Acosta Gus Nicolopulos Roberta Cerri Teglia MINUTES CITY COUNCIL City Council Conference Room September 14, 1983 16 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the South San Francisco City Council and the South San Francisco Parks and Recreation Commission will hold a Special Meeting on Wednesday, September 14, 1983, at 7:00 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. Purpose of the meeting is a Study Session to discuss the following: 1. Council/Commission Relationship. 2. 1983-84 Goals and Objectives. 3. Items of Mutual Concern. 4. Closed Session for the purpose of the discussion of personnel matters, labor relations and litigation. Mark N. Council present: Nicolopulos, Damonte, Acosta and Addiego. Council absent: Teglia. Parks and Recreation Commission present: Banfield, Garbarino, Jackson, Sellick and Tamburini. ACTION TAKEN 17 Mayor Addiego introduced Ms. Donna Casey and Ms. Donna Chetham of the Coro Foundation. Mayor Addiego ex- plained that the Foundation was cur- rently investigating the City and at the conclusion of the investigation they would give a presentation on "What is the Logic of South San Francisco." Commissioner Banfield expressed con- cern regarding the Commissions input in matters regarding park and recreation policies made by the City Council. He commented on the action taken by Council with respect to soccer activities at Orange Memorial Park. Councilman Acosta stated that the matter had come befdre Council for action and that Director of Parks and Recreation Norton had advised Council of the Commission's outlook on the matter of soccer at Orange Memorial Park at that time. Vice Mayor Damonte explained that once an item came before Council for action it was seldom referred back to a Board or Commission except in cases,~involving the Planning Commission when new information was presented at the Council meeting which had not be available at the time the Planning Commission had considered the item. Discussion followed concerning the possibility of the member~ of the Parks and. Recreation Commission alternately attending the Council meeting when pertinent matters were to be discussed. Director of Parks and Recreation Norton stated that most of the itemswhich were presented from the Parks and Recreation Department were noncontroversial and indicated that the concerns of the Commission were well represented in the Staff Reports. 9/14/83 Page 2 AGENDA 1. RECESS: RECALL TO ORDER: ACTION TAKEN 18 Commissioner Tamburini stated'that it would be advantageous to the Council and Commission if members of Council were to attend the Commission meetings and discuss certain issues at their inception. An in-depth discussion followed con- cerning the scope of material handled by the Commission and the importance of communication between the Commission and Council; future development of San Bruno Mountain and its effect upon the City's residents; and the community gardens project which would soon be underway. Mrs. Antoinette Pilz, 411 Briarwood Drive, expressed concern regarding the vandalism taking place at the Brentwood Park, etc. Discussion followed concerning the possibile imposition of fines for vandalism; ne~§hborhood watches and the use of the TIP line. Commissioner Tamburini requested that members of the public concerned with activities occuring at the City's parks attend a Commission meeting and voice their concerns. He indicated that the Commission would do its best to address these issues. Mayor Addiego requested that a Report on the Monitoring of Brentwood Park be presented at the next Council meeting by Director of Parks and Recreation Norton and Police Chief Datzman. Further discussion followed concerning the apprehension of park vandals, etc. Mayor Addiego declared a recess at 8:13 p.m. Mayor Addiego left the meeting at 8:14 p.m. Vice Mayor Damonte recalled the meeting to order at 8:20 p.m., Mayor Addiego absent. 9/14/83 Page 3 2. 1983-84 Goals and Objectives. 3. Items of Mutual Concern. Commissioner Banfield stated that the Commission had not reviewed the Capital Improvement Bud§et requests at this time. Commissioner Tamburini explained that the basic goal and objective ofthe Commission currently was to delve into the maintenance aspect of the Park Department. He explained that the Commission would be receiving input from the Park Supervisors at the Commission meeting and that this would provide a better relationship. An in-depth discussion ensued relative to the relationship of the Commission and Staff; youth programs; tree planting programs; and the importance of the use of facilities, time and revenue for the City's youth. Further discussion followed concerning the use of the Boys' Club facilities by the City's youth; various activities provided by the Parks and Recreation Department, etc. Director of Parks and Recreation Norton stated that the Youth Advisory Board would be presenting a recommendation on evening activities for the young people of the community. Discussion followed concerning the possibility of a grant from the Gellert Foundation toward the acquisition of a park site for the residents of Sunshine Gardens, and the mount of land currently owned by the City. Commissioner Tamburini commented on the future of Orange Memorial Park and indicated that a master plan should be developed for the Park. Director of Parks and Recreation Norton stated that a future request would be made for Capital Improvements funds for the preparation of a Master Plan for Orange Park. 9/14/83 Page 4 AGENDA ACTION TAKEN 3. Ba~tay'a, City C'lerkTM City of South San Francisco Discussion followed regarding the alternatives available for providing additional open space to the residents of Sunshine Gardens; tree trimming projects; and the current status of the use of the Spruce Gymnasium. Further discussion followed concerning the development of the San Bruno Mountain with respect to the maintenance of the open space; drainage and wind conditions on the mountain. Council adjourned to a Closed Session for the discussion of personnel matters, labor relations and litigation at 9:30 p.m. Vice Mayor Damonte recalled the meeting to order at lO:13 p.m., all Council present, no action taken. M/S Acosta/Nicolopulos - To adjourn the meeting to Friday, September 16, 1983, at 5:00 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco.
