M I N U T E S CITY COUNCIL City Council Conference Room August 7, 1980 ACTION TAKEN Adjourned Regular Meeting 2:10 p.m. Mayor Acosta presiding. Council present: Teglia, Damonte Nicolopulos, Acosta. Council absent: Addiego. Recited. City Manager Birkelo explained the changes incorporated into the Agree- ment as directed by the four city's Councils in the last JPAC meeting. An in-depth discussion followed on the election of President and Secretary and the fact that the Treasurer and Controller must be from the same city. Motion by Damonte - To adopt the Resolution. RESOLUTION NO. 95-80 Carried by unanimous roll call vote. A discussion followed on the compil- ation of material on the Airport for the use of the Council as background material for the JPAC meetings. Councilwoman Teglia questioned the spelling of Ms. Marivia's name and the City Manager said he would research the matter. M/S Teglia/Nicolopulos - To approve the minutes. Carried by unanimous voice vote. City Manager Birkelo stated that August 22, 1980 was the last date to request consolidation with the 8/7/80 Page ! AGENDA ACTION TAKEN e Ballot Proposition - Continued. 4. Approval of Budget Review Schedule. Councilman Addiego Arrives: 3. Police Budget. County and place the Magnolia Center measure on the November 4, 1980 Ballot. City Manager Birkelo stated that at the budget meeting the following week Staff would have material on the suggested measure for Council direction. Council selected the following dates 8/11/80 at 2:00 p.m., 8/18/80 at 4:30 p.m., 8/21/80 at 4:30 p.m. for budget meetings and 8/27/80 at 7:00 p.m. for Revenue Sharing Hearing and the Final Budget Adoption. Councilman Addiego arrived at 2:55 p.m. Police Chief Datzman explained the Department's Budget in great detail and spoke of the continuation of the ICAP program, service levels and the additional positions needed. Police Sergeant Tognetti gave an overview of arrests and explained that the CETA program would expire at the end of the year and that the patrol duties had been relieved by the use of PSTs. He continued, speaking of abandoned vehicles the Department handled, evidence and property control and PST utilization for crime prevention purposes. Police Chief Datzman requested additional personnel to handle the increased workload. A discussion followed on the relief given the regular police by the use of PST people, how the nature of the community is changing, felonies vs. misdemeanors and infractions and what statistics were available on recovery, etc. Police Chief Datzman stated that auto recovery had the highest recovery rate. Consensus of Council to authorize three additional people. 8/7/80 Page 2 AGENDA ACTION TAKEN 3. Police Budget - Continued. A discussion followed on the women in the Police Department wearing uniforms, health benefits, canine patrol, police reserves, bicycle licensing, etc. Council gave tentative approval to add one Police Service Technician as requested in the Supplemental Budget Report on Service Level Alternatives. A discussion followed on a Police photography laboratory, the crime analyst, community services, health benefits, clothing, citizens night ride program. Majority consensus of Council to authorize the citizens night ride program, Councilman Damonte and Councilwoman Teglia voting no. A discussion followed on putting courtesy citations on cars parked on sidewalks blocking the pedestrians' path. Consensus of Council to advertise for a crime analyst for the Police Department. Upon completion of the Police Department's Budget Vice Mayor Nicolopulos stated he would like to see quality service with efficiency and effectiveness in the future. Mayor Acosta stated he would like to see a little more public relations when issuing a citation or when talking to the citizens. M/S Damonte/Teglia - That thetmeeting be adjourned to Saturday, August 9, 1980, at 9:00 a.m. at the Millbrae Public Library, One Library Avenue, Millbrae.
