HomeMy WebLinkAboutMinutes 1978-08-09146 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD AUGUST 9, 1978 TIME: 1:30 p.m. PLACE: City Council Conference Room, City Hall CALL TO ORDER: The meeting was called to order by Mayor Borba at 1:32 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was recited. ROLL CALL: Present: Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte and Councilwoman Roberta Cerri Teglia Absent: Councilman Terry J. Mirri RECESS: Mayor Borba declared a recess to an Executive Personnel session at 1:34 p.m. RECALL TO ORDER: Mayor Borba recalled the meeting to order at 2:30 p.m., with all Council present; Councilman Mirri, absent. Mayor Borba requested that the record show that the purpose of the Executive Personnel session was to discuss labor negotiations with no action or roll call vote taken. RESO ACCEPTING GRANT DEED VALUE GIANT ~_~/m~ MARINA GROUND BREAKING CEREMONY LIFEGUARD ON DUTY MARINA BEACH City Manager Birkelo requested, before Council's review of the budget, consideration be given to a resolution accepting a Grant Deed for the Value Giant site and re- lated matters; ground-breaking ceremonies on September 9th of the Oyster Point Marina Park; and request of the General Manager of the Harbor District and staff regarding lifeguards at the Marina beach. Discussion followed concerning the subjects during which time, Mayor Borba accepted the invitation to participate in the ground-breaking ceremony for the Oyster Point Marina Park; debated the liabilities and responsibilities of City to staff the lifeguards at the Marina facility. It was Council's direction to staff the lifeguards at the Marina through the Labor Day holiday and payments were to be pursued with the San Mateo County Harbor District for this duty. 147 RESO. NO, 102-78 AUTHO GRANT DEED VALUE GIANT PROPERTY AND RELATED MATTERS UNDERGROUND GASOLINE ON SPRUCE AVENUE JOINT MEETING BETWEEN COUNCIL AND SCHOOL BOARD ~_.~-/~--,b~- DOCENT PROGRAM SUGGESTION BUDGET REVIEW FI RE DEPART~,ENT City Attorney Noonan explained the time necessity for the adoption of the resolution so that it could be delivered to the Recorder~s Office. Councilman Acosta introduced the resolution entitled: A RESOLUTION AUTHORIZING ACCEPTANCE OF A GRANT DEED FOR THE PROPERTY KNOWN AS THE VALUE GIANT PROPERTY AND RELATED MATTERS. Roll call vote was as follows: Ayes, Councilmen Ronald G. 'Acosta, William A. Borba, Emanuele N. Damonte. Noes, Councilwoman Roberta Cerri Teglia. Absent, Councilman Terry J. Mirri. City Manager Birkelo next commented on the underground gasoline situation which had resulted from a leak in an underground gasoline service station tank on Spruce Avenue. He stated that there could be another 15,000 gallons of gasoline there and requested $2,800 to proceed with the investigation and remedying of the situation. He explained the contacts made with Western Oil and Gas Company and Union Oil Company to fund the cost of the operation. As there were no objections from Council, Mayor Borba so ordered. Discussion next followed between the City Council and the City Manager concerning a joint meeting with the City Council and the School Board. The City Manager was instructed to contact the School District and arrange for a meeting. Councilwoman Teglia remarked that Mrs. Boyd, member of the Library Board, wished to address Council on an alternative plan to the history service which would be the "docent" program. Discussion followed during which time it was decided that Mrs. Boyd should approach the Library Board with this principle and the Library Board would then bring it to Council for consideration. Council began their review of the budget on page 43 Volume 2 of the Proposed Annual Budget 1978-79 - "Overtime." All deletions, modifications, or allowances, as made, are herewith incorporated and made a part of these minutes; and are on file in the office of the City Clerk. Lengthy discussion followed concerning minimum manning in the Fire Department from 21 men to 19 personnel, necessary firefighters at fires, distribution of fire equipment throughout the City and manning of fire equipment. Council agreed to continue this matter to the next budget session. 8/9/78 Page 2 POLICE DEPARTMENT RECESS: RECALL TO ORDER: RECESS: RECALL TO ORDER: COMMUNICATIONS Council continued its review with the Police Department's budget, starting on page 46. Discussion followed between Council and the Chief of Police concerning 24-hour, 7-day week record keeping, the respon- sibili'ties of the personnel, and organizational streamlining. Chief Datzman explained the procedures as contained in the proposal entitled, PROPOSED REORGANIZATION FOR THE SOUTH SAN FRANCISCO POLICE DEPARTMENT, dated June 1978. He con- tinued his analysis of procedure as illustrated in his Inter- Office Memorandum dated July 19, 1978, to the City Manager. Mayor Borba declared a recess at 5:03 p.m. Mayor Borba recalled the meeting to order at 5:15 p.m., with call Council present; Councilman Mirri, absent. Police Chief Datzman continued his review after which lengthy discussion followed between Council and the Chief of Police. Mayor Borba declared a recess to an Executive Personnel session at 6:01 p.m. Mayor Borba recalled the meeting to order at 7:07 p.m., with all Council present; Councilman Mirri, absent. Mayor Borba requested that the record show that the purpose of the Executive Personnel session was to discuss labor negotiations with no action or roll call vote taken. Mayor Borba stated that, before Council continues with further study of the Police budget, it was the desire of Council to postpone further consideration until full Council was present before any decision might be made. Monday, August 14, 1978, 1:30 p.m., was set for further study of the Police budget. Council next considered the budget of Communications - page 148. Communications Supervisor Dueane Williams in detail explained the Staff Report, dated July 24, 1978, to the City Council, subject: CENTREX TELEPHONE SYSTEM. Councilman Damonte moved, seconded by Councilwoman Teglia and regularly carried, that the recommendation of the Communications Supervisor be approved and accepted. Further modifications were made on pages 156 through 162, during which time Council approved of two Dictaphone Call- Check Recording Systems to provide for instant replay of incoming emergency telephone calls. 8/9/78 Page 3 149 RECESS: RECALL TO ORDER:. PUBLIC SERVICES: SENIOR BUILDING INSPECTOR'S POSITION ~./~ TREATMENT PLANT ADJOURNMENT TO MONDAY, AUGUST 14 1:30 P.M. Mayor Borba declared a recess at 8;27 p.m. Mayor Borba recalled the meeting to order at 8:38 p.m., with all Council present; Councilman Mirri, absent. City Council continued its budget review with Volume 3 of the Proposed Annual Budget 1978-1979 - Public Services. Director of Public Services Addiego explained the Building Division's need of an additional Building Inspector. The Director of Public Services next explained the request for an upgrading of a Building Inspector's position to Senior Building Inspector. Discussion followed concerning the position after which Council unanimously agreed to the upgrading of the Building Inspector, Mr. Austin Lynch, to Senior Building Inspector. Discussion then followed concerning personnel mandated by State law for the Treatment Plant, during which time Super- intendent of Sanitation Collins explained the need for a supervisory maintenance program. Council agreed that the dispo~tionof the addition of an Industrial Waste Supervisor be held over until the full Council was present. Modifications were made on pages ll through 25. Mayor Borba adjourned the meeting to Monday, August 14, 1978, 1:30 p.m., Council Conference Room, City Hall, to consider the Police budget only and to enter an Executive Personnel session to discuss labor negotiations.
