NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government
Code of the State of California, that the South San Francisco City Council and
the South San Francisco Housing Authority will hold a Joint Special Meeting
on Wednesday, December 9, 1981, at 7:30 p.m., in the City Council Conference
Room, City Hall, 400 Grand Avenue, South San Francisco, California.
Purpose of the meeting is a Study Session to discuss the following:
1. Fire/Police Items.
2. City Support of Public Works Projects.
3. Involvement of City Personnel on Matters of Administrative
Housing Authority Functions.
Housing Authority Scope of Business.

1. Fire/Police Items.
Executive Director Cutrufelli
explained the staffing and make-up
of the people inhabiting the 80 units
at the Housing Authority. He further
explained the break down of rents based
upon the income of the tenants and
elaborated on the ethnic backgrounds.
He stated that once a family increased
their income, he encouraged them to
look for housing elsewhere. He
stated that HUD regulations require
that preference be given first to
disabled veterans, veterans, elderly
and then low income families, including
those on AFDC or social security.
He said that a review was made during
the year to determine if income varied
and a rent adjustment was warranted
and substantiated.
Chairman Feudale said that this
Housing Authority was one of the few
in the country operating with black
ink and thanked Council for the support
and assistance given to achieve this
solvency.
Chairman Feudale said that there had
been two robberies at the Authority
and that there had been discussion
to employ security guards - which had
been determined to be too expensive.
He said also discussed at the Authority
level was installation of iron grills
on the maintenance building, however
the Police Department frowns on the
use of the grills.
Police Chief Datzman said that this
could cause a fire hazard and he
preferred other methods being used.
He said that he had talked to
Mr. Cutrufelli about the burglaries
and had suggested other alternatives
to the use of iron grills, i.e.,
deadbolts, alarms that would ring
in communications.
A discussion followed on the loitering
problems, tenants being afraid of
reprisals if they inform on another
person committing a crime, informing
the Manager of the crime and he
telephone the Police.

A discussion followed on the crime
problem in the neighborhood, having
the Police work with the Authority to
abate the problem, people working
on their cars in the area, eviction
process, destruction of property
by the tenants, the need for a proper
identification for the use of Police
and Fire responding to alarms.
Chairman Feudale related that $2,500
had been paid for a unit determination
sign and after the sign was seen by
the Fire Department the Fire Marshall
stated that it was inadequate.
Chairman Feudale asked if the City
would help the Authority in the clean-
ing of storm drains in the event of
a flood.
Assistant City Manager Wilson said
that if the line was located in the
street the City would assume the
liability. He said that in the past
the Street Department had responded
to calls from Mr. Cutrufelli. He
said that there are lines that drain
into the street, into the off-street
parking areas, and that there is a
line clogged with concrete. He stated
that figures had been supplied to
Mr. Cutrufelli upon request for the
cost in maintenance of the lines.
He said that the City would not
incur the work do to lack of manpower
strength. He said that the City was
only informing the Director of the
equipment to purchase for a maintenance
program.
A discussion followed on where the
responsibilities lay for the drainage
pipes, the smallness of the lines,
the problem of debris and sand in
the lines, etc.

Involvement of City Personnel
on Matters of Administrative

Executive Director Cutrufelli
expressed concern with the complain-
ants from the project who were often
calling City Hall and Councilmembers
and appeared to be given encouragement,
unintentionally, to proceed in what-
ever action they desire. He said
that on one occasion an individual
talked to Assistant City Manager
Wilson and was given too much
attention rather than referring the
call to the Authority to resolve
the matter. He said that the Authority
had a grievance procedure to handle
these matters and felt that it should
not be bypassed. He asked that any
complaints received by personnel in
City Hall should be referred to the
Authority.
Councilman Addiego said that any
citizen had the right to come into
City Hall and be heard by Staff and
elected city people, however the
intent was not to usurp the Authority.
Assistant City Manager Wilson said
that this matter had come up before
and that a memo had been issued to
Staff to direct all Authority calls
to the Executive Director.
Councilman Damonte said that he has
known many residents of the project
who have come to him for advice over
the years and that he had helped many
of the residents. He said that when
necessary he always referred matters
to the Director, however he would
always aid these people in whatever
way that he could.
Mayor Nicolopulos said that there was
no intent to circumvent the Director
or the Authority and reiterated the
need to work together.
Councilman Damonte said that the
original plan for the project contained
100 units and asked where the remaining
20 units would be located.

4. Housing Authority Scope of
Business - Continued.
ADJOURNMENT:
RESPECTFULLY SUBMITTED,
Chairman Feudale said that 100 units
could have been built on the site,
but 80 units had been built to allow
more open space in the complex. He
said that the Authority did not have
land to build 20 additional units.
Discussion followed on Section VIII
housing, the Authority acquiring
additional land to build the 20 units,
the City donating surplus property
to build the 20 units,

be adjourned.
Carried by unanimous voice vote.

spoke in detail of non-conforming
businesses and the zoning restrictions
which would be applied. He enumerated
the existing adult businesses in the
City.

discussion of the two adult enter-
tainment businesses in the co,unity,
whether South Spruce was a desireable
area for relocation of the adult
businesses, etc.
Discussion followed on this ordinance
which would establish regulations
prohibiting certain exposures of the
human body, the penalty for violation
of the ordinance, etc.
Kathryn Hougk, Attorney
presented this draft ordinance on
regulations for massage parlors,
massage services and public bathouses.
She described in detail the purpose
and intent of the ordinance, definitions,
permits required, the criteria for
granting and denying permits, etc.
Police Sgt. Haskins spoke in detail
of the fees this resolution covered
for permits for massage parlors and
bathhouses, i.e., $500 for massage
parlor permit and $500 for each
additional person, $150 for massage
technician or bathhouse employee
permit, $500 for each new owner in
the sale or transfer of a massage'
parlor or bathhouse interest.
