CALL TO ORDER: PLEDGE OF ALLEGIA~ICE TO FLAG: ROLL CALL:_ AGENDA REVIEW CITY MANAGER ACCEPT BIDS FOR SURPLUS PROPERTIES AT 401/403 CHESTNUT, 946 GRAND AND 942 GRAND AVENUES AMENDING TRANSIENT OCCUPANCY TAX ORD AND BUSINESS LICENSE ORD 7:00 PM. Council Conference Room, City Hall. The meeting was called to order by Mayor Borba at 7:00 PM. The Pledge of Allegiance to the Flag was recited. Present: Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Terry J. Mirri, Councilwoman Roberta Cerri Teglia. Absent: None. The City Manager requested that the following two items be added to the agenda: Contract Change Order No. 1 for the Gellert Boulevard Assessment District Grading which would be taken up as Item No. 1 from the Department of Public Services. Set a public hearing date to consider the request of Maurice Brosnan on RZ-78-45 which would be taken up as Item No. 5 from the City Manager's office. There being no objections, it was so ordered. Staff Report, dated May 31, 1978, recommending that Council accept the bids for the surplus properties at 401/403 Chestnut Avenue, 946 Grand Avenue and 942 Grand Avenue. After a brief explanation by the City Planner, Councilman Damonte moved, seconded by Councilman Mirri and regularly carried that the recommendation of the City Planner be approved and accepted. The City Manager commented that the two proposed ordinances would be discussed together and were only for Council consideration at this time. He further stated that no action was required. CITY MANAGER AMENDING TRANSIENT OCCUPANCY TAX ORD AND BUSINESS LICENSE ORD (CONT ' D. ) 3 PUBLIC SERVICES CHANGE ORDER NO. 1 - GELLERT BLVD ASSMT DISTRICT GRADING - BENCH WIDTH CITY MANAGER (CONT ' D. ) SET PUBLIC HEARING DATE - RZ-78-45/ MAURICE BROSNAN A lengthy discussion followed at which time the City Manager discussed the proposed changes in the Business License Ordinance and the Transient Occupancy Tax Ordinance. He further informed Council that if such amendments were to be acted on, it would have to be done prior to July 1, 1978. Roger Picquet of the City Attorney's Office explained the changes in the ordinances. Mr. Tom Henkle of the Imperial 400 Motel inquired if the neighboring communities were proposing a seven percent tax. Mr. John Falsarella commented on the effect the proposed increase would have on the small apartment house owners. Mr. Louis Poletti stated that this would be further taxing the people who are already carrying the burden. Mr. Frank Prendergast, President of the Chamber of Commerce, commented that he was present to listen and report back to his organization. A representative of the Peninsula Manufacturing Association stated that his organization felt that this was a realistic approach to Proposition 13 and they supported the revenue increase. After further discussion Councilman Damonte moved, seconded by Councilman Acosta and regularly carried that the matter be scheduled for discussion at the regular meeting of June 7, 1978. Staff Report, dated May 31, 1978, recommending that Council approve and authorize the Superintendent of Streets to execute the Contract Change Order No. 1 for Gellert Boulevard Extension Project Assessment District. After a brief explanation by the Director of Public Services, Councilman Damonte moved, seconded by Councilman Acosta and regularly carried that the recommendation of the Director of Public Services be approved and accepted. Staff Report, dated May 31, 1978, recommending that Council set a date for a public hearing to consider the request of Maurice Brosnan/RZ-78-45. At the request of staff and there being no objections, the public hearing was scheduled for July 19, 1978. 5/31/78 Page 2 RECESS: RECALL TO ORDER: PARKS AND RECREATION USE OF SCHOOL FACILITIES FOR PARKS AND RECREATION DEPT PURPOSES ITEMS FROM COUNCIL COUNCIL LETTERS OF REPLY PARKING IN LANES INTERVIEWS OF BOARD AND COMMISSION APPLICANTS COUNCILMAN DAMONTE TO BE ABSENT FROM JUNE 21 MEETING COUNCILMAN ACOSTA TO BE ABSENT FROM JUNE 21 MEETING Mayor Borba declared a recess at 8:23 PM. The meeting was recalled to order by Mayor Borba at 8:37 PM with all Council present. Staff Report, dated May 31, 1978, regarding possible uses of school facilities for Parks and Recreation Department purposes. The Director of Parks and Recreation explained his Staff Report and the facilities available at the E1 Rancho School. He requested Council's direction in this regard. Discussion followed between Council and staff relative to the use of E1 Rancho School, the proposed use of the Value Giant building, other City facilities and the Magnolia School building. After discussion and there being no objections, Mayor Borba stated that there was a need for more study and that no direction would be given at this time. In answer to Councilwoman Teglia's inquiry, the Assistant to the City Manager informed Council that a reply had been made to the letter from the Library Board requesting the purchase of additional book shelving and the letter concerning wage increases for part,time employees. Councilwoman Teglia requested that the Council be furnished with copies of all response letters in the future. Councilwoman Teglia inquired as to the status of parking in lanes. The City Manager was requested to submit a report in this regard. In answer to Councilwoman Teglia's inquiry regarding the scheduling of interviews for the remaining Board and Commission applicants, it was unanimously agreed by Council that tonight's meeting would be adjourned to Monday, June 5, 1978, at 5:00 PM for this purpose. Councilman Damonte informad Council that he would be attending a conference in Atlanta and would, therefore, be unable to attend the regular City Council meeting of June 21, 1978. Councilman Acosta also advised Council that he would be absent from the June 21 Council meeting. 5/31/78 Page 3 5& ITEMS FROM COUNCIL (CONT' D. ) TREES ON SIGN HILL BALLOT MEASURE FOR NOVEMBER ELECTION Councilman Acosta commented on the danger of fire destroying the trees on Sign Hill. The Director of Parks and Recreation advised Council that steps were being taken to alleviate this problem. In answer to Councilman Acosta's inquiry concerning a ballot measure regarding a special tax for the November election, the City Attorney replied that he would submit a report. SALE OF FIREWORKS IN SSF Councilman Damonte reaffirmed his opposition to the use and sale of fireworks in South San Francisco and stated that permits for firework stands should not be issued after the established deadline. GOOD AND WELFARE There being nothing further to come before Council, Mayor Borba asked if anyone present had anything they wished to offer under Good and Welfare. LOITERING IN PARKS ~io3 Donald Grimes, 123 Francisco Drive, South San Francisco, commented on an incident which occurred in the playlot located behind his home involving children with fireworks. Staff was instructed to investigate the Police Department response time in this regard and to post signs prohibiting loitering after 9:00 PM. COURT PROCEEDINGS WITH WATER QUALITY CONTROL BOARD ITEMS FROM COUNCIL (CONT r D. ) In answer to Jim Keegan's inquiry, the City Attorney explained the status of the court proceedings with the Water Quality Control Board. Counii then unanimously agreed to discuss the appointment of the City Clerk at the regular Council meeting to be CITY CLERK APPOINTMENT held June 7, 1978. ADJOURNMENT There being nothing further to come before Council, Councilman Damonte moved, seconded by Councilwoman Teglia and regularly carried that the meeting be adjourned to Monday, June 5, 1978, at 5:00 PM in the Conference Room.
