Damonte Gus Nicolopulos MINUTES City Council Municipal Services Building Community Room November 22, 1985 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Wednesday, the 22nd day of November, 1985, at 7:30 p.m., in the Municipal Services Building, Community room, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: 1. Declaration of election results and organization of the new Council. A RESOLUTION CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN FRANCISCO ON NOVEMBER 5, 1985 SPECIAL MEETING 7:32 p.m. Mayor Haffey presiding. Council present: Council absent: Nicolopulos, Addiego Damonte and Haffey. Teglia. The pledge of allegiance was recited. Mayor Haffey stated that Vice Mayor Teglia was attending a City Selection Committee meeting of the Council of Mayors and would arrive later. Mayor Haffey stated, "The City Council meets tonight in compliance with Section 22932 and 22933 of the Elections Code and Section 36801 of the Government Code of the State of California. In accordance with those sections, the Council will: 1) Receive the Certification from the City Clerk regarding the election 11/22/85 Page I AGENDA ACTION TAKEN Declaration of election results and organization of the new Council - Continued. results; 2) Adopt a Resolution declaring the election results; and 3) Choose one of its members as Mayor and one of its members as Mayor Pro Tempore." City Clerk Battaya stated, "In accordance with Section 22933 of the Election Code the total number of votes that were cast was 8,112. The names of the persons voted upon for Council were Charles W. Getz, who received 3,338; John "Jack" Drago who received 4,262 votes; Larry H. Smith, who received 1,324 votes; Lawrence Pera, who received 377 votes; Dr. Caesar A. Churchwell, who received 910 votes; Doris R. Agee, who received 1,656 votes; Mark N. Addiego, who received 4,303 votes; Gus Nicolopulos, who received 4,111 votes; Douglas J. Wright, who received 736 votes. The names of the persons voted upon for City Clerk were Sylvia Payne, who received 3,020 votes; Barbara A. Battaya, who received 4,371 votes. The names of those persons voted upon for City Treasurer were John J. Bonalanza, who received 4,110 votes; Richard (Dick) Battaglia, who received 3,361 votes. There were no measures to be voted upon. Campaign Statements as required by the Elections Code and Government Code have been filed with the City Clerk's Office per Government Code Section 84200, et. seq. (1st statement 40 days prior to the election and the 2nd not later than 12 days prior to the election)." She requested Council adopt the Resolution canvassing the election returns. Vice Mayor Teglia Arrived: ACTION TAKEN Mayor Haffey stated that at this time various presentations would be made to out-going Councilman Damonte. Assemblyman Pappan presented a joint Resolution from the California Senate and Assembly in honor of Councilman Damonte's years of service to the City. Councilman Nicolopulos praised Councilman Damonte's efforts while in office and presented him with a picture of Lucca, the City's Sister City. Vice Mayor Teglia arrived at 7:50 p.m. Mayor Haffey presented a Resolution from the City to Councilman Damonte for his years of dedicated service to the City and presented him with a gift from the Council. Councilman Damonte stated that he had mixed emotion on leaving Council and stated that he had always been an advo- cate of dissent without anger. He stated that he was proud of having been a member of Council and would continue to serve the City in his role as an educator. Mayor Haffey administered the oath of office to City Clerk Elect Barbara A. Battaya. City Clerk Battaya administered the oath of office to Councilmembers Elect Mark N. Addiego, John "Jack" Drago, Gus Nicolopulos and City Treasurer Elect John J. Bonalanza. Mayor Haffey stated that it had been an honor and a privilege in serving as Mayor and gave special thanks to his wife Carol. He stated that normally the Vice Mayor would become Mayor and the high vote getter in the election would become Vice Mayor. He invited nominations for Mayor - no one chose to speak. M/S Haffey/Teglia - To elect Roberta Cerri Teglia as Mayor. 11/22/85 Page 3 AGENDA ACTION TAKEN 1. Declaration of election results - Continued. CLOSED SESSION 25. Closed Session for the purpose of the discussion of personnel matters, labor relations and litigation. Carried by majority roll call vote, Drago and Nicolopulos voted no. Councilman Nicolopulos stated that he had voted no because he believed in the sacrifice of one's own needs for the good of all. Councilman Addiego stated that he was in support of the rotation system of Mayor, however his vote was colored. M/S Haffey/Nicolopulos - To elect Mark N. Addiego as Vice Mayor. Carried by unanimous roll call vote. Mayor Teglia stated that it had been a pleasure in serving under Councilman Haffey and cited his virtues and accomplishments while in that office. She presented him with a gift and made the announcement that his wife was expecting their first child. Councilman Nicolopulos expressed appre- ciation to Councilman Haffey for his leadership while in office. Councilman Drago stated that he had voted against the Mayor because he did not believe it was in the community's best interest, but would support Mayor Teglia in the coming year. Councilman Nicolopulos stated that he would also give his cooperation in the coming year to the new Mayor. CLOSED SESSION Council chose not to have a Closed Session.
