Recited.
Mr. Tom Callan informed Council that
the matter of his Parcel Map
PM-79-182 had been refused as a
Planning Commission Agenda item.
He stated that he had complied with
all requirements and conditions and
requested an explanation.
Director of Community Development
Dell'Angela stated that in order
for approval of Mr. Callan's ten-
tative map all requirements must
be met and the City Engineer writes
a letter saying all conditions have
been satisfied. He stated that
there were still some issues that
are incomplete and therefore the
City Engineer has not written the
letter and the matter can not be
scheduled for a hearing.
Mr. Callan stated that he had re-
ceived a letter from Mr. Dell'Angela
requesting a current title report
which he stated he had already
submitted.
Director of Community Development
Dell'Angela said that the main
issue is that the slope stabiliza-
tion report does not include all

Vice Mayor Nicolopulos questioned
why this item was being placed be-
fore Council at this time.
Mr. Callan stated he had been wait-
ing for 6 months to be placed on the
Commission Agenda and had paid
all fees and resented not having
a hearing before the Planning
Commission after having satisfied
all requirements.
Director of Public Services Yee
explained that the title report
submitted by Mr. Callan was dated
May 6, 1980 and this is October
so a new title report would re-
flect any changes in the
interim. He further stated that
the slope stabilization report was
the most important thing to be com-
plied with for filing a tentative
map.
Vice Mayor Nicolopulos directed
the City Manager to sit down with
Mr. Callan and Staff and expedite
this matter.

Session at 5:00 p.m. for the
demonstration of a computer-aided
fire dispatcher system.

Vice Mayor Nicolopulos recalled the
meeting to order at 6:07 p.m., all
Council present.
FINANCE
Vice Mayor Nicolopulos opened the
Public Hearing.
Finance Director Anderson gave an
in-depth description of the Special
District Augmentation Fund and its
allocation to special districts.
Vice Mayor Nicolopulos invited
anyone to speak in favor of the
distribution - no one spoke,

anyone to speak against the distri-
bution - no one spoke, He declared
the Public Hearing closed.
A discussion followed on property tax,
assessed value increases, levels
of maintenance of the Districts,
whether people of a District could
vote to change a tax, imposing .ser-
vice taxes, ad valorem taxes and
funding, maintaining the common
greens when the money runs out.
Motion by Damonte - To adopt the
Resolution.
RESOLUTION~NO. 125-80
Carried by majority roll call vote,
Councilman Addiego voted no.
City Manager Birkelo said this pro-
vides the City with a lease payment
of $900 for approximately 40 days,
plu~ a $300 cleaning deposit which
would allow Mr. Duncan a wholesale
Christmas tree operation on Spruce
Avenue.
Councilwoman Teglia suggested break-
ing the 8 acres into small lots and
allow people to have garden plots.

Motion by Damonte - To adopt the
Resolution.
RESOLUTION NO. 126-80
Carried by unanimous roll call
vote.
City Manager Birkelo asked for a
consensus of an adjourned meeting
date of Monday,~ November 3, 1980 at
4:30 p.m., be set for an Executive
Session for Labor Negotiations.
So ordered.
City Manager Birkelo stated that
the cost for the conversion as quoted
by PG&E to place the overhead
utilities underground would cost
$5o,o00.
Consensus of Council - Go ahead with
one-way parking and make no change
to the overhead electric facilities.
Council recessed to a Study Session at
6:30 p.m.
Vice Mayor Nicolopulos recalled the
meeting to order at 8:20 p.m., all
Council present.
City Manager Birkelo asked that
consideration be given on 11/3/80
adjourned meeting to Change Order No.
6 for the Municipal Services Build-
ing before the Executive Session.
So ordered.

meeting be adjourned to Saturday,
November 1, 1980, at 9:00 a.m., at
the Millbrae Public Library, One
Library Avenue, Millbrae.
Carried by unanimous voice vote.
