NOTICE IS HEREBY GIVEN, pursuant to Government Code 54956 of
the State of California, that the City Council of the City of South San
Francisco will hold a Special Meeting on Wednesday, the 29th day of
July, 1981, at 4:30 p.m., in the Large Conference Room, City Hall,
400 Grand Avenue, South San Francisco, California.
Purpose of the meeting:
PUBLIC HEARING - Proposed extension of the current
moratorium on Adult Entertainment Business within
the City of South San Francisco.

TAINMENT BUSINESS AS DEFINED
HEREIN DURING THE PENDENCY OF
STUDIES, AND DECLARING THE
URGENCY THEREOF"

4:50 p.m. Mayor Nicolopulos presiding.
Council present: Damonte, Acosta,
Teglia, Addiego
and Nicolopulos.
Council absent: None.
City Clerk Battaya read the entire
title of the Ordinance aloud.
Director of Community Development
Dell'Angela stated that the proposed
ordinance would extend the ordinance
adopted by Council on April 1, 1981
for an additional 8 months. He stated
that Staff and a subcommittee of the
Planning Commission had reviewed a
preliminary draft ordinance prepared
by the City Attorney's office. He
indicated that Staff would be pre-
senting the ordinance after further
research to the Planning Commission
for a Public Hearing by October or

Public Hearing open and invited
those wishing to speak in favor
of the extension to step forward

Mayor Nicolopulos declared the
Public Hearing closed.
Vice Mayor Teglia requested
clarification on the types of
businesses this would affect.
Director of Community Development
Dell'Angela stated that various
types of businesses would be affected.
M/S Teglia/Acosta - To waive
further reading of the Ordinance.
Carried by unanimous voice vote.
M/S Teglia/Acosta - That the
Ordinance be passed and adopted
as an Urgency Ordinance.
ORDINANCE NO. 871-81
Carried by unanimous voice vote.
City Manager Birkelo explained
that a tentative meeting schedule
had been given to Council and re-
quested that dates be established
for budget sessions.
Discussion followed tentatively
scheduling Monday, August 10, 1981
and Tuesday, August 11, 1981, at
6:00 p.m. for budget sessions.
Council adjourned to a Closed Session
at 5:08 p.m. to discuss litigation.
Mayor Nicolopulos recalled the
meeting to order at 7:30 p.m., all

to order at 9:10 p.m., all Council
present.

meeting be adjourned.
Carried by unanimous voice vote.

Adjourned Regular Meeting
9:12 p.m. Mayor Nicolopulos presiding.
Council present: Damonte, Acosta,
Teglia, Addiego,
and Nicolopulos.
Council absent: None.
Mayor Nicolopulos stated that he
would like for Council to discuss
their various concerns which were
expressed at the Budget Goal
Setting meeting held previously.
Vice Mayor Teglia indicated that
she felt it would be appropriate
to discuss as individuals their
concerns in order to be able
to address all areas of concern
when meeting again with the
Department Heads.
Discussion followed concerning
the various problems within
the Parks Division relating
to personnel; maintenance of
parks; median strips and other
areas; supervisory skills; manage-
ment'~s role; equipment; in-
creased levels of maintenance;
the effects of proposition 13;
quality and quantity of adolescent
services in the community; citizens
remarks concerning park areas;
role of the Recreation Commission;
work maintenance standards; setting
a maintenance schedule.
Discussion ensued regarding the
possibility of meeting with
members of the Parks and Recreation
Department.

Library:
Building Maintenance:
Consensus of Council to meet with
the Director of Parks and Recreation,
the Superintendent of Landscaping,
and the three Park Supervisors and
share the concerns expressed and ask
them to share with Council what improve-
ment can be expected within 6 months
and within one year.
Further discussion followed concern-
ing the possibility of developing
an agenda of items to be discussed
before meeting with the Recreation
Commission; possibility of various
incentives for jobs well done;
coordination of supervisors and
employees; training of supervisory
personnel; employee input.
Discussion followed on circulation;
special projects; improving program-
ing in order to attract more involve-
ment by the public; the lack of
creativitiy in the children's section;
possible reading programs during
the summer months; reference service
through the telephone; possibility
of creating a section for paperbacks.
Discussion followed on the maintenance
of the buildings; number of personnel;
work schedules; costs of materials;
maintenance of the parking area at
the Municipal Services Building.
Mayor Nicolopulos requested that
an information booth be on the
first floor to help persons and
direct them to the proper depart-
ment and that a volunteer man
the booth.
City Clerk Battaya explained that
her office served the public in
that capacity.
Discussion followed concerning
the size of the desk; the types
of information that will be dis-
pensed; training of the volunteers;
etc.

the cost of refurbishing the rest-
rooms in City Hall be investigated.
