NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code
of the State of California, that the South San Francisco City Council and the South
San Francisco Library Board will hold a Joint Special Meeting on Wednesday, October
13, 1982, at 7:00 p.m., in the City Council Conference Room, City Hall, 400 Grand
Avenue, South San Francisco, California.
Purpose of the meeting is a Study Session to discuss the following:

Chairman Peterson requested that the
Agenda items be heard in the following
order to accommodate Building Maintenance
Supervisor Diani: 3, 4, 1, 2 and 5.

Grand Avenue Library roof and
remodeling - Continued.
Maintenance standards for the library.
City Librarian Engel stated that a
number of children's books had been lost
due to the recent rains and a leaky roof
at Grand Avenue Library and questioned
whether Council planned a partial or
a complete reroofing.
Mayor Teglia questioned the options
available and the related costs.
Building Maintenance Supervisor Diani
presented the following options: l)
do nothing; 2) to flood coat the
existing roof with a tar type emulsion
for an approximate cost of $7,000 with
a one year guaranty; 3) to spread a
urethane foam on the roof to seal all
cracks for an approximate cost of
$17,400 with a five year guaranty; 4)
a complete reconstruction of the roof
for an approximate cost of $69,000.
Assistant City Manager Wilson stated
the recommendation by the Group 4
architect had been for the complete
restructuring of the roof due to wood
rot and deterioration; that the air
conditioning on the roof was not
suitable; because the roof was not
sloped at all and caused ponding. He
stated that the plans and specs for
the civic center renovation had not
been completed and spoke of winterizing
the roof until a decision had been made
on the overall restoration for a cost
of $5,000 to $7,000.
Discussion followed on the various
patching and repair efforts that had
been made in the past; the effect on
the Capital Improvement Program due
to Proposition 13; installation of the
ventilation system; Council to receive
a report on the 27th from the City
Manager's Office.
City Librarian Engel asked for a
clarification on the standards for
building maintenance.

Building Maintenance Supervisor Diani
stated that the renovation consisting
of the Grand Avenue Library roof,
the interior, repairs around the
building, including West Orange Library,
and some minor painting, etc.
City Librarian Engel stated that she
would feel more comfortable if a
maintenance program for painting and
repairs would be established on an
on-going basis.
Discussion followed on the City's tight
money policy since Proposition 13;
cutting a person in the Maintenance
Division; establishing a painting and
repair program as a revolving fund;
standards for cleaning, vacumning
rugs, etc.
Commissioner Hale expressed concern
that there was not a program for
the building's interior, i.e., such
as taking a door off and cleaning and
making necessary repairs or repairs
to the outside of the building on
a regular basis. She stated that
City vehicles had an on-going system
for oil and lubrication in addition
to repairs.
Commissioner Saunders stated that the
weeds in front of the library were
quite dense because of not being weeded
on a regular basis.
Building Maintenance Supervisor Diani
stated that each custodian had a
strict schedule that was posted in his
locker for each day of work.
Discussion followed on areas not being
properly cleaned or tasks identified
that were not being accomplished;
landscaping not being maintained;
gutters not being cleaned which added
to the leakage of the library roof;
scrubbing the outside of West Orange
Library, vandalism and graffiti.

ACTION TAKEN
City Librarian Engel stated that in her
report she had identified established
goals and gave a progress report on
those goals: collection development
and evaluation; present an inviting
and pleasing physical setting and
study building needs; automate the
cataloging and circulation functions;
increase staff training and development;
maintain and further develop close
relations with City Management,
Library Board, City Council and Friends
of the Library; study the hours of
service to achieve maximum public con-
venience and staff and building main-
tenance economies; develop a program
of public information to increase
community awareness of library services;
clarification of the contract to
provide library management services
to South San Francisco by the County
of San Mateo, etc. She cited management
alternatives: 1) hire a City Library
Administrator; 2) become a branch of the
County; 3) form a Joint Powers Agreement
with one or more libraries; 4) extend
the contract for another year
Discussion followed on the cassettes
in use by the library in addition to
records and tapes; book circulation;
staff training and development; changing
personnel around, etc.
City Librarian Engel stated that Staff
had been very supportive in her endeavors
with this City. She stated that the
library hours should be looked at to
see if they are appropriate or should
be changed. She explained that the
County provided a Librarian IV in the
contract for library management services.
Councilman Nicolopulos stated that he
would feel more comfortable to see the
the analyses of costs of the four options
or alternatives open to Council.
Assistant City Manager Wilson stated
that he felt that the option to become
a branch of the County would not be
acceptable to the Council and purposely
had not done a cost analysis. He
said that these options had been prepared

in response to Council requests to
look at the options available for
staffing the library. He stated that
if Council was to chose a particular
option then Staff would investigate
the costs. He stated that he thought
the Board had put together the agenda
and that perhaps the item had been
included for long range planning.
Chairman Peterson stated that the
City Librarian had put the agenda
together and had probably included the
item thinking it was pertinent to the
Council.
Mayor Teglia stated that a few months
back Council had asked that this item
be evaluated before the expiration of
the contract. She stated that Council
had dealt with the County for services
and felt that now Council should look
at hiring its own administrator.
Chairman Peterson commended the City
Librarian on the thoroughness of her
report and the four recommendations.
She stated that perhaps option number
four would be the best one to analyse,
however that was Council's option.
Mayor Teglia stated that that was one
option, however if the Council chose
to hire its own library administrator
then a procedure must be started to
recruit an administrator.
Assistant City Manager Wilson suggested
having the library administrator be
a division head rather than a department
head.
Discussion followed on hiring an admin-
istrator; using the County services for
another year; put the item on the
agenda in November for a full Council
decision on the matter; bringing an
administrator on before the duration of
the existing County contract, etc.

ACTION TAKEN
Chairman Peterson stated that Commissioner
Saunders had been appointed Secretary to
the Board and that Boardmembers had
been attending workshops. She stated
that Commissioner Altizio had been
appointed Corresponding Secretary to
CALTEC.
Commissioner Pierson stated that she
had made commitments in anticipation
of leaving the Library Board and asked
that in future Council would expedite
new appointments in a more timely
fashion. She stated that it was not
fair to the people applying for a
Board or Commission to be kept on the
shelf for many months before Council
began interviewing and appointing new
commissioners. She complemented City
Librarian Engel on a job well done.
Mayor Teglia stated that Council had
just completed the budget and would
be attending the League of California
Cities Seminar in October, but would
prioritize the interview and appointment
of Library Board members in November.
Chairman Peterson spoke highly of the
value to new commissioners in attending
workshops and suggested it be extended
to all commissions to have the benefit
of a workshop.
Mayor Teglia suggested that perhaps
the senior members could have workshops
on a Saturday for the benefit of new
commissioners.
