Government Code of the State of California, that the City Council of the
City of South San Francisco will hold a Special Meeting on Wednesday, the
24th day of November, 1982, at 4:00 p.m., in the City Council Conference
Room, City Hall, 400 Grand Avenue, South San Francisco, California.

manner in which the items were to
be discussed be reversed.
Consensus of Council to reverse the

Councilman Damonte arrived:
ACTION TAKEN
Mayor Teglia explained that the
Act would supply funding in the
area of 43 to 48 million dollars
throughout the United States to
make airports more compatible
with their surrounding environ-
ments. She explained that the
Airport would have to submit a
noise pollution map depicting
noise levels and non-compatible
risks around the Airport to the
FAA. After the FAA acted on the
map, if accepted the property
owners would be given notice
that they lived in a noise impacted
area. The Airport would then
submit a noise compatible program
indicating what they intended to do
to improve the noise situation.
Mayor Teglia stated that San
Francisco International Airport
had indicated they would be putting
together a document to be presented
to the FAA for consideration consist-
ing of the findings of the joint
Land Use Study, ANMAP, orders from the
Variance Hearings and the Work Program
from the Roundtable to improve the
noise situation. She stated that the
FAA would have 180 days to act on the
program and if after the expiration of
the 180 days they had not taken action
the program would be approved.
Mayor Teglia stated under the provisions
of the Joint Land Use Study and ANMAP
for insulation, which would be a part
of the items presented to the FAA, that
the City should consider applying
directly for funding for insulation
for specified neighborhoods based on
the impact of noise from the Airport.
She commented on the possibility of
involving the School District in terms
of insulating the schoolS and spoke of
the time element involved in applying
for funds. She stated that the FAA
would be allocating 80% of the necessary
funding and that the other 20% would have
to be provided bY other sources.

program was not approved; time element
involved in the preparation of
a program to be submitted; etc.
City Attorney Rogers presented an
in-depth explanation of the actions
required on behalf of the Airport
in order to comply with the Aviation
Safety and Noise Abatement Act of
1979 relative to the submission of
a noise exposure map and related documents.
He stated that the map which is submitted
by the Airport would have to be approved
at a public meeting.
Discussion ensued relative to the
available funds for the program and
amounts allocated on a yearly basis.
Assistant City Manager Wilson stated
that the City as a public entity would
be the sponsor for the project for the
City. He stated that the City would
need to contribute some money in order
to hire consultants to develop insulation
standards that would be adequate for
public buildings and commented on the
ongoing costs for personnel to handle the
paper work, administration of the funds
allocated and providing inspections.
Discussion followed regarding the
matter of ongoing maintenance costs;
administrative costs; overhead costs;
number of homes to be included in the
program; the area or areas the program
would encompass and the possibility
of alternative methods of addressing
the 20% costs which would not be allo-
cated by the FAA.
Mayor Teglia stated that this would be
the City's opportunity to identify
one or two neighborhoods that are
significantly impacted by airport noise.
She stated that the proposed project
would give the residents of those impacted
neighborhoods the chance to insulate
their homes against noise. She spoke of
the possibility of an agency, perhaps
Bayview Federal Savings and Loan under-
writing a p~ogram to address the 20% costs.

ACTION TAKEN
Discussion followed relative to the
noise contours in reference to the
map to be submitted by the Airport
to the FAA and the current acceptable
level of noise.
Further discussion followed concerning
various aspects of the Aviation Safety
and 'Noise Abatement Act; the need for
addressing the significant future changes
in the noise contours; advantages and
disadvantages of the City and the
School District applying jointly for
funding.
Dr. Garbell commented that the FAA
must do its part for the community
in recognition of the interests of
all parties concerned.
Councilman Acosta indicated that he
would likelto have a public hearing
held in.order to receive public input
on the subject.
City Attorney Rogers stated that a
program would have to put together
and presented to Council and then
a public hearing could be held on
that program.
Discussion followed concerning the
need to set parameters and the fact
that it would be up to the individual
homeowner within the parameters set
to elect if they wanted their homes
insulated or not.
Councilman Damonte expressed concern
based on the CNEL contours that there
wasi:a possibility that neighborhoods
would be divided, in that one side of
a street would fall within the contours
and the other side of the stree~ where
the noise impact would be the sam§
would not be included.
City Attorney Rogers stated that the
contour lines were not totally precise.
Mayor Teglia indicated that she would
not want to jeopardize the program by
including people outside of the line,
however, the important factor would be

RECALL TO ORDER
the rating given by the FAA.
Discussion followed on the need for
establishing criteria for the pro-
posed program; the relation of
weather insulation in regard to
this issue; including the 20% in-
speCtion and administration costs
in the fee application to be sub-
mitted to the Federal Government;
fees to be set by the City for services
rendered i:n conjunction with the
handling of the applications fo~ insulation
and related duties.
Assistant City Manager Wilson
asked if Council was interested
in insulating City buildings.
Mayor Teglia stated that in noise
sensitive areas the buildings could
be looked at and presented to Council
as alternatives and options to be
considered in the overall program.
She indicated that she did not want
to jeopardize the chances of insulat-
ing the homes in the affected neigh-
bonhoods and if the consideration of
insulating certain public buildings
would not affect the neighborhoods
chances then they could be considered.

factors and present to Council.
Carried by unanimous voice vote
Council adjourned to a Closed Session
at 5:35 p.m., for the discussion of
litigation.
Councilman Acosta left the meeting
at 6:00 p.m.
The meeting was recalled to order
at 6:32 p.m., all Council present,
no action taken.
