Purpose of the meeting:
1. Call to Order. Time: 6:01 PM

4. Agenda Review.
No Changes.
5. Study Session: Fiscal Year 2015-2016 Budget Study Session. (Richard Lee,
Finance Director).
Finance Director Richard Lee presented the proposed budget with an overview of the current five-
year(5) financial plan, as well as general fund revenues and expenditures. Council sought
clarification on, and engaged in discussion about, multiple line items including departmental master
plan details, staffing,payroll, expenditures and upcoming project requests.
6. Study Session: Fiscal Year 2015-2016 CIP Study Session. (Brian McMinn,
Public Works Director).
Public Works Director McMinn reviewed Capital Improvement Project outlines for different
departments and Council discussed prioritizing them accordingly. Some of the projects mentioned
included improving the Police Department evidence room,women's locker room and bathroom in the
Municipal Service Building, adding a second floor to the Emergency Operations Center,
rehabilitating the Willow Gardens playground, relocating communications and PG&E utilities
underground, adjusting transportation and roadway configurations, concentrating on pedestrian and
bicycle improvements and adding parking structure security cameras.

Being no further business, Mayor Garbarino adjourned the meeting at 8:55 P.M.
