Staff with respect to labor negotiations.

NOTICE IS HEREBY GIVEN, pursuant to Government Code 54956 of the
State of California, that the City Council of the City of South San Francisco
will hold a Special Meeting on Wednesday, the 22nd of July, 1981, at 7:00 p.m.,
in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San
Francisco, California.

Staff Report 7/22/81 recommending
that Council consider the findings
of the Staff Review Committee in
its determination of secondary re-
cipients of General Revenue Sharing
Funds.

City Manager Birkelo explained that
pursuant to federal regulations and
Council's policy this would be the
second of two hearings held with
respect to Revenue Sharing. The
first had been an Administrative/Pro
posed Use Hearing and the City had
received 7 proposals from local or-
ganizations. He further indicated the
process used by Staff to determine
the recommended funding for the various
agencies and that the agencies had
been notified of this evenings meeting
and were invited to attend.

James Callahan, Executive Director of
the South San Francisco Boys and Girls
Club and Tri Cities Alternatives, ex-
plained that he was representing Tri
Cities Alternatives at this time.
He explained the functions of the
program which included individual,
group and family counseling provided
by professional counseling staff; the
number of persons served in a years
time; the type of referrals; the re-
lationship with the Police Department
and School District; the formula for
fundings, etc.
Discussion followed concerning the
amount of funding requested; the
amount the School District had given
and South San Francisco's share based
upon the formula given.
Vice Mayor Teglia expressed concern
that perhaps the monies allocated
to agencies such as Tri Cities should
not be coming from revenue sharing
funds, but should be a part of the
City's budget perhaps within the
Police Department's Budget.
In-depth discussion ensued involvihg
the possibility of alternative long-
term funding committments with or-
ganizations who are addressing the
on-going community needs.
Further discussion followed on the
needs of the community for this
delinquency diversion and prevention
program, the relationship with the
San Mateo County Probation Department
and the San Mateo County Criminal
Justice Council.

$14,042.43.

briefly explained the programs and
functions of the Boys and Girls
Club. He indicated the other sources
of funding received and the services
performed.

the funds, the number of persons
participating in the program, etc.

Councilman Acosta voted no.
Mayor Nicolopulos declared a recess
at 8:57 p.m.
Mayor Nicolopulos recalled the meeting
to order at 9:10 p.m., all Council
present.
Ms. Ortenzia Lopez, Executive Director
of the North Peninsula N6ighborhood
Services, 44 Visitation Ave., Brisbane,
explained the services provided by
the agency, the needs of the citizens,
and indicated the budget cuts which
had been made with respect to federal
grants and its effect upon the agency.
She explained the agencies involvement
with the Human Services Access System
of San Mateo.
Discussion followed concerning the
number of persons served and the
various services provided by the
agency.
Ms. Susan Platt, Service Specialist,
stated that the Center helps client
with housing, employment, food,
transportation and related needs.
She indicated that the recidivism rate
is less than 2% for those with emergency
or crisis needs.
Ellis Burns, Coordinator for Human
Services Access System, North County
Services Center, 1024 Mission Road,
stated that when a citizen applies
for welfare they are referred to a
member of the North Peninsula Neigh-
borhood services Center and in many
instances those persons are diverted
to either employment or training pro-
grams.

effects of federal budget cuts upon
the center and the rational used for
the City's recommended allocation.

Carried by unanimous voice vote.
Carolyn Taminy, Secretary to Board
of Directors of Friends to Parents,
stated that as a resident of South
San Francisco and mother of 10
children she was vitally concerned
with the future of all children
in the community, and therefore
supported the principles of the
Friends to Parents. She introduced
Connie Mitchell, Interim Director
of Friends to Parents.
Connie Mitchell, expressed her
gratitude to Council for the support
which had been given to Friends to
Parents in the past. She explained
that the Center is presently serving
42 infants and indicated the number
of children served within the year.
She further explained that the
Center was active in providing
support groups for parents.
Discussion followed on the number
of persons serv6d; the costs of
operation; humber of employees;
effects on the day care center due
to budget cutbacks, etc.

$7,500.

Charles Willis, 15 Escanyo Drive,
spoke on behalf of the Center for
Indepedende of the Disabled stating
the types of services p~ovided And

Robert Bennett, Resources Developer for
the Center for Independence of the
Disabled explained that services
are provided in developing their
independence by helping to find
accessible housing, prepration of
meals and job training. He indicated
that within the last year 26 persons
had been placed in jobs.
Vice Ma~or Teglia asked how the
disab]'ed were'made aware of this
agency.
Mr. Bennett explained that there
was a newsletter that was sent to
approximately 3,000 persons, which
included hea]th professionals, various
agencies, and clients. He indicated
that a large number of persons were
referred by others who at~ended the
center, newspapers, and various
late night talk shows.
Vice Mayor Teglia further inquired
if the Center had been asked or
invited to comment on the City's
Condominium Conversion Ordinance.

Discussion followed in which Mr.
Bennett said that he would check
with the Center's housing
specialist. Vice Mayor Teglia
requested that Staff contact
the Center's housing specialist
and ask for their input.
Yvonne Bigelow stated that she had
been referred to the Center by the
San Mateo County Social Services
and spoke in support of the Center
and the help they had given her
in leading a happy and productive
life.
Mayor Nicolopulos stated that
President Regan had declared the
Year for the Independence of the
Disabled and asked that Council
consider the Centers request for
$4,400.

Gene Johnson, President of Baseball
Managers in South San Francisco,
explained the groups budget and in-
dicated that the request for $8,567
was to cover the bill which the City
had presented to pay the costs for
maintaining the fields, umpires for
the games and the paper work that
goes into maintaining the league.
He stated that without the funding
the fee for the players would be
increased to $25.00 from the present
$15.00. He continued that the
services'which the City was now
charging the Association had been
free before the passage of
Proposition 13.
In-depth discussion followed con-
cerning the fee charged to the
players; the possibility of soliciting
from the sponsor§ the additional
costs; number of children participating;
costs of uniforms, insurance; the
services provided by the City, etc.
Vice Mayor Teglia stated that she
would like to see in South San Francisco
something which allows for children
who are unable to pay the fees to be
blanketed in. She suggested that in
the future perhaps a scholarship or
some sort of critieria to'handle this
situation pr~vately.
Discussion followed on the additional
funds which w6uld be required if the
City were to allocate $3,500 and the
sources for these funds.
Councilman Damonte expressed concern
that the City would become responsible
for a single sport. He further stated
that it was the parent's responsibility
if they~wanted their children to
participate in various sport activities.

Vice Mayor Teglia stated that she
would like to wait and hear from
a representative from Guadalupe
Health Center before allocating
funds.
Motion failed for lack of a second.
Assistant to City Manager Wilson
stated that he would notify Guadalupe
Health Center and request that a
representative be present at the
meeting of August 5, 1981.
Assistant to City Manager Wilson
indicated that since Council had
identified Neighborhood Services
Center, Tri Cities Alternatives and
Friends to Parents as-agencies with
on-going needs, he requested with
Council's concurrence that they
be allowed to submit their prOposal
now, to 'the City Manager's office
and that it be reviewed by Council
during the Budget Sessions. He
explained that the funding would
come from revenue sharing funds
and if there were questions Council
could call upon the organization
during the Budget Sessions for
information.

The SOUTH SAN FRANCISCO CITY COUNCIL hereby authorizes the City
Manager to accept the best offer on June t9, 1981 over $4,000,
under an open market procedure, for the purchase of the Qantel
computer.
