ADJOURNED REGULAR MEETING
7:18 p.m. Mayor Acosta Presiding.
Council present: Teglia, Damonte,
Nicolopulos and
Acosta.
Council absent: Addiego.
Recited.
Mayor Acosta stated that there had
been some concern expressed by the
Police Department over the lunchroom
being used by all employees in the
Municipal Services Building. He
said that Police Officers, by the
nature of their work, would feel
more comfortable in the lunchroom
with only police employees present.
Councilman Damonte said that Council
had asked for a meeting with the
Police on several occasions to
discuss the lunchroom and that the
meeting had not been forthcoming.
Councilman Addiego arrived at
7:29 p.m.
Vice Mayor Nicolopulos asked that
the Police Department be made aware
of tonight's discussion of the
building and any decisions made
by Council. He said the Police
would like to have the opportunity
to address Council and express
their concerns and prior understanding
of how the building was to be used.
He said the Police Department
thought that the gym was to be used
exclusively by their Department,
otherwise there would be security
problems.

RECALL TO ORDER:
(TF-1149)
Councilman Damonte stated that when
Council agreed to buy the equipment
it was for a physical fitness
program for the Police Department
and the Fire Department.
Councilwoman Teglia said that Council
had also discussed other people using
the equipment on a scheduled basis,
however Council had not been inundated
by requests to use the equipment.
She continued saying that this was
not a question of exclusive turf,
but if it was to be then it should
be established as legimate use.
A discussion followed on the gym
being in the Police security area
and the problems that could arise
in opening it to everyone; buying
membership in a public physical
fitness center for various people;
problems of security for the Police
in the lunchroom if opened to all
employees; opening a second lunch-
room or gym; moving the security
door in the lunchroom and using
identity cards for employees.
City Manager Birkelo said he would
contact the P.O.L. and inform them
of tonight's discussion and when
a communication was received from
them it would be put in the Status
Report or be scheduled for Council's
next agenda.
Council adjourned to a Closed
Session at 7:45 p.m.
The meeting was recalled to order
at 11:43 p.m., all Council present.
Mayor Acosta said that litigation
and personnel matters were dis-
cussed. The City Attorney had
been asked to act on Council's behalf
on Airport variance by filing as an
intervenor. No action was taken on
the personnel matter.
