CITY MANAGER
Mayor Mirri explained the reason for the meeting
this evening - to decide the merits of the appeal.
Mayor Mirri then outlined the precedure of the
evening's hearing.
City Planner Costanzo read the Staff Report
3/26/79 in full.
Mayor Mirri stated that he would entertain a
motion that the proceedings of the Planning
Commission Minutes be incorporated into the
records for the referral and reference process.
M/S Acosta/Damonte - So moved.
Unanimously carried by voice vote.
Mayor Mirri declared the Public Hearing opened
and stated that all would have an opportunity to
speak and would be called upon by the order of
the name cards filled out. He commented that,
after the Public Hearing was closed, Council
would deliberate and there would be no more
public testimony.
Mr. James Keegan, 1244 Crestwood Drive, spoke
in opposition to the Mayor's statement.

City Attorney Noonan stated that it was Council's
prerogative to set the ground rules.
M/S Borba/Damonte - That the public be permitted
to address the issue "under the question" if
their testimony was not repetitious.
Carried by majority voice vote;Mirri voting "No."
Councilman Borba read into the records the commu-
nications from Janetle Williamson, Mrs. Ford R.
(June) Smith; Roland and Fern Ludwick; Pat Droskyl
Alene Minucciani; Mary Lee POkrywska, Fred R.
Smith; Rev. Jacquelene Meadows; Grant E. Teakle;
declaring opposition to high density development.
Councilman Acosta then read into the records the
letter dated March 26, 1979 from Robert J.
Mantegani; and dated February 22, 1979 from
Elsie Lagomarsino and Jeanette Rose Ghiozzi,
appealing the decision of Planning Commission.
Councilwoman Teglia read into the record the
communication opposing the development from
Pat Martinson.
Councilman Acosta stated that he received a total
of 4 - two from Pat Droski and Richard Paiva.
Councilman Borba moved to uphold the decision
of the Planning Commission and introduce the
ordinance.
Motion died for lack of a second and it was
Council's desire to proceed with the Public
Hearing.
Mayor Mirri invited the appellants to speak.
No one spoke. Mayor Mirri invited the proponents
to speak.
Mr. Lawrence Casey, 363 Forestview Drive, stated
that a presentation had been prepared and re-
quested permission to present it.
Mr. Raymond Latham, 495 Holly Avenue, resident
of 18 years, thanked Council for the opportunity
for the public to speak on the matter and stated
that Council, as their representatives, should
set aside personal conflict of interests and
listen to the people. He congratulated the
Planning Commission for listening to the people's
concerns about high density.

Mr. Latham continued by reciting the concerns
about rezoning higher than the recommended RPD 10.
He stated that an RPD 13 or 25 would not be of
benefit to the residents but only to the develope~
He cited the purchase of the Grand & Chestnut Ave.
property for the Public Safety Facility and fur-
ther commented on the character of the neighbor-
hood as a single-famil.¥-dwelling community. He
concluded by requesting Council to represent the
citizens and approve the Planning Commission's
recommendation.
Mrs. Doris Agee, 819 Ridge Court, expressed her
pleasure of the Planning Commission's recommend-
ation of denial for the higher densitywhich
would be unacceptable for her neighborhood. She
commented on the contrast of 10 units per acre
to 25 to an acre. She spoke on the family
structure and problems of vehicular parking
and on open and green space. She stated that
anything above 10 units to an acre could not be
tolerated and urged Council to accept the recom-
mendation of the Planning Commission of RPD 10.
Mr. Lawrence Casey at this time presented a slide
presentation showing pictures of residences in
Sunshine Gardens, Stonegate Ridge development,
Brosnan developement. Skyline Village project,
Westborough, parked vehicles and parking areas.
Mr. Jack Murray, 1043 Crestwood Drive, stated
that everything has been said but wished to take
a few minutes to review the pre-election state-
ments of members of Council. He quoted excerpts
from statements of Councilwoman Teglia, Mayor
Mirri, Councilmen Damonte and Acosta. He con-
cluded by stated that these were the reasons
he voted for Council and asked Council to vote
for them.
Mrs. Claire Latham, 495 Holly Avenue, stated she
had no prepared statement but would request the
submission of petitions circulated earlier with
approximately 320 signatures in favor of low
density zoning for this area. She read the
brief statement at the head of the petition and
requested Council approve the RPD 10.
Mr. Dennis Travins, 304 Holly Avenue, stated
that, as a resident of 3 years, he wished to
preserve the single family area in which he
lives and of his wishes to speak and be heard.

Mr. Travins continued by saying that CAL was an
organizing tool for his community, He stated
that he had been living in New York and compared
its communities to those of South San Francisco.
He requested RPD 10 zoning.
Mrs. Gloria Beckstrom, 389 Willow Avenue, stated
that she managed 28 units and would prefer to see
single family dwellings in place of apartments.
She spoke about insect and rodent problems in
apartment and condominium living.
Reverend Jacqueline Meadows, Methodist Minister,
31 Circle Court, spoke to the issue of social
problems, including the nutritional, transpor-
tation, and isolated lives as a result of
apartment living. She stated that social services
do not have sufficient funds to address these
issues and requested low density in this area.
Mrs. Joan Grant, 862 Stonegate Drive, Secretary
of Stonegate Ridge No. 1 Howmeowners Association,
and original buyer of one of the 14 units, ex-
panded on the Planned Community having indivi-
dual fences and patios, and common greens. She
stated that this was becoming less because of
increased high density building. She passed
pictures to illustrate the high density.
Mr. Albert Ceffalo, 1082 Grand Avenue, resident
for 20 years, expressed his concerns and requeste¢
Council listen to the individual rather than to
the developers.
Mrs. Cecilia Murphy, 253 Oakcrest Drive, stated
she was not speaking as a member of CAL but as
a resident of 23 years. She commented on the
Willow Gardens area and the debris and vandalism
which occurs in that area. She commented on the
safety of pedestrians in Sunshine Gardens should
a higher density be allowed.
Mr. James Thompson, 1048 Crestwood Drive, spoke
in prose, contrasting apartments and condominiums
against single-family dwellings and their
public services.
Mr. Klaus Gabler, 371 Forest View Drive, spoke
in opposition to the density.

Mr. Richard Paiva, 1213 Birch Avenue, stated he
has lived in South San Francisco for 43 years.
He commented on a previous meeting concerning
Country' Club Park and requested the same consid-
eration as given to them. He mentioned the per-
centage of low-cost housing which the City could
be faced with.
Mrs. Elizabeth Ross Samuelson, 1765 Hillside Blvd.
41-year resident of South San Francisco, spoke
in protest to the changes in South San Francisco.
Ms. Leslie Stibdard, 347 Gardenside Avenue, spoke
about children's not having a area for play
should there be higher density.
Mr. Morris Slater, 395 Holly Avenue, resident
of 18 years, spoke about the changes of open
areas which had occurred over the years. He
spoke in support of the Planning Commission's
decision. He commented on the General Plan as
being a flexible document.

Mr. Mark Addiego, 329 Evergreen Drive, stated he
had worked in many Council campaigns and believed
that the elected officials represented peoples'
views and feelings. He stated that he hoped
Council would vote for the people.

Mr. John Falsarella, 1385 La~uen Drive, Millbrae,
former resident of Sunshine Gardens, supported
the recommendation of the Planning Commission.
He stated that Proposition 13 was a manifestation
of people against this type of reaction. He
requested Council to accept the recommendation
of the Planning Commission for the common good
of the residents of Sunshine Gardens. He
commented that Millbrae was strictly an R-1
zoning. He further commented on the surrounding
cities and zoning and property values.
Mr. Jake Jones, 12 E1Campo Drive, commented on
his previous locations and the advent of apart-
ment houses' forcing his move to Buri Buri. He
objected to "spot zoning" and requested approval
of RPD 10.

Mr. Casey again spoke, stated that he felt that
perhaps some other areas could possibly not feel
as they did and personally went out to the 600
block of Willow Avenue and circulated their re-
quest. Of 17 contacted, 16 signed and 1 had
no opinion.

Councilman Borba stated that he had attended the
.Planning Commission meeting and had listened to
the people and read from a prepared statement.
M/S Borba/Teglia - That the recommendation of the
Planning Commission be sustained and the appel-
lants' appeals be denied.
Council addressed the issue¢ of density and its
concern of the citizens; the process of hearings
before the Planning Commission and documents
presented; and Council's responsiveness to the
needs of the community. Council further dis-
cussed the matters of growth, open space, and
quality of homes.
Councilman Acosta read from a prepared statement
recapitulating the earlier history of the pur-
chase of the Public Safety site, the special
election held and the breakdown of monies to
recuperate the difference by means of rezoning
to a higher density. He stated that should the
motion not pass, he would suggest that the issue
of "growth or no-growth" be placed on the ballot
for the citizens of South San Francisco to
decide.
Mayor Mirri stated that he appreciated the appre-
hension of density of residents in Sunshine
Gardens because of the nearby Willow Gardens,
but expressed his ideas of properly controlled
growth and compatibility with surrounding areas.
Councilman Borba spoke on his past experiences
involving the purchase of property on Grand and
Chestnut Avenues for the Public Safety site.
Motion carried by majority vote; Acosta and
Mayor Mirri voting "No."
M/S Borba/Teglia - That the reading of the
Ordinance in its entirety be waived and that
the Ordinance be introduced and read for the
first time by reading title only. The title
of the Ordinance was read.
Carried unanimously by roll call vote.
M/S Teglia/Borba - That the Ordinance be
introduced by reading title only, and authorize
filing of the Negative Declaration.

Councilman Borba inquired if it would be in order
to propose a building moratorium in the City.
City Attorney Noonan explained the legal procedure
and the ordinance which would have to be drafted.
Mayor Mirri stated that it would be a Council
agenda item.
GOOD AND WELFARE
Mr. Casey expressed his group's gratitude to
Council for their responsiveness to the people.
Mr. Falsarella counseled Council on its account-
ability.
Council adjourned to an Executive Personnel
Session at 10:36 p.m.
Meeting was recalled to order at 10:45 p.m.;
no action taken.
