Damonte Gus Nicolopulos MINUTES CITY COUNCIL City Council Conference Room City Hal 1 March 23, 1983 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the South San Francisco City Council and the South San Francisco Youth Advisory Board will hold a Joint Special Meeting on Wednesday, March 23, 1983, at 7:00 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, Cali'fornia. Purpose of the meeting is a Study Session to discuss the following: 1. Approval of progress payment for the Appian Way Park. 2. Youth Government Day Activities. 3. Review of 1983 functions. 4. Items of mutual concern. 5. Council present: Acosta, Nicolopulos, Addiego, Damonte and Tegl i a. Council absent: None. Youth Advisory Board Members Present: Alonso, Guinea, Mercado, O'Balle, Relander, Street, Coleman, Forni, Latham, Borrego, Martinez, and Nielson. Youth Advisory Board Members Absent: Morrison. 3/23/83 Page I AGENDA Moment of silence. 2. Youth Government Day activities. 3. Review of 1983 functions. ACTION TAKEN 127 A moment of silence was observed for Mr. Cacciaveri Kasavaroff. Members of the Youth Advisory Board introduced themselves and ilndicated which schools they were attending. Recreation Supervisor Yoder gave an in-depth report concerning the pro- jects the Board had been involved with during the past year. She spoke of the Board's interest in the controversies facing the place- ment of video games in the community and the hours of operation, indicating that the Board had contacted other cities, discussed the matter with other youth. She commented on the participatiQn of the Youth Advisory Board in the "Name the City Newsletter" Contest; the Board'S responsibility for publicizing the summer programs offered to teens by the Parks and Recreation Department; the attendance of Board Members at the City of Burlingame's Youth Government Day; the Penny Carnival Fund Raiser; and the research the Board had done concerning other Youth Commissions/Boards in the area. Recreation Supervisor Yoder stated that members of the Board were pre- sently working on the forthcoming Youth Government Day activities. Discussion followed concerning the contributions made by the Youth Advisory Board to the community through~their interest and con- cern for not only the teenage residents, but the community as a whole. Further discussion followed concerning the Panks ~and Recreation Department Logo Contest Which was being sponsored by the Board and which was to be held in the junior and senior high schools. Mayor Teglia stated that perhaps a display of the logs which were sub- mitted could be made atailable at one of the City~.s buildings for public viewing. 3/23/83 AGENDA 3. Items of Mutual Concern. ADJOURNMENT: ACTION TAKEN Discussion ensued relative to the need for the availability of information on acquiring jobs for young and untrained people; the need to have job counsel- ing for high school students to help prepare for the job market, etc. Discussion followed on the need for businesses to create jobs for the community's youth; professional counsel- ing service provided by the high Schools; business people going to the schools and interviewing prospective applicants; opportunities for the high school drop- outs in the job market; problems with low riders; the need for the Youth Advisory Board to be more publicized; the possibility of the Personnel Depart- ment putting on youth job seminars; how the Youth Advisory Board is composed of academically sound students and how they relate to students with learning difficulties; ethnic background of the Board; the budget of the Youth Board; their logo, etc. Councilman Damonte left the podium at 7:45 p.m. Discussion followed on the plans for the Youth Government Day M/S Nicolopulos/Acosta - To approve a partial payment to Robert Quatman, Inc. in the amount of $37,075.13. Carried by unanimoUs voice vote. Council adjourned to a Closed Session at 8:32 o.m. The meeting was recalled to order at 9:35 p.m., all Council present as Damonte arrived at 9:00 p.m., no action taken. M/S Damonte/Acosta - To adjourn the meeting.
