Damonte Gus Nicol opul os Roberta Cerri Teglia MINUTES City Council City Council Conference Room April 5, 1984 1 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Thursday, the 5th day of April, 1984, at 6:30 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. (Cassette No. 1) ACTION TAKEN SPECIAL MEETING 6:45 p.m. Mayor Addiego presiding. Council present: Council absent: Nicolopulos, Teglia, Haffey, Damonte and Addiego. None. Mayor Addiego stated that the General Plan policies would be discussed for three hours and then there would be a short Closed Session in order to have a 10:00 p.m. deadline. He explained to students in the audience from South San Francisco High School that the General Plan policies being con- sidereal would shape future development within the City. He stated that Council would begin with Policy No. 51 and discuss any policies with which the Council had questions. Director of Community Development Del l'Angela passed out a letter from the State of California Office of Planning 4/5/84 Page I AGENDA ACTION TAKEN 1. General Plan Revision - Continued. and Research with a companion letter from BCDC regarding suggestions from BCDC on open space proposals around the Bay Area; also a memo from the Police Chief on junk yards which will impact the discussion of other policies; materials which show prior modifications made by the Council; Policy No. 10 has the word facilities rather than classrooms and asked that facilities be changed to read "uses"; he stated that Council's direction to delete Policy No. 44 had not been reflected and should be deleted. Discussion followed on the BCDC recommen- dation to show an open inlet by the U.S. Steel property and that Staff wanted to leave that open until the developers plans were known. Council direction was given: Policy No. 51, change the words "film booths" to "drive-in kiosks"; Policy No. 52 - deleted; Policy No. 53 and No. 54 - accepted; Policy No. 55 (discussion followed on existing uses such as Oroweat and Sees Candy) - delete Policy No. 55; Policy No. 56 add "all new" before the word "industrial"; that Policy No. 57 would be taken care of in the Ordinance that changes Title 20 of the Municipal Code; Policy No. 58 accepted; Policy No. 59 - delete; accepted: Policies No. 60, 61, 62, 63, 64 and 65. A lengthy discussion followed on Policy No. 66 on the difference between a storage yard and an auto salvage dismantling yard; where the wrecked cars ultimately were sent; that the City had only one firm to tow vehicles; possibi- lity of using an outside vender to tow cars; Policy No. 66 - accepted. Council direction was given: Accept Policies No. 67, 68 and 69; Policy No. 70 change "San Mateo County Harbor District" to read "Oyster Point Marina Park"; Policy 71 change to read "encourage open space"; Policy No. 72 delete; accept Policy 73 and 74; delete Policy No. 75; 4/5/84 Page 2 AGENDA ACTION TAKEN 1. A lengthy discussion followed on Policy No. 81: that the first construction phase should be between E1Camino Real and Mission Road; delete reference to Alternate A; delete the year "1990"; that Oak Avenue extension should be looked at as an independent policy. Council direction was given: accept Policies No. 82, 83; combine Policies 84 and 85 and delete "Southern Pacific Railroad" and substitute "railway" and "facility in the community" substitute "system along the 101 corrider"; make a new Policy No. 85 "encourage a new con- solidated transportioan center somewhere in the 101 corrider;" accept Policy No. 86; Policy No. 87 substitute wordage "consolidated" for "and implement"; Policy No. 88 substitute "guidelines should be required for new major residen- tial'' for "noise analysis shall be required for all residential ;" con- solidate Policies 89 and 90 and establish mitigation measure guidelines; delete Policy No. 90. Council direction was given: Policy 1-10 remove the year "1990"; accept Policies 1-2, 1-3, 1-4, 1-5 1-6, 1-7, 1-8, 1-9; Policy 1-10 substitute language for "quality sit down restaurant" to "dinner house restaurant"; accept Policies 1-11, 1-12; Policy 1-13 substitute language for "sit down" to "dinner house"; delete Policy 1-14; accept Policy 1-15, 2-1, 2-2, 2-3, 2-4, 2-5; Policy 2-6 add wording at the end "or the in-lieu fee as established by the Parking Place Commission." Mayor Addiego stated that the General Plan was on the April 11, 1984 Agenda and that further discussion of the policies would take place at that meeting.
