Acosta Gus Nicolopulos Roberta Cerri Teglia AGENDA ADJOURNED REGULAR MEETING CALL TO ORDER ORAL COMMUNICATIONS CLOSED SESSION: --RECALL TO ORDER: MINUTES City Council City Council Conference Room August 29, 1983 ACTION TAKEN ADJOURNED REGULAR MEETING 5:12 p.m. Mayor Addiego presiding. Council present: Nicolopulos, Teglia, Damonte, Acosta and Addiego. Council absent: None. ORAL COMMUNICATIONS No one chose to speak. Council adjourned to a Closed Session at 5:13 for the purpose of the discussion of labor relations and litigation. Mayor Addiego recalled the meeting to order at 6:08 p.m., all Council present, no action taken. City Manager Birkelo stated that the County and those cities interested have completed the screening for the firm to study the convention center for the County. He stated that the Council had given preliminary authorization of up to $10,000 to participate in the study. He stated that the firm selected was Pannell Kerr Forester with an estimated cost of $55,000. He stated that the County's share was $20,000 and that the balance would be shared by the cities with the County as the contracting agency. He stated that the cities share would be paid to the County. He requested recon- firmation of the $10,000 so that Staff could tell the County to procede. M/S Teglia/Acosta - To reconfirm the offer of $10,000 and that the County would be the contracting agency for the study of a convention center. Carried by unanimous voice vote. 8/29/83 Page i AG E N D A A C T I O N T AK E N 22G 1. Budget - Public Services. Budget - Park & Recreation. Budget - Library. Assistant City Manager Wilson gave an overview of the Public Services Budget. Discussion followed on street cleaning, street sign repair, gore points, abate- ment of Olympic Drive, etc. Discussion followed on sewers, sewer ren- tal funds, street cleaning on Grand Avenue, etc. Discussion followed on Water Quality Improvement, building inspection ser- vices, etc. Discussion followed on administation, recreation, senior nutrition program, parks, street tree maintenance, tree planting program, maintenance of old trees, pilot program of planting trees on Grand Avenue from Chestnut to Spruce, using students for a weed abatement program, Common Greens, cleaning up Willow Gardens even if it takes legal action, etc. Assistant City Manager Wilson stated that there had been a decrease in personnel in that a librarian position had been vacate for 18 months; that the former Chief Librarian had felt the position was not essential. City Librarian Goodrich stated that the staff consisted of 32 bodies, 9 full-time and the rest part-time. She stated that with part-time people there was not the same commitment; that there was not tech- nical processing done in-house, instead it was being done by County staff. Councilwoman Teglia stated that any deci- sion on the library budget should be held off for six months to allow the new librarian an opportunity to make her own recommendations. City Librarian Goodrich stated that she would work with the bottom line and redistribute with the option to be able to come back to Council. 8/29/83 Page 2 AGENDA ACTION TAKEN ADJOURNMENT: RESPECTFULLY SUBMITTED, City of South San Francisco Discussion followed on Father Rung, Mater Delorosa request that the Council recon- sider the offer to purchase Church pro- perty and taking over the maintenance.
