Damonte Gus Nicolopulos i N u T E s CITY COUNCIL City Council Conference Room May 26, 1982 AGENDA ADJOURNED REGULAR MEETING CALL TO ORDER: PLEDGE OF ALLEGIANCE AGENDA REVIEW Assistant City Manager Wilson requested that the matter of the South City Ford sign, which the City Manager had been directed to agendize, Staff now requested that the item be referred back to the Planning Commission for review. 1. Update on the East Grand Avenue Grade Separation Project. ACTION TAKEN ADJOURNED REGULAR MEETING 4:42 p.m. Mayor Teglia presiding. Council present: Damonte, Nicolopulos and Teglia. Council absent: Acosta and Addiego. Recited. AGENDA REVIEW Director of Community Development Dell'Angela stated that the new prop- osal by South City Ford was drastically different than what had been reviewed by the Planning Commission. He stated that the City Attorney had advised the matter be reviewed by the Planning Commission for action. M/S Nicolopulos/Damonte - That the matter be referred back to the Planning Commission. Carried by unanimous voice vote. Director of Public Services Yee stated that a status report would be given by Mr. Gordon Elliot on the 95% com- pletion of the East Grand Avenue Grade Separtation and other items related to the project. Mr. Gordon Elliot, CH2M Hill, stated that the Plans and specifications were at CALTRANS being reviewed; bids would be called for on 8/19/82, and that the award of the contract would be 9/15/82. He spoke in detail of the separation between East Grand and the railroad tracks and the changes that had to be effected in cooperation with CALTRANS. He explained the use of box type girders, russet colored concrete and the contractor's alternate design of the structure. 5/26/82 Page 1 AGENDA ACTION TAKEN 1. Vice Mayor Addiego Arrived: Mayor Teglia asked if a precedent had been established that would allow for the purchase of material in South San Francisco to enhance the sales tax revenue. Director of Public Services Yee stated that it would be difficult to specify only certain buyers for the materials. Mayor Teglia requested Staff to research the matter of purchases being made in South San Francisco. Mr. Rick Lubbers discussed traffic flow, traffic controllers, the southbound off-ramp in great detail and the restraints of the site. Discussion followed on the traffic circulation, the overhead structure on Grand Avenue and the impact on the streets from the construction, etc. Ms. Rosalind Wheeler, Landscape Architect, spoke of the type of plants that would be placed in the islands, maintenance, rate of growth, etc. Mr. Elliot stated that CALTRANS had mentioned in writing that the firm wanted assurance that the City would give CALTRANS an auxiliary lane between Linden and the off-ramp. Discussion followed on not giving CALTRANS assurance of the lane until a point in time when it was considered necessary. Mr. Elliot spoke of the cooperative agreement between the City and CALTRANS in reference to maintenance which CALTRANS would not sign off until the auxiliary lane was assured. Battaya, City~lerk City of South San Francisco Discussion followed on the additional costs to be incurred for an auxiliary lane and whether or not Homart was aware of the newest developments; potential liability in the event the schedule was not met by the contractor; assurance from the contractor on the completion of the lanes; the possibility of inserting qualifying language in the specifications. Mr. Elliot stated that the total project cost was $14,876,000 and that the right-of-way estimate had been under stated by 3.3%. M/S Damonte/Addiego - That the meeting be adjourned. Carried by unanimous voice vote.
