Damonte M I N U T E S CITY COUNCIL City Hall Conference Room October 28, 1981 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Wednesday, the 28th day of October, 1981, at 7:00 p.m., in the City Hall Conference Room, 400 Grand Avenue, South San Francisco, California. Purpose of the meeting is a Study Session to discuss the following: 1. Consolidation of Elections 2. Amended Condominium Conversion Ordinance 3. City Manager asked if Council would hear Item 3 - the Affirmative Action Plan first, since the consultant who had helped develop the plan was pre- sent. Concurrence of Council to hear the Affirmative Action plan first. 10/28/81 Page 1 AGENDA 1. Affirmative Action Plan 2. Consolidation of Elections. ACTION TAKEN City Manager Birkelo stated that the Plan had been developed over a period of two years. He explained that the plan "compares the ethnic diversity of our municipal organization with the diversity of the minority popu- lation in our labor market as a whole and sets forth some possible goals." Mr. Pat Clullen, Vice President of Biddle and Associates, presented a brief summary of his involvement in the preparation of the Plan. He commented on the variQus legislation which the City must comply with in relation to revenue sharing funds, federal contracts, etc. He spoke in reference to the study which had been completed involving the employees with respect to ethnic diversity and the goals of the Plan. Director of Personnel Kutras commented that there would be reports each year on the City's progress in meeting the goals as set forth in the Plan for Council's review. Discussion followed on the current breakdown of employees with relation to sex and race; the availability and utilization commensurate with the current population. Further discussion followed pertinent to the areas of compliance; discrimin- ation, 6tc. City Clerk Battaya presented facts and figures related to the changing of the elction date to either November of 1982 or November of 1983. Also presented were the.opinions from other cities in San Mateo County on Senate Bill 230. An in-depth discussion followed on political issued involved; the voter turnout; the importance of informing the public of the al- ternatives available for consolida- tion. 1 0/28/81 Page 2 AGENDA ACTION TAKEN 90 e Consolidation of Elections - Continued. Amended Condominium Conversion Ordinance. Further discussion followed on the possibility of a referendum by the voters and the City's right to change the date of the election more than one time. Also discussed were the alternatives open if Council was to chose not to consolidate with either the November of '82 or November of '83 election and place the matter before the voters as an advisory measure at the April of '82 General Municipal Election; the costs in- volved with either consolidation; the need to make a decision before the filing period for the April of '82 General Municipal Election. Concurrence of Council to have the item discussed on the November 4, 1981 Agenda and to have the first reading and introduction of an ordinance on November 18, 1981. Director of Community Development Dell'Angela explained that the pro- posed amended Condominium Conversion Ordinance would clarify the 5% vacancy factor and other issues of concern to Council. He proceeded to comment on the various changes in the proposed amendment. He said that the draft ordinance had been circulated to other departments and comments had been re- ceived. Discussion followed on the conversion of residential, commercial and industrial rental units; the number of units necessary in order to convert to a condominium and the need for consistency in this area; the compilation of vacancy rate data; the sections of the ordinance which would apply only to non-residential units; application and selection procedure for conver- sions. Further discussion followed on the additions and deletions to the ordinance as requested by the Department of Public Services, Fire and Police Departments; the relocation assistance plan relating to elderly 10/28/81 Page 3 AGENDA ACTION TAKEN 9! 3.
