD SERVICES CENTER DAMAGE TO CITY STREETS BY SAM TRANS BUSES Mr. Tim Brosnan, a resident of Rocca Avenue, commented on procedures which should be established by Council in order that all interested persons could participate. Discussion followed between Council and staff relative to placing the matter on the next agenda during which time the City Attorney recommended that Council consider a map of the area such as a parcel map delineating roadway, zoning, general plan and the like. There being no objections Mayor Borba ordered the matter over to the regular meeting of April 19, 1978. Mayor Borba recessed the meeting at 10:15 PM to an Executive Personnel Session. The City Clerk was excused from attending. The meeting was recalled to order at 11:01 PM with all Council present. Mayor Borba announced that Council met in Executive Personnel Session to instruct the City Attorney relative to pending litigation and to consider a personnel matter with no roll call vote having been taken. Councilwoman Teglia brought to Council's attention the recent newspaper article relative to the Neighborhood Services Center. She suggested that at the regular meeting of April 19, 1978 a report be submitted relative to the terms of the agreement, the number of personnel and hours spent as fiscal agent and a recoFm~endation from staff as to whether the City should continue in this regard. The Finance Director explained that he would be unable to prepare a report for the meeting of April 19, and he requested that it be scheduled for the next regular meeting. This was agreed to by Council. The Finance Director then commented on San Bruno's funding which was to be forwarded. Mayor Borba brought to Council's attention the damage which has occurred in City streets in the residential areas by the use of large Sam Trans buses. He requested that staff contact Sam Trans and request that mini buses replace these larger buses. 4/12/78 Page 3 517 ITEMS FROM COUNCIL ABSENCES FROM CITY BY DEPARTMENT AND DIVISION HEADS APPLICATIONS & INTERVIEWS FOR VACANCIES ON BDS & COMMISSIONS ESCHELBACH REZONING ADJOURNMENT Mayor Borba reported that recently more than one staff person was absent from the City. He requested that there be posted in the Mayor's office a list of scheduled absences by Departmentand Division heads and that not more than one person be absent at the same time. Mayor Borba offered for Council confirmation a cut-off date of April 28, 1978 for the receipt of applications for Boards and Commissions. He furthersuggested that interviews be scheduled for May 6, 1978 and that only applicants for the Planning Commission and Recreation Commission be taken up at that time. There being no objections, it was so ordered. The City Attorney at this time took up the matter of the Eschelbach rezoning which came before the Planning Commission at their last meeting, stating that a motion had been made to deny, which failed to pass. He advised Council that non-action by the Planning Commission by reason of failure to file a report and recommendation within the time limits resulted in the matter coming to Council deemed approved unless the Council gave the Planning Commission a twenty day extension. The City Attorney then stated that the fact that it came deemed approved by the Planning Commission did not compel Council to vote yes to rezone but that Council still had to go through the zoning process. Because of what had happened at the Planning Commission meeting, it would come to Council by default deemed approved. Mayor Borba commented that Council should wait until it ran out. The City Attorney stated that Council had the right to extend for twenty days in order to get a Planning Commission report but that Council would not have an appointee by that time. There being no objections, Mayor Borba requested that it be allowed to run out. There being nothing further to come before Council, Mayor Borba adjourned the meeting.
