NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State
of California, that the City Council of the City of South San Francisco will
hold a special meeting on Friday, December 8, 1978, at 5:00 p.m., in the
Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco,
California.
The purpose of the meeting is to consider Christmas decorations.

The meeting was called to order by Mayor Borba at 5:07 p.m.
The Pledge of Allegiance to the Flag was recited.
Present: Councilmen Ronald G. Acosta, William A. Borba,
Emanuele N. Damonte and Councilwoman Roberta
Cerri Teglia
Absent: Councilman Terry J. Mirri
Mayor Borba stated that he called this meeting to discuss
the Christmas tree on Sign Hill and the downtown Christmas
decorations.
City Manager Birkelo explained that the City's estimate for
the Christmas tree was $1,820, $862 would be contributed
from City funding, material and electrical energy - labor
and equipment budget.
Councilman Acosta stated he felt the Christmas tree served
alt of the citizens of South San Francisco while the downtown
decorations' were limited.

Further discussion followed concerning the cost of garland
decorations in the downtown area and the manpower to install
and remove the decorations.
Discussion followed among Council concerning previous budget
cuts and consideration of volunteer labor.
Liabilities and insurance, and City electrical staff were
discussed by the Assistant to the City Manager, Finance
Director and Director of Public Services.
Mayor Borba moved that the Christmas tree and downtown
decorations be approved; Councilman Acosta seconded the motion.
Under the question, discussion followed during which time
City Manager Birkelo explained the delay or elimination of
some Public Works programs.
At Mayor Borba's invitation to speak, a South San Francisco
resident spoke in favor of the lighted Christmas tree. She
praised the tree as having a good impression on the young
people of South San Francisco.
Mr. George Popyack, labor representative of Local 1569 spoke
on behalf of the employees and objected to the use of City
funds for the Christmas tree and downtown decorations while
economic cuts had been made in the City budget.
Councilman Acosta stated that he would rescind the second
to the motion to approve the Christmas tree and downtown
garland decorations.
Mayor Borba rescinded the motion.
Mayor Borba then moved to approve the Christmas tree only,
seconded by Councilman Acosta.
Roll call vote was as follows: Ayes, Councilmen Ronald G.
Acosta, William A. Borba, Emanuele N. Damonte. Noes,
Councilwoman Roberta Cerri Teglia. Absent, Councilman Terry J.
Mi rri.
Discussion followed concerning the downtown merchants participating
in the Christmas garland decorations. It was reported that,
due to the lateness into the Christmas season, there would be
little response to any contributions.
In answer to the Mayor's inquiry, Director of Public Services
Addiego stated that the tree would be ready by Wednesday or
possibly Tuesday afternoon.

The monetary contribution of citizens to the Christmas
tree fund was discussed and Council each showed his and
her support by contributing.
As this concluded the business, Councilman Damonte moved,
seconded by Councilman Acosta and regularly carried that
the meeting be adjourned.
