Damonte Gus Nicolopulos MINUTES City Council City Council Conference Room City Hal 1 May 6, 1985 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Monday, the 6th day of May, 1985, at 5:00 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. Purpose of the meeting: 1. Goals and objectives of the City Librarian. 2. Performance evaluation of Deputy City Manager/Community Development and Administration and City Librarian. Closed Session for the purpose of the discussion of personnel matters, labor relations and litigation. Vice Mayor Teglia Arrived: ACTION TAKEN SPECIAL MEETING 5:08 p.m., Mayor Haffey presiding. Council present: Council absent: Nicolopulos, Addiego and Haffey. Teglia and Damonte. Council entered a Closed Session at 5:08 p.m., for the item noticed. (Councilman Damonte appeared at City Hall at 4:50 p.m., and informed City Clerk Battaya he was unable to attend the Special Meeting.) Vice Mayor Teglia arrived at 5:13 p.m Mayor Haffey recalled the meeting to order at 6:10 p.m., all Council present, no action taken. 516185 Page i AGENDA 2. Goals and objectives of the City Librarian. ACTION TAKEN 235 City Librarian Goodrich presented the status of the following prior years goals and objectives: To tighten departmental organization within the Library; To establish a materials selection policy to guide the Library Staff in building the Library collections; To review current contract for acquisitions and technical services from San Mateo County Library Technical Processing Center and develop a schedule of alternatives to present to the Board and Council; To review all internal policies and procedures; Improve appearance and cleanliness of facilities and work areas; To overhaul Young Adult area in West Orange Library; To overhaul Spanish language collection and services to Spanish speaking com- munity served by Grand Avenue Library; To make at least eight outreach contacts during 1984 to community groups, com- munity agencies and organizations, etc.; To develop a public programming schedule with the Friends to provide for programs at least quarterly; To continue to further define the work plan of the Hi story Room. City Librarian Goodrich explained the longer term goals covering 1985 through 1990 as follows: Undertake full fledged community analysis using tech- niques of the Public Library Association Planning Process; Review/analyze person- nel policies and procedures; Develop and implement a plan to totally weed the Library's collection every five years; Complete analysis and review of policies and procedures and keep up with annual revisions; Upgrade Library graphics (signs, letterhead, bookmark, bibliographies, etc.) to make these more legible and inviting; Develop contacts with the technical/professional community in our business parks so that a plan of service, including automated reference services, can be developed for them and provided on a contract basis; To continue active program of community contacts and liaison with the schools through indivi- dual visits, public speaking, classroom 5/9/85 Page 2 AGENDA AC ON ^KE. 22S 2. City Librarian Goodrich stated that the following were the Short Term Goals for FY 1985/86: To strengthen children's library services program; To analyze space usage in West Orange building in terms of staff work efficiency and usability by the public; To make the Friends of the Library an active advocate for library services in the community; to establish a materials selection policy to guide the library staff in building the library collections; To review all inter- nal policies and procedures; To provide regular library programming; To develop a formal training and maintenance schedule for all library equipment; To strengthen specialized service programs developed during past year. She then presented the Longer Term Goals for FY 1987-88: To review/analyze person- nel policies and procedures. Council entered a Closed Session at 6:45 p.m. for the items noticed. Mayor Haffey recalled the meeting to order at 7:23 p.m., all Council present, no action taken. M/S Teglia/Nicolopulos - To adjourn the meeting. Carried by unanimous voice vote.
