The presentation of colors was made by Cub Scout Troop No. 181. Mayor Addiego requested a moment of silence for Dr. Alan Hynding who was killed in a car accident last Friday. PRESENTATION Mayor Addiego presented the two Proclamations to Mrs. Carol Dell'Angela, Membership Secretary of the South San Francisco Womens Club. Mayor Addiego stated that there would be a recess at 8:15 p.m. to allow the tele- vision viewers to see the airport news conference. AGENDA REVIEW So ordered. Winslow, Esq., on behalf of Steve Greenberg alleging damages to claimant' s vehicle as the result of a defective condition in a public street. d) Claim as filed by Steve Navarro, dba S & S Trucking, alleging damages to company vehicle when struck by a City driven vehicle. e) Claim as filed by Jerome F. Staff Report 11/16/83 recommending adoption of a Resolution of inten- tion to dispose of real property by sale and providing for notice thereof (Lands of Mantegani). ORAL COMMUNICATIONS the citizenry to the 11/19/83 Youth Parade at 11:00 a.m. at City Hall and stated that there would be 800 youthful entrants. CLOSED SESSION: RECALL TO ORDER: CITY ATTORNEY Staff Report 11/16/83 recommending adoption of a Resolution adopting a policy for annual rotation of Mayor and Vice Mayor. A RESOLUTION ADOPTING A POLICY FOR ANNUAL ROTATION OF MAYOR AND MAYOR PRO TEMPORE Director of Parks & Recreation Norton stated that this was for Park & Recreation prorams that were paid for by fees from baseball games. He stated that there was a joint powers agreement with the schools for joint use of the facili- ties that each shared in. M/S Nicolopulos/Damonte - To adopt the Resolution. RESOLUTION NO. 163-83 Carried by unanimous voice vote. APPROVAL OF BILLS Discussion followed on payment of Trust Funds and what they consisted of, i.e., building rentals going back into repairs; why Council did not establish criteria; park dedication fees; funds citizens donate, etc. M/S Nicolopulos/Teglia - To approve the Regular Bills in the amount of $987,600.56 Carried by unanimous voice vote. Mayor Addiego did not pareticipate or vote in the matter of the claim of Brentwood Market. Council adjourned to a Closed Session for the discussion of litigation at 8:15 p.m. Mayor Addiego recalled the meeting to order at 8:38 p.m., all Council present, no action taken. CITY ATTORNEY City Attorney Rogers stated that this Resolution would allow for the annual rotation of Mayor and Mayor Pro Tempore upon certification of the County Clerk of the Election results. Carried by unanimous voice vote. Mr. Wayne Gehrke presented drawings to relocate the flag poles at City Hall. Discussion followed on Plan A and B and Mayor Addiego requested Staff to investi- gate and report to Council. ITEMS FROM COUNCIL Requested that the flags in the Community Room be placed on the floor so that dur- ing the presentation of colors there would not be an accident which could injure a child. Invited the citizens to attend the Friday, 11/18/83, meeting at 7:30 p.m. in the Community Room at the Municipal Services Building for the certification of elec- tion results, installation of Mayor and Vice Mayor and a reception to follow. He stated that as a Councilmember he would be happy to pay his fair share of the reception. Stated that he wanted to thank the people of South San Francisco for giving him the opportunity to serve for the past five years and nine months. He stated that it had been gratifying and that he had deve- loped a lot of friends and acquaintances, and that there was a difference between an acquaintance.and a friend. He stated that he would l~ke to quote another's words in that it was difficult at times 11/16/83 Page 5 AGENDA ACTION TAKEN ITEMS FROM COUNCIL ITEMS FROM COUNCIL to bring out one's feelings as to a friend and what is a friend. He stated that they are with you in good and bad times, even if you are right or wrong, they are still your friends. They don't try to dictate to you what you should or should not do. "To have a good friend is the purpose of God's gifts. It is a love that has no exchange of payment. It is not inherited as with a family. It is not compelling as with a child, it has no means of physical pleasure as with a mate. It is therefore an indescribible bond that brings with it far deeper devo- tion than all others." He stated that he would like to thank, in particlar, his very very close friends. GOOD AND WELFARE GOOD AND WELFARE No one chose to speak. CLOSED SESSION Request for a Closed Session for the purpose of the discussion of person- nel matters, labor relations and 1 itigatlon.
