CALL TO ORDER
AGENDA REVIEW
City Manager Birkelo requested:
- A Closed Session at the end of
the meeting on labor negotiations.
- Appoint a Councilmember as the
City's representative at the LAFCO
hearing on Terrabay annexation.
- A request from the Hillside Church
of God to use a helicopter and
give free rides in celebration of
the Church's 25th anniversary -
and permission had been granted
permission to use the large open
space in back of the Hill si de
Elementary School on 9/4/83.

AGENDA REVIEW
So ordered.
Councilmembers Acosta and Nicolopulos
will attend the meeting with Staff.
Councilwoman Teglia asked if this would
impose a liability upon the City.
City Manager Birkelo stated that the
property in question was owned by the
District.
Assistant City Manager Wilson stated that
a report would be presented with the City
Garage Budget for the 1983-84 Vehicle
Replacement Program. He stated that at a
later meeting a report would be given on
an anti-graffiti program; revenue
sharing, etc.
City Manager Birkelo gave a brief over-
view of the budget and stated that the
Department Heads were prepared to answer
any questions in detail. He stated that
the general financial condition required
a maintenance type budget which would
be adjusted for labor costs in the
M.O.U.s from last year and then adjust
that figure by 99% which had been the
guideline that the Departments had
foll owed for 1983-84.

City Council Budget:
He stated that the Departments had
followed the guidelines and that the sum-
merles indicated which departments had
impacts that the Council might want to
discuss with the Departament Heads. He
stated that the budget was ba~ed on cer-
tain assumptions of the revenue estimate
and State subventions wherein the City
would lose ball-out monies which had also
been lost the previous year. He con-
tinued, that the budget adopted by the
legislature partly conforms to the same
assumptions, for the first three months
of this year the State would hold the
subventions in the magitude we assume in
the budget. He spoke in detail of the
ABA deflater kicking out and if no pre-
parations were made to relieve local
governments, then the he estimated the
revenue loss projections. He spoke of a
seminar he had attended with legislators
and stated that it appeared that the
State would wind up with a two million
dollar surplus which would allow some
room for compromise with local
governments.
Director of Finance Lipton gave an in-
depth analysis of the expected revenues
of the City and ear-marked funds; State
subventions; Fee Schedule for the City;
sale of the fire station; Sewer Revenue
Fund; Gas Tax Fund; Transient Occupancy
Tax; Revenue Sharing Funds; the Capital
Improvement Budget; etc.
Discussion followed on the Capital
Improvement Program; the Police Firing
Range; Council request for a status
report on the firing range; Equipment
Revolving Fund;
Discussion followed on those
Councilmembers not having retirement
benefits; social security not being with-
held from individuals; Council spending
for conferences and community relations;
deferred compensation; having the budget
realistically reflect proposed
expenditures; entertaining visiting
dignitaries; the 75th Anniversary Ball
expenditures; etc.

Councilw_oman Teglia requested a verbal
report from the departments on the goals
accomplished and future objectives.
City Clerk Battaya stated she had put the
City Budget on the word processor and had
instructed City personnel in how to use
the Mathpak feature to mathmatically
prove their budget. She stated that her
objective in the future was to establish
a record retention and retrieval system,
based on micro fisch, with the availabi-
lity of an instant hard copy. She stated
that she may come before Council later in
the year for funds to have a study done
on costs of the project.
Discussion followed that there was not
enough time for all department heads to
give an overview of their goals.
Councilwoman Teglia requested a report on
the basic municipal legal costs paid by
the City versus other Cities costs.
Discussion followed on the City Manager,
Finance and Garage Budgets with an in-
depth discussion on the Vehicle
Replacement Fund.
M~or Addiego declared a recess at 4:39
p.m.
Mayor Addiego recalled the meeting to
order at 5:00 p.m., all Council present.
Discussion followed on the services pro-
vided by building maintenance; its need
for additional bodies; sufficiency of the
services provided, etc.
Discussion followed on requests for reve-
nue sharing funds; giving the San Mateo
Visitors and Convention Center $100,000
rather than the $85,000 figure of last
year's Transient Occupancy Tax; enticing
a convention center to the City; Council
requested a report on the T.O.T. reserves
and the Mayor asked that the item be
scheduled for a regular meeting.
Council adjourned to a Closed Session at
5:45 p.m. for the discussion of labor
negotiations and personnel.
