NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government
Code of the State of California, that the South San Francisco City Council and
the South San Francisco Planning Commission will hold a Joint Special Meeting
on Wednesday, April 14, 1982, at 7:00 p.m., in the City Council Conference Room,
City Hall, 400 Grand Avenue, South San Francisco, California.
Purpose of the meeting is a Study Session to discuss the following:
1. Development Goals of the City - What Types of Uses/What
Development Should be Encouraged; What Uses/Development
Should be Discouraged in Future.
2. Establishment of Criteria/Guidelines and Requirements of
Fees for Zoning Appeals,
3. Traffic Conditions - Gellert/Westborough Area.
4. Amusement Arcades/Video Games (Location Criteria).
5. Regulation of Billboards.
6. Planning Commission Scope of Business.

Boulevard.
Planning Commissioners present:
Martin, Bertucelli, Grimes,
Mante§ani, Getz and Hoyer.
Planning Commissioners absent:
Terry.
Chairman Martin requested that the
sequence of the items on the Agenda
be changed in order to allow sufficient
time for discussion. He stated the
order in which the items would then
be discussed.
Chairman Martin spoke of the traffic
conditions on Gellert Boulevard. He
said that the area of concern which had
been discussed at recent Planning
Commission meetings concerned the
exit from the Westborough Shopping
Center onto Gellert Boulevard across
from the newly constructed McDonald's
restaurant. He explained that a
meeting had been held with Director
of Public Services Yee, Director of
Community Development Dell'Angela and
himself, to discuss the various methods
of solving the problems of congestion
and dangerous conditions which occur
during peak hours at the subject location.
At the conclusion of the meeting it
was understood that Director of Public
Services Yee would meet with the owners
of the property and the merchants in
the area, and begin to outline the pro-
blem and ask for input either pro or
con in terms of solving this particular
problem. He stated that the investigative
work had not been completed at this
time, however, the Planning Commission
had at their previous meeting set a
public hearing for May, at which time
alternative suggestions would be made
regarding the traffic problem and
subsequently recommendations would be
made to the Council for possible im-
plementation for work to be done in
the area of concern.

said that he had met with the pro-
perty owner of Westborough Square,

the Manager of the Westborough Square,
and the Manager of the Safeway Market
located in the Square. He then pre-
sented a sketch he had prepared Of the
area and explained a proposal which
was being contemplated that would
alleviate the subject traffic conditions.
He said that he had explained the pro-
posal during his meeting with the
owner of the Westborough Square,
and that the proposal had not been
acceptable.
Commissioner Grimes commented on the
number of billboards along the Bayshore
Freeway within South San Francisco
and indicated that he felt some of the
signs were offensive.
Senior Planner Christians, in response
to comments regarding signs at the
General Rent-a-Car lot and Accutune,
said that basically both were
established on-site businesses.
Discussion followed regarding the
Planning Commission's desire to
eliminate the signs along South
Airport Boulevard within the next
few years; the need for a compre-
hensive sign ordinance; the current
sign ordinance; with direction by
Mayor Nicolopulos to City Manager
Birkelo that a task force be formed
to investigate recent legislation
concerning sign ordinances in order
to improve the City's present sign
ordinance.
Further discussion followed regarding
concern over the size of the signs
being used for McDonald's Restaurant,
and the fact that each sign covers
a portion of the City's landscape.
Commissioner Getz spoke in reference
to the issue of where the amusement
devices would be located, i.e., whether
they would be scattered throughout the
City or concentrated in one or two
locations in an arcade atmosphere.

TAKEN
He said that he favored the amusement
arcade rather than locating machines
throughout the City. He said that
his concerns were related to super-
vision, congregation of youths in
stores when people were shopping, etc.
Discussion followed on the proposed
amusement arcade ordinance; the need
to further address the factor of
control related to the number of
devices; the need for clarity in
criteria to be used when determining
what the appropriate number of machines
should be in an appropriate location
under the Use Permit process; the need
for a public hearing by the Planning
Commission in order to receive input
from the citizens and incorporate
these ideas into the proposed ordinance.
Commissioner Martin requested that
when an applicant appealed a decision
of the Planning Commission before the
City Council, and the matter is re-
ferred back to the Planning Commission
by the City Council, that the Planning
Commission be aware of the information
presented to the Council.
Vice Mayor Teglia said that when
findings are made by the Planning
Commission that the Commission
review each finding and substantiate
in their minds that the findings are
applicable to the particular set of
circumstances under consideration.
She said she would like to see the
Council adopt a policy that Council
examine what it was that was presented
to the Planning Commission, and not a
new application.
Commissioner Getz explained a form
of judicial procedure which would
insure that Council would review
the material presented to the Planning
Commission in the event of an appeal.
He said that in addition, a member
of the Planning Commission could be
in attendance at the Council meeting
at which an appeal was being heard,
in an advisory capacity.

Commissioner Getz commented that
in order to prevent applicants from
going past the Planning Commission
to the Council, perhaps, if there
were other requirements, maybe a fee
structure could be established.
Vice Mayor Teglia stated her opposition
to imposing a fee for the filing of
an appeal.
Councilman Damonte expressed concurrence
with the statement of Vice Mayor Te§lia
regarding the charging of a fee for
filing an appeal.
Councilman Acosta commented that if
the appeal process was stopped then
certain rights of the individual would
be denied. He said that he would
not want to encourage the charging of
a fee for appeals.
Discussion followed relative to a
policy which would allow the applicant
to present new information during the
appeal process and if new information
was brought forward that Council would
refer the matter back to the Planning
Commission for their consideration;
possibility of drafting an ordinance
which would automatically send the
appellant back to the Planning Commission
if they came forward with a new or
modified application.
Mayor Nicolopulos declared a recess
at 8:15 p.m.
Mayor Nicolopulos recalled the meeting
to order at 8:30 p.m., all Council
present.
Further discussion followed concer~J.ng
the possible inclusion of administrative
costs in the appeal process; possibility
of raising fees for use permits.
Commissioner Martin commented on the
building modes within the City; and
asked in what direction the City was
proceeding.

6. Planning Commission Scope of Business.
In response to Mayor Nicolopulos's
request, City Manager Birkelo gave
a brief synopsis of the Homart
project and the type of uses it
would generate.
An in-depth discussion followed
relative to the growth pattern of
the City with respect to the in-
dustrial area; the need to address
the residential needs of the
community in providing moderate
to low income housing for those
persons earning $15,000 to $20,000
a year.
Further discussion followed on the
possible disadvantages of increased
density; the combining of uses in
particular areas; impact of existing
buildings on proposed uses; social
aspects of development; putting a
cap on future development; the need
to plan for the future developments
with respect to residential and
commercial projects; issues which
would be addressed in the proposed
General Plan; granny units; the
importance of preserving the single
family neighborhoods; manufactured
housing; etc.
Discussion ensued relative to
areas of concern dealing with the
future of the City as seen from
a developmental point of view;
senior housing; low income housing;
multi-level parking facilities;
utilization of present parking
facilities; with a suggestion by
Mayor Nicolopulos that a joint
meeting be held with the various
Commissions in order to discuss
mutual concerns and ideas.

be adjourned.
Councilman Acosta stated that he would
like to have a joint meeting with the
Planning Commission before the adoption
of the General Plan.

Director of Community Development
Dell'Angela explained that the
public hearing process on the
General Plan should be completed
before scheduling a joint meeting
of the Planning Commission and
City Council, so that the concerns
of the community could be incorporated
into and addressed by the General Plan.
Carried by unanimous voice vote.
