NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government
Code of the State of California, that the City Council of the City of South
San Francisco will hold a Special Meeting on l~ednesday, the 13th day of
January, 1982, at 6:00 p.m., in the Large Conference Room, City Hall, 400
Grand Avenue, South San Francisco, California.
Purpose of the meeting:
1. DeClaration of local emergency.
Field trip to be taken to various locations to observe the
operation of businesses with amusement devices located on
premises.

6:10 p.m. Mayor Nicolopulos presiding.
Council present: Damonte, Acosta,
Teglia, Addiego and
Nicolopulos.
Council absent: None.
City Manager Birkelo explained that
the need for this declaration had
arisen as a result of the storm
which struck on the night of January 4,
1982.
M/S Teglia/Damonte - To adopt the
Resolution.

cerning the areas of the City which
had sustained damage during the storm.
City Manager Birkelo stated that the
Department of Parks and Recreation had
set priorities in order to complete
the repairs. He further indicated
the damage which had occurred on
Franklin Avenue and other areas of
the City where damage from mud had
been extensive.
Mayor Nicolopulos con~nended Staff
on their work.
Councilman Acosta requested that a
written report be prepared for
Council.
Mayor Nicolopulos stated that Council
would proceed with their field trip
at 6:40 p.m.
Council observed the premises of the
following establishments on the
field trip: 1) Safeway; 2) Sid's
Discount; 3) Straw Hat Pizzeria; and
4) Tanforan Amusement Arcade.
Council returned to City Hall at
8:40 p.m., all Council present,
the field trip having been completed.
Discussion followed relative to the
location of amusement devices in the
entrance and exits of business establish-
ments; number of machines to be allowed;
effect on other merchants in the areas
of operation; the possibility of es-
tablishing an amusement center; the need
for control, etc.
Consensus of Council to regulate the
hours of operation regardless of the
number of machines; and that it would
be operational at 3:00 p.m. for persons
under 18, except school holidays and
during vacations.
Discussion followed pertaining to the
areas which needed to be addressed
by Ordinance. Sergeant Petrocchi
said that the present ordinance should

ADJOURNMENT:

be repealed and indicated that that
ordinance did not address the use
of video games by persons under 18.
Consensus of Council to repeal Ordinance.
Further discussion followed relating
to Use Permit applications for amuse-
ment arcades or businesses with amuse-
ment devices; zoning; enforcement of
rules governing these establishments
by the Police Department; possible fire
hazards; and the controlling of the
hours of use.
M/S Damonte/Acosta - Regular hours
would be to open at 3:00 p.m. on
school days.
Carried by unanimous roll call vote.
M/S Acosta/Damonte - That the meeting
be adjourned.
Carried by unanimous voice vote.
