Damonte Gus Nicolopulos A G E N D A ADJOURNED REGULAR MEETING CALL TO ORDER: (cassette 1) AGENDA REVIEW City Manager Birkelo requested: - Handle legislative items at the beginning of the meeting. - To conclude the meeting at 7:00 p.m. as another group had booked the Community Room. 1. Legislative Items. MINUTES CITY COUNCIL Municipal Services Building Community Room August 24, 1982 ACTION TAKEN ADJOURNED REGULAR MEETING 4:15 p.m. Mayor Teglia presiding. Council present: Acosta, Nicolopulos, Addiego, Damonte and Teglia. Council absent: None. AGENDA REVIEW So ordered. City Manager Birkelo stated that one item of concern was a recent amendment to AB2905 (Thurmand) which had been submitted to Assemblyman Willy Brown. He stated that the amendment would prohibit lawsuits over noise against airports where the airport either met current state standards or was operating under a variance. He stated that a copy of the bill was not available from Assemblyman Papan's office. He stated that San Bruno had taken action to oppose this action to the bill and suggested that this Council do likewise to oppose the bill. Mayor Teglia asked what grounds the San Bruno action had been based upon. City Manager Birkelo stated that San Bruno did not feel there was any justi- fication to remove a City's right to take legal action if they felt there was justification. 8/24/82 Page 1 AGENDA 1. Legislative Items. e Revenue Sharing Requests: Neighborhood Services Center: Tri Cities Alternatives Boys Club: ACTION TAKEN Discussion followed on the prior bill addressing avigation easements; the noise variance hearings; the amendment aiming at small claims actions; variance procedures; Judge Fernandez, Santa Clara County, refusing to hear the appeals, etc. Consensus of Council - To contact other cities by telegram and through the League, to legislators and citizen groups. City Manager Birkelo recommended that a proposed telegram be sent to Congressman Lantos indicating that the Council wanted support from the Judiciary Committee on anti-trust immunity for local governments. Consensus of Council - To send a telegram to Congressman Lantos requesting his cooperation in having the Judiciary Committee support anti- trust immunity for local governments. City Manager Birkelo stated that he had mailed a letter to Assemblyman Papan and Senator Foran concerning the Naylor Amendment to negate or reverse the San Francisco vs. Farrell decision. Mayor Teglia stated that any group requesting Revenue Sharing Funds would be allowed to speak for five minutes on any material supplemental to the group's original request. Mr. Jim Pettis stated that the Center aided people in a first time financial crises. He spoke of the ethnic makeup of the individuals seeking help from the Center which necessitated additional funds be requested. Ms. Bonnie Miller spoke of the following services provided to families in 1981: run away children; criminal offences by juveniles; family counseling on campuses; coordination with the Police Department on crisis situations, etc. 8/24/82 Page 2 AGENDA ACTION TAKEN Revenue Sharing Requests - Friends to Parents: Guadalupe Health Center: Center for Independence of the Disabled: d/~e San Mateo Womens Shelter: m Legal Aid Society of San Mateo County: South San Francisco Baseball Managers Association: ~i~..~.(~) Human Investment Project: Easter Seal Society: Police Athletic League: Ms. Connie Mitchell highlighted the various programs available to the children using the nursery in addition to parent support. She stated that additional funding was required on a one time basis of $3,000 to purchase a washing machine, freezer and dryer. Mr. Bruce Webb stated that he realized the City's budget restraints and would appreciate any funds allocated to the Health Center. Ms. Joanna Wallace spoke of the services provided at the Center: job placement, counseling and to assist people to lead useful lives, etc. Mr. Norm Martin spoke of increasing the activities of the Club if funding was available. Ms. Bonnie Evans presented a brochure to Council describing the services provided for the battered women and their children. She stated that the requested funding would allow the Center to employ a spanish speaking worker to further assist the community. Mr. Don Bryant, Esq. spoke of a reverse mortgage program, available to seniors who could not pay their mortgage payments, that required funding from the City. Mr. Gene Johnson spoke of the rise in insurance rates which put a financial burden on the Association. Ms. Jalley Procochek stated that this program linked people, with homes which were not being utilized, to people alone needing a bedroom to call their home at an affordable price. Mayor Teglia stated that no one was present from the Easter Seal Society. Officer Allen Gonzalez stated that he was available to answer any questions. 8/24/82 Page 3 AGENDA 2. Revenue Sharing Requests - Continued. Cassette No. 2 Councilman Acosta left the podium: RECESS: RECALL TO ORDER: ACTION TAKEN Mayor Teglia stated that the guidelines established to consider agency requests for a period of time, such as three or four years, and then the agencies should be weaned from a dependency upon City funding. She stated that some agencies because of on-going needs did not fall into the weaning process. Vice Mayor Addiego expressed concern over the on-going community needs the agencies met versus the weaning process. Mayor Teglia stated that she was not comfortable with increasing any of the agencies over prior year funding when there had been cuts in department budgets and in consideration of new agency requests. Discussion followed on the various funding requests and the following awards were made by Consensus of Council: Neighborhood Services Center - $15,000; Tri-Cities Alternatives (Boys Club) - $17,043 which would be funded through the Police Budget rather than through Revenue Sharing; Friends to Parents - $7,500 plus an additional one time award of $1,282 to purchase a washer, dryer and freezer; Guadalupe Health Center -$7,500; Center for Independence of the Disabled - $3,000; Boys Club - $3,000; San Mateo Womens Shelter - $1,500; Legal Aid Society of San Mateo County - zero funding; Youth Baseball Managers Assoc. - $3,500; Human Investment Project, Inc. - $1,000; Easter Seal Society - continued; Police Athletic League - $3,200 one time appropriation for insurance. Councilman Acosta left the podium at 6:00 p.m. Mayor Teglia declared a recess at 6:05 p.m. Mayor Teglia recalled the meeting to order at 6:20 p.m., all Council present with the exception of Councilman Acosta. 8/24/82 Page 4 AGENDA ACTION TAKEN o Revenue Sharing Requests - Continued.
