HomeMy WebLinkAboutMinutes 1978-08-14ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD AUGUST 14, 1978 TIME: 1:30 p.m. PLACE: City Council Conference Room, City Hall CALL TO ORDER~ The meeting was called to order by Mayor Borba at 1:38 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was recited. ROLL CALL: Present: Councilmen Ronald G. Acosta, William A. Borba, Emanuele N. Damonte, and Terry J. Mirri; and Councilwoman Roberta Cerri Teglia FIRE DEPARTMENT INSTALLATION OF SAFETY OFF-SWITCHES Councilwoman Teglia brought to Council's attention, because of a recent fire in Fire Station 2, the need of an install- ation of electrical off-switches to electric-stove units. Councilwoman Teglia requested Council's authorization for the installation of these safety features. Discussion followed concerning previous dialogue within the Safety Committee concerning this situation after which City Manager Birkelo stated that he would request an early answer from the Safety Committee and would report to Council. BUDGET REVIEW Council next proceeded with its budget review. All deletions, modifications or allowances, as made, are herewith incorporated and made a part of these minutes; and are on file in the office of the City Clerk. POLICE DEPARTMENT Councilman Mirri requested a brief synopsis of the previous budget meeting and of Council's concerns of certain items in the Police Department budget. Chief of Police Datzman recapitulated items from his Inter- Office Memorandum, dated July 19, 1978, to the City Manager, subject: Police Department Reorganization. He explained the reclassification of personnel to Police Officer II. Discussion followed between Council and the Chief of Police concerning first and second years' savings and costs, total savings, and the reductions in positions and elimination of certain vehicles. Chief Datzman explained Attachment D of the referenced Inter-Office Memorandum as it concerned reclassification of 10 personnel to Police Officer II. i51 POLICE DEPARTMENT (_Continued) RECESS: RECALL TO ORDER: FUTURE BUDGET STUDY POLICE DEPARTMENT BUDGET REVIEW Further discussion followed concerning Council's inquiries relating to examinations for these positions. Chief Datzman explained that these were non-classified posi- tions at present and are processed for promotion through submission of resumes, interviews, and final selection by his office. Police Officer Bruce Tognetti further explained that, before a police officer can be put on the streets, he must have POST-mandated academy training. Terminology of "career development" rather than "incentive" was next discussed by Council. Mayor Borba cautioned that the adoption of this concept might be a threat to the equity of parity which now exists among City departments. Further discussion followed among Council concerning the comparative positions of the Police and Fire Departments and the savings to the City with the adoption of this plan. Councilman Mirri moved, seconded by Councilman Damonte and regularly carried, that the proposed Reorganization of the Police Department be approved and accepted. Mayor Borba abstained from voting. Mayor Borba declared a recess at 2:40 p.m., to an Executive Personnel Session. The City Attorney and City Manager were requested to attend. Mayor Borba recalled the meeting to order at 3:00 p.m., with all Council present. Mayor Borba requested that the record show that the purpose of the Executive Personnel session was to discuss a legal matter with no action or roll call vote taken. City Manager Birkelo advised Council of the need of a ten- day lead time for notices for revenue sharing to be published simultaneously with the General Budget. Two meetings were tentatively set for consideration of the remainder of the budget - Public Services and Cultural and Leisure Services. As all Council was present, the Police Department's budget was reviewed, starting on page 55, Administration. From the Inter-Office Memorandum, dated July 31, 1978, from the Chief of Police to the City Manager, sub}ect: RECOMMENDATION CONCERNING REDUCTIONS IN POLICE DEPARTMENT STAFF DEVELOPMENT (4324) AND CONFERENCES (4340) ACCOUNTS, Chief Datzman and Officer Tognetti explained the changes in the programs. 8/14/78 Page 2 152 POLICE DEPARTMENT 'BUDGET REVIEW (Continued) DPS BUDGET SET FOR 8/17/78 Discussed and changes were made in the following divisions and programs: Patrol Division: Investigation Division: Services Division: Administration Program Patrol Program Traffic Program Criminal Investigation Program Administration Program Records Program Technical Services & Property Program Planning & Research Program Training Program Community Services Program Detention Services Program City Council concluded its study of the Police Department budget at page 147. Council agreed to meet on Thursday, August 17, 1978, 3:00 p.m., to discuss the Department of Public Services budget.
