So ordered.
Mayor Mirri declared a recess at 7:09
p.m.
Mayor Mirri recalled the meeting to
order at 9:31 p.m. with all Council
present.
ITEMS FROM STAFF
City Manager Birkelo asked that con-
sideration be given to a general policy
that no item on the Agenda be intro-
duced after 11:00 p.m. at a Council
Meeting.
Discussion followed regarding setting
time limits as opposed to using self
restraint to curb the length of meetings.
No action was taken.

ITEMS FROM STAFF - Continued
City Manager Birkelo related that the
Budget does not provide for Christmas
decorations nor the lighted tree on
Sign Hill. He suggested that if
Council wanted decorations this'year
Staff should be informed and would
proceed in a timely fashion. He
further stated that the cost of
lighting the tree on Sign Hill would
cost $1,500.00 and that the total cost
for all decorations would be $5,500.
M/S Borba Teglia - To approve the
lighting of Civic Center, the Sign
Hill tree, garlands on the 300 and
400 block of Grand Avenue, a lighted
tree on the balcony of City Hall and
an unlighted tree for the lobby of
City Hall.
Carried by unanimous voice vote.
Assistant to the City Manager Wilson
stated that this Department's Budget
had a provision for a Steno-Clerk
full time and a Secretary as of 1-1-80.
He requested permission for a Secretary
to be hired as of 12-3-79 due to the
loss of the Department's Steno-Clerk.
A discussion followed on the various
promotions from Steno-Clerk to Secretary
and from Secretary to Legal Secretary
that had depleted the clerical staff.
M/S Borba/Acosta - To approve the
hiring of a Secretary as of 12-3-79.
Carried by unanimous voice vote.
Vice Mayor Acosta questioned when
Staff would make a study of the fees
and procedures of occupancy certificates
and related permits which he had
requested earlier.
An in depth discussion followed on
the various cities fees and procedures
for acquisition of permits.

City of South San Francisco
Vice Mayor Acosta related that the
City of Fresno had adopted an
Ordinance to the effect that residents
must maintain their homes and yards
or be subject to penalty. He felt
this approach might help South San
Francisco's problems with derelict
neighborhoods.
Councilman Borba asked when Magnolia
Center would be put on the Ballot.
City Attorney Noonan responded that
if there was enough information
available to the voters the date
would be in April, otherwise the
June or November 1980 Ballot.
Council adjourned to an Executive
Session at 10:30 p.m.
The Meeting was recalled to order at
11:28 p.m., all Council present, no
action having been taken.
Assistant to the City Manager Wilson
explained that this subject had been
discussed in depth in the Executive
Session.

Resolution be adopted.
