AGENDA REVIEW
ORAL COMMUNICATIONS
No one chose to speak.
Vice Mayor Haffey spoke of the current
structure of the City Manager's Office
and asked what changes could be
anticipated by going from an Assistant
City Manager to an Assistant to the City
Manager.
City Manager Birkelo stated that the
classification of Assistant to the City
Manager offered more flexibility than that
of Assistant City Manager. He stated
that the position would encompass a
variety of duties, and would would not be
a constraint on any of the various orga-
nization alternatives which had been
discussed informally and will be talked
about further in the review of those
plans.
Vice Mayor Haffey asked if the position
would be that of a staff person or a llne
position, and if it would be a super-
visory position, which had been the case
previously. He commented on the super-
vision of the Garage, Building
Maintenance and Library which had been
handled in the past by the Assistant to
the City Manager.

A RESOLUTION ESTABLISHING SALARY
AND BENEFITS FOR AN EXECUTIVE
MANAGEMENT CLASSIFICATION
City Manager Birkelo indicated that the
various departments would not be under the
supervision of the Assistant to the City
Manager.
Vice Mayor Haffey stated that he had been
concerned that it had not been
established what the position would
include.
Discussion followed concerning the dele-
gation of those duties by the City
Manager to the Assistant to the City
Manager in the past; that the position
will truly be a staff position and not a
line position in the future; and the
minimal amount of line duty which would
be delegated to the position in the
future on a temporary basis.
Vice Mayor Haffey spoke of the burden of
duties which had been given to Assistant
City Manager Wilson when he held the
position of Assistant to the City Manager
and that in essence he had been running
two departments. He stated that the new
position should truly be Assistant to
the City Manager.

Councilwoman Teglia requested that the
following items be agendized for the City
Council meeting of February 8, 1984; under
Items from Council: Report on the
Airport Roundtable; Report on ALUC;
Report on the San Mateo County Regional
Planning Comittee; Report on the

discussion of personnel matters, labor
relations and litigation.
RECALL TO ORDER

Council adjourned to a Closed Session at
5:47 p.m. for the discussion of personnel
matters, labor relations and litigation.
The meeting was recalled to order at 6:56
p.m., all Council present, no action
taken.

adjourned.
Carried by unanimous voice vote.
