Damonte Gus Nicol opul os MINUTES City Council Municipal Services Building Community Room January 5, 1985 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Saturday, the 5th day of January, 1985, at 9:00 a.m., at the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: 1. To interview applicants for all City Boards and Commissions and the appointment of successful candidates by the City Council. Staff Report 1/5/85 recommending adoption of a Resolution authorizing the Mayor to sign Owner Certificate of parcel map sub- dividing the lands of the Oyster Point Marina. ACTION TAKEN SPECIAL MEETING 9:17 a.m. Mayor Haffey presiding. Council present: Council absent: Nicolopulos~ Addiego Teglia, Damonte and Haffey. None Mayor Haffey requested a discussion on the delivery of Council packet.s at Monday's, January 7j 1985 meeting. Mayor Haffey stated that Council would be interviewing applicants for Boards and Commissions until 5:15 p.m., and unless the Council really wanted to take action on the map, he would prefer that the 1/5/85 Page 1 AGENDA ACTION TAKEN 2. Councilman Damonte stated that he would prefer having the opportunity to review the material. Consensus of Council - To hold over to Monday, January 7, 1985. Gregory J. Antone, Esq., general counsel for the San Mateo County Harbor District, stated "There is a real problem.with the Oyster Point Village Associates, the @ri- mary tenant under our joint agreement, who has to have this map recorded and their financing through Bank of America of 2.8 million dollars closed off on Tuesday. We need Monday to record it, It doesn't have to be done this very minute, but if you could take it up at the end of your Agenda that would be fine. It is a ministerial act problem~ that has been reviewed by all of your Staff members, there is nothing more to do than authorize the Mayor to sign it." Mayor Haffey stated that if Council was back on schedule and caught up, it would be given consideration. Gregory J. Antone, Esq., stated "I would really appreciate that, because if it goes on Monday night, we may lose our one and only major tenant out at Oyster Point Marina." Mayor Haffey explained that if the map and resolution had been received ahead o¢ time, there would not have been problems. Gregory J. Antone, Esq., stated "For about two weeks straight, everybody in your entire Staff has been reviewing, over reviewing, back and forth so all the details have been worked out." Vice Mayor Teglia indicated that all details had been worked out except the approval of Council. Gregory J. What it requires now, is not approval of the map, it requires approval of the Mayor's signature on the map. Right, so there is no issue as to what the map has on it that can be raised really. Mayor Haffey stated that the only issue is that the Council wants to know what is transpiring. Gregory J. Antone, Esq., stated "What I am saying, if you can all get that today, I would really appreciate it and I'll come back about 5:15 and see where you are." Mayor Haffey explained that Council would interview the applicants today, but would make the appointments on Wednesday; January 9, 1985 at the regular City Council meeting. Council interviewed the following appli- cants: Frank B. Gelini, John A. Hall, Marie A. Peterson, Doug Wright, Howard A. Powelson and Edward L. Grant. Mayor Haf~y declared a recess at 10:44 a.m. Mayor Haffey recalled the meeting to order at 10:50 a.m., all Council present, Council interviewed the following appli- cants: Lisa A. Richard, Frank J. Strazzarino, Jr. and Bel M. Zertucche. Mayor Haffey declared a recess at 11:30 a.m. Mayor Haffey recalled the meeting to order at 1:00 p.m., all Council present. Council interviewed the following applicants: Doris L. Agee, Kathleen Allasia, Beverly A. Boblitt, Russell R. Brabec, Caesar A. Churchwell, Richard A. Fraher, and Doris Gelini.
