Damonte Roberta Cerrt Teg11 a MINUTES CITY COUNCIL City Council Conference Room JUNE 20, 1980 333 NOTICE IS HEREBY GIVEN, pursuant to the Government ~ode of the State of California, that the City Council of South San Francisco will hold a Special Meeting on Monday, June 30, 1980, at 5:30 p.m., in the City Council Conference Room, 400 Grand Avenue, South San Francisco, California. Purpose of Meeting: 1. Discussion of 1979-80 Budget Adjustments. Dated: Staff Report 6/3/80 - recommending City Council, by motion, authorize the Purchasing Officer to purchase tractor equipment for sludge beds for Sewage Treatment Plant. City Manager. ttrkelo explained that with eecent legislation in reference to Muni- cipal budgeting it appears that it is eecesaary to take action prior to the end of the fiscal year. He proceded to in- form Council that the sales tax was sub- stantially higher than estimated, interest earnings were d~ebled due to high rates and the City's building activity was hi gh and the fees from that source were up. Addttionaly there were monies left over from the authorized budget. Councilwoman Teglia inquired about the sum of money left over and inquired if there had been a f~eeze on departmental spending. Concern was expressed that if there were vacant slots that they would not be filled. City Manager Btrkelo explained that these understafftngs were not a deliberate effort to cut back on staff. An tndepth dtscusslm followed tm(larding staffing and the possibilities of re- organization of various departments. Motion by Teglia - To introduce and adopt the Resolution. P~$OLUTION NO. 72-80 Carried by unanimous roll call vote. City Manager Birkelo explained that this equipment was needed for cleaning the slud, ge beds at the Sewage Treatment Plant. Discussion followed among Council and Staff relative to the costs and additional use for the equipment other than cleaning of the sludge beds, Also expressed were concerns relative to the contract and the consultants working on this project.
