No one chose to speak.

Haffey.
City Manager Birkelo stated that after
discussion of the performance evaluation
process there would be a discussion of
organizational analysis and then a closed
session for labor relations and a person-
nel item.
Mr. Sipel presented three documents for
discussion: First Draft Performance/
Compensation Program; Draft Performance
Appraisal Manual; Management Performance
Appraisal.
Discussion followed on the time schedule
for Council evaluations; that the eva-
luation of the City Manager would be held
next week; completing the evaluation of
the department heads by 9/15/84 and the
next evaluations would be held 8/1/85;
that the evaluation was a tool for better
performance, etc.

the discussion of personnel matters,
labor relations and property
negotiations.~~

ADJOURNMENT:
Discussion followed: the Council should
be aware of a reprimand to a Department
Head by the City Manager; that the
Council hires and fires the Department
Heads; having substantiation and documen-
tation to back up charges; six month eva-
luations; adding a 16th criteria; looking
at salary scales for performance;
Councilman Damonte and Vice Mayor Haffey
would serve as a subcommittee of Council
and would meet Monday at 5:00 p.m. and
work the total reorganization of City
Departments.
Council adjourned to a Closed Session to
discuss personnel matters, labor rela-
tions and property negotiations at 5:3~
p.m.
Mayor Addiego recalled the meeting to
order at 6:32 p.m., all Council present,
no action taken.
Mayor Addiego stated that the City
Manager had been directed to proceed with
the disposition of City surplus property.
City Manager Birkelo stated that some
weeks ago Council had had a request from
Elladyne Katz for a personnel hearing
before the City Council and he had recom-
mended Council deny the request and he
again made that recommendation.
M/S Nicolopulos/Teglia - To accept the
City Manager's recommendation and deny
the request.
Carried by unanimous voice vote.
M/S Teglia/Damonte - To adjourn the
meeting.
