NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, that the City Council of the City of South San Francisco will hold a
Special Meeting on Wednesday, the 9th day of October, 1985, at 7:00 p.m., in the Municipal
Services Building, Community room, 33 Arroyo Drive, South San Francisco, California.

Police Chief Datzman presented the
following commendations: 1) Bill Lucia,
for his documentation on driver intoxica-
tion; 2) Police Officer John Moran, for
his report writing guidelines; 3)
Richard Martinez, for assisting the
Police in an arrest; 4) Matthew Ortiz, as
a citizen who helped in the arrest of a
burgler; 5) Mary Kathy Fiero, who activa-
ted the bank camera while a burglary was
in process which aided the police; 6)
Trudy Sperback, who aided the police in a
purse snatching; Officer Mike Dickson for
aided the San Bruno Police in appre-
hending a thief; John Kallas, Captain of
the Reserves who through his keen
observance of a shoplifter aided police
in a mass murder case.

He proceeded to thank his Staff: Lt. Russ
Moss, Lt. Raffaeli and his secretary Zona
for having put this program together.

The pledge of allegiance was recited.
PRESENTATION
Mayor Halley presented Mr. James C.
Wallace, Jr. with a Proclamation in honor
of the United Way.
AGENDA REVIEW

ORAL COMMUNICATIONS
Mr. Larry Smith, 670 Commercial Ave.,
stated that he was a candidate for City
Council and proceeded to relate concerns
of various citizens while campaigning in
the various neighborhoods and thanked
the Council for their prior action on
Hillside: that residents of C Street
were concerned with the amount of traffic
and abandoned vehicles; drivers exiting
from the Boys Club upon a narrow street;
recommended that an egress be rerouted
through Orange Avenue Park; that the lot

on the S.P. property was trashy and
should he cleaned up; that in
Westborough at the south east corner of
Oakmont was a large parcel that was
heavily weeded and the residents feared
that a fire might occur; that at the same
place is a need for a Samtrams bus
shelter and requested that Council send a
letter to Samtrams on behalf of the
shelter for the residents.
COMMUNITY FORUM
Councilman Damonte stated that at the
last meeting Mr. Smith had mentioned the
intersection of North Spruce and
Hillside Boulevard and the fact that the
residents would like to have a stop sign.
He stated that one had been proposed to
go through years ago when Hillside
Terrace had been planned. He stated that
there had been money for a signal and
that the contractor was supposed to also
contribute money.
Deputy City Manager/City Engineer Yee
stated that five years ago a deposit had
been made by the contractor but the engi-
neers had not found that it was warranted
or that a four-way stop was warranted at
that time. He stated that even currently
traffic counts had been taken in the area
and that a memo had been received from
the Police Department that a four-way
stop was a problem. He stated that he
found study the situation again and get
back to the Council.
Councilman Damonte stated that School
Street had been changed to Spruce Avenue
yet the street sign had never been
changed.
City Manager Birkelo stated that if the
Hillside Extension went through it would
solve the signal problem, however that
would not be determined for several
months.
Vice Mayor Teglia stated that there was
an ordinance on the books to deal with
empty lots with weeds.

issue an order of abatement -
continued from the 9/25/85 meeting.
CITY CLERK
City Clerk Battaya stated that adoption
of this resolution would allow the Board
of Supervisors to rule on the County
Clerk performing election services, con-
solidating precincts and assigning elec-
tion workers for the 12/10/85 special
election.
M/S Teglia/Addiego - To adopt the
Resolution.
RESOLUTION NO. 220-85
Councilman Nicolopulos stated that he was
voting no on this resolution to be con-
sistent with his previous vote because he
believed that the Council act had been
administrative rather than legislative.
Councilman Damonte stated that he also
would vote no because he believed that
this was an illegal election.
Vice Mayor Teglia questioned what would
happen if the resolution was not passed.
City Clerk Battaya stated that then she
would have to consolidate the precincts
and assign workers.
Carried by majority roll call vote,
Nicolopulos and Damonte voted no.
COMMUNITY DEVELOPMENT & ADMINISTRATION
Chief Building Inspector Wittwer gave
pictures to Council which depicted con-
ditions at 822 Maple Avenue. He stated
that the debris had been removed except
for the two bath tubs that were still on
the front yard. He stated that after the
meeting of 9/25/85 he had written a letter
to the owner commended him for the clean
up and requested that the bath tubs be
removed before the next Council meeting.
He stated that as this afternoon the bath
tubs had not been removed.
Mayor Haffey stated that in examining the
photos there appeared to be structural
problems with the property.

Chief Building Inspector Wittwer stated
yes and that there had been some remod-
eling of the building due to a fire four
years ago with an on-going effort by the
City to work with the owner; that the
building permit had expired for the remo-
deling; that there had been an applica-
tion to build a new garage in the
backyard which needed a variance which
had been refused; that because of
complaints on the condition of the front
yard he felt that was the priority item
to be dealt with; that the property owner
intended to sink the bath tubs in the
ground for a fountain.
Mayor Haffey expressed concern with the
four year remodeling effort and stated
that the City had an ordinance to deal
with buildings in this type of condition.
He stated that it was obvious in the pho-
tos that the bath tubs were minor and
there appeared to be greater problems
which he wanted staff to look into. He
questioned if the matter of the remo-
deling had been addressed in the abate-
ment proceedings.
Chief Building Inspector Wittwer stated
no, that there was a problem with the
appearance of the house because the remo-
deling had never been completed. He
stated that he would be happy to work
with the owner on the problem.
Vice Mayor Teglia questioned why the
Westborough property that had been on the
prior agenda had not been abated.
Chief Building Inspector Wittwer stated
that the abatement order had not yet been
signed by all of the Council for the
Westborough property.
Mayor Haffey stated that the abatement of
822 Maple Avenue would be continued to
the next meeting.
