RECALL TO ORDER: ACTION TAKEN ADJOURNED REGULAR MEETING 5:21 p.m. Mayor Haffey presiding. Council present: Council absent: Nicolopulos, Addiego, Teglia, Damonte and Haffey. None. AGENDA REVIEW M/S Teglia/Addiego - To adopt the Resolution. RESOLUTION NO. 101-85 Carried by unanimous voice vote. AGENDA Director of Recreation & Community Development Norton went through his goals and objectives before the City Council {which are attached and a permanent part of the minutes of this meeting). CLOSED SESSION Council adjourned to a Closed Session at 5:30 p.m. to discuss the items noticed. Mayor Haffey recalled the meeting to order at 7:52 p.m., all Council present, no action taken. The tape and documents related to the items are on file in the Office of the City Clerk and are available for inspection, review and copying. 5/29/85 Page 2 GOAL: SHORT TERM GOALS 1985-86 ASSIST IN REVITALIZING THE YOUTH ADVISORY BOARD./ Objectives: #1 Develop bY 6/1/85 preliminary action plan of Youth Advisory Board which emphasizes comprehensive community involvement - 1st half.' #2 Recruit and develop list of potential Youth Advisory Board candidates. #3 Coordinate the development and implementation, with Board members, of the specific program - 1st half. GOAL: GOAL: TO EXPAND, IN A COST EFFECTIVE MANNER, THE BUILDING RENTAL PROGR~4 FOR RESIDENTS AND COMMUNITY ORGANIZATIONS. Objectives: #1 Update rental fee structure to reflect current market conditlon~ by 1st half. #2 Develop and distribute list of facilities and r&tes to community ~ organizations and homeowner associations by lst.half. -#3 Develop specific uniform and updated operating policies for building rental staff - 1st half. TO INCREASE VOLUME OF RECYCLABLE MATERIALS BY 30% Objectives: #l Initiate white paper recycling program for City staff - 1st half. #2 Develop a promotional brochure to be distributed to local businesses - 1st half. #3 Develop a promotional slide presentation for schools/public groups - 1st half. 5/29/85 Page 3 GOAL: TO SUCCESSFULLY ADMINISTER THE HISTORIC PRESERVATION PROGRAM Objectives: Initiate and complete a comprehensive community survey of historic resources - 2nd half. #2 Develop simple and efficient guidelines to assist applicants through the historic designation procedures outlined in the Historic Preservation Ordinance - 1st half. #3 Develop an audio/vi.sual presentation to assist in the promotion of the program - 2nd half. GOAL: TO IMPLEMENT AN EFFICIENT, HIGH IMPACT COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.- Objectives: #1 Develop a 3 year funding outline for Community Development Projects - 1st half. #2. To establish short and long term residential/commercial rehabilitation goals and recommend the most efficient method of administering the program - 1st half. #3 To review and recommend most efficient method o~ implementing compliance requirements with Fair Housing Act - 1st half. GOAL: GOAL: TO IMPLEMENT A SENIOR ADULT DAY CARE PROGRAM. Objectives: #1 Research and develop site alternatives and funding program by 1st half. #2 Hire director of the program by 1st half. #3 Implement program. TO PROMPTLY AND EFFECTIVELY IMPLEMENT THE DEPARTMENT'S 1985-86 CAPi-FAL IMPROVEMENT PROGRAM. Objectives: #1 Prepare plans and specifications, award contracts and provide inspections for the following projects: 5/29/85 Page 4 a. Magnolia Center - 2nd half.~ b. Municipal Services Building Expansion - 1st half. c. Spruce'Gymnasium Renovation Project - lst half. d. Play Area Renovation.~ e. Park Lighting Improvements~~ f. Orange Pool Resurfacing. g. Park Improvements: (l~ Orange Memorial Park (2) Brentwood Park (3) Burl Burl Park GOAL: TO MAINTAIN RECREATION DIVISION BUDGET LEVELS WHICH ARE COVERED 50% BY DIVISION GENERATED REVENUES. Objectives:I #1 Implement the use of credit cards for program user fees - 1st half. #2 Review and update program fees on an annual basts. 5/29/85 Page 5 LONG TERM GOALS CAPITAL IMPROVEMENTS 1. Expansion of Orange Memorial Pa~k 2. Terrabay/Hillside.School Improvements/~ 3. Westborough Park Building 4. Permanent Recycling Center-~ 5. Permanent Child Care Facility/ 6. Bay Shoreline Master Plan/Improvements LEISURE PROGRAMS AND COMMUNITY SERVICES Expand and decentralize services with corresponding development.
