NOTICE IS HEREBY GIVEN, pursuant to Government Code 54956 of the
State of California, that the City Council of the City of South San
Francisco will hold a Special Meeting on Wednesday, March 25, 1981, at
7:00 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue,
South San Francisco, California.
Purpose of Meeting:
1. Adult Entertainment Moratorium Ordinance.
2. Condominium Conversion Ordinance.
3. Property Maintenance Standards.
4. Municipal Services Building.

meeting on Adult Entertainment.

4. Municipal Services Building.
Adult Entertainment Moratorium
Ordinance.
Mayor Acosta asked when the Munici-
pal Services Building would be
ready for a public dedication.
Director of Public Services Yee
said the clean-up operations would
be finished by the end of the month
and thought that April 10th or
thereafter the building would be
ready for the public with pictures
and plants in place.
A discussion followed on the cleaning
and sealing of the atrium floor,
when to hold the dedication ceremony
and the Council reorganization, etc.
Further discussion followed on
fire exits, the building being built
to the Building Code specifications,
plantings by the seasonal changes,
etc.
Consensus of Council that the
dedication would be held on Sunday,
April 26, 1981 between 2:00 and 5:00
p.m. and that the reorganization
would be Tuesday, April 28, 1981 at
7:00 p.m.
Acting City Attorney Rogers explained
that this matter had been handled
under the Zoning Ordinance and he
felt that regulations should apply
to adult entertainment businesses
through adoption of this Urgency
Ordinance. He stated that the
Ordinance would prevent prospective
businesses from becoming established
in the City in inappropriate areas.
A discussion followed on the contents
of the Ordinance, the four month
moratorium with the availability of
extension, etc.
Consensus of Council was that the
Adult Entertainment Moratorium
Ordinance be put on the next agenda.

ACTION TAKEN
Director of Community Development
Dell'Angela stated that this
Ordinance had been drafted in
compliance with direction given
at the Joint Meeting of Council
and the Planning Commission. He
spoke of Council's concern that
condominium conversions displace
elderly people and moderate income
people by forcing them out of their
apartments. He explained in detail
that the Ordinance was quite stringent
in dealing with vacancy factors and
applying a percentage against the
rental stock which had to be main-
tained.
A discussion followed on PG&E
maintaining figures on utility meters
throughout the City being used to
gauge vacancy factors; a five percent
vacancy factor being established;
the basic criteria set down through
the Ordinance in relation to the
Building Code and the Housing
Element, etc.
Director of Community Development
Dell'Angela stated that the Federal
subsidy of the elderly was being
phased out and replaced by subsidy
to families in nee~'~f housing.
Planning Commissioner Getz asked
if the Council wanted to refer this
matter back to the Planning Commission
for a Subcommittee to study and
make recommendations.
Consensus of Council that the matter
be sent back to the Planning
Commission for further recommendations.
This matter was set for a later
hearing and was not discussed.
