CALL TO ORDER: Mayor Borba called the meeting to order at l:O0 p.m. PLEDGE OF ALLEGIANCE:__The Pledge of Allegiance to the Flag was recited. ROLL CALL: Present: Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Terry J. Mirri Councilwoman Roberta Cerri Teglia Absent: None. FIRE DEPARMENT ITEM OF FIRE HOSE Councilwoman Teglia requested to address the issue of the cuts in the Fire Department - the item of fire hose. Assistant Fire Chief Russell Lee explained the expenditures for fire hose. He remarked that hoses are tested each year and ten years was not an extremely long life expectancy for a hose. Mayor Borba stated that Council would take each item under consideration from the start of the packet presented to Council. CITY MANAGER BUDGET PACKET City Manager Birkelo explained the packet: Detailed listing of vehicle usage and assignment, by department (Inter-Office Memorandum, July 19, 1978, to Council from the office of the City Manager) Staff report listing memberships in professional and technical organizations, by department. (Inter-Office Memorandum, July 19, 1978, to City Manager from Chief of Police) e Suggestions concerning possible reduction in Police Department Vehicle Fleet. (Inter-Office Memorandum July 18, 1978, to City Manager from Chief of Police Explanation of budget reductions that would be occa- sioned by a 15% cut in the Library Department. (Inter-Office Memorandum from Library, July 17, 1978) e Suggested reduction in training expenditures in 1978-79 budget if reorganization is approved. (Inter- Office Memorandum, July 21, 1978, to City Manager from Chief of Police) t Prioritization of proposed conferences, Account #4340 for Council's consideration. (Inter-Office Memorandum, July 21, 1978, from the Chief of Police to Council) Council first discussed the vehicle used by the Building Maintenance, City Garage, City Hall pool, and Parking Meter Repairs. Assistant to City Manager Wilson commented on the vehicles' usage in the City pool, and were awaiting approval for #120 to be declared surplus, to be transferred to the Department of Public Services. The matter of car allowance based on mileage basis was next discussed, with in-City usage. The vehicle-use by the Department of Public Services was next considered. The vehicle used by the Superintendent of Public Works was questioned as a 24-hour on-call necessity. Discussion followed concerning mileage rate, with mileage to begin at the City's limits; the over-night take-home of cars by the Superintendent of Public Works, Building Inspector, and Superintendent of Sanitation; the pool concept and the sharing of vehicles assigned to departments. The Fire Department vehicle use was next discussed. Fire Chief Zylker was requested to prioritize the vehicles in his department. Discussion ensued concerning the Fire Department laboratory in one car, the plug-in red light, and elimination of two cars to be decided later. 7/24/78 Page 2 119 DISCUSSION RE POLICE DEPARTMENT VEHICLES DISCUSSION RE PARKS AND RECREA- TION VEHICLES RECESS: RECALL TO ORDER'-- DISCUSSION RE PROFESSIONAL AND TECHNICAL SERVICE FEES The Police Department car-usage was next considered. Chief of Police Datzman explained the cutback in motorcycles and the reasons for the motorcycles' being taken homeJoYernight. In response to Councilwoman Teglia's question of which of the seven vehicles were being considered to be cut, Chief of Police Datzman remarked that they were one unmarked car, two canine units, three motorcycles, and one parking scooter. Discussion followed between Council and the Chief of Police concerning priorities, elimination of automobiles being taken home overnight, and use of the Dodge Van used for crime laboratory. Next to be discussed was the vehicle use by the Department of Parks and Recreation. Director of Parks and Recreation Norton explained the "trade- off" system of a flat-bed truck and Westcoaster Scooter for two crew-cab trucks. Further discussion followed concerning the need for trans- portation by Park workers to sites and the possibility of supervisors' depositing workers at job sites. Mayor Borba recommended four vehicles cut from the twenty- one Parks and Recreation vehicles. Landscape Specialist Belcher explained the scheduling, work assignments, and supervisory personnel. Council requested the Director of Parks and Recreation to come back with a report of which vehicles would be eliminated. Mayor Borba declared a recess at 3:20 p.m. Mayor Borba recalled the meeting to order at 3:35 p.m., with all Council present. City Manager Birkelo explained the next item for Council's consideration - professional and technical service fees. Councilman Damonte remarked that he would like to suggest that City membership be considered seriously and that indi- vidual membership is the responsibility of the individual who desires to belong to an organization. The organizations of Chamber of Commerce, San Mateo County Convention and Visitors Bureau, Bay Area Disaster and Civil Defense Association, and N.O.I.S.E. were discussed. Councilman Mirri stated that it was Council's intention that, in regard to the associations dropped and under indi- vidual membership, the City will not pay for attendance to those organizations. OFFICE REQUEST FOR THE CITY TREASURER Councilwoman Teglia requested the City Manager to prepare a report for the next meeting to accommodate the City Treasurer with an office in the City Hall which would have adequate shelving for his books and security for his records.
