Haffey Gus Nicol opulos M N U T E S 000;8061 City Council Municipal Services Building Community Room November 14, 1986 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Friday, the 14th day of November, 1986, at 7:30 p.m., in the Community Room of the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: 1. Reorganization of the City Council by the selection of a new Mayor and Vice Mayor. Closed Session for the purpose of the discussion of personnel mat- ters, labor relations and litigation. PRESENTATIONS ACTION TAKEN 7:33 p.m. Mayor Teglia presiding. Council present: Council absent: Nicolopulos, Haffey, Addiego, Drago and Teglia. None. Father Ring, Mater Dolorosa Catholic Church, gave the invocation. Mayor Teglia explained that the Council, on an annual basis, had a meeting for the reorganization of the City Council by the selection of a new Mayor and Vice Mayor. She stated that after the meeting everyone was invited to the atrium to break bread with the Council. PRESENTATIONS Senator Elect Quinton Kopp presented a Proclamation to Mayor Teglia that was 11/14/86 Page i AGENDA PRESENTATIONS ACTION TAKEN 000; 0 PRESENTATIONS a commendation from the San Francisco Board of Supervisors on the significant and auspicious occasion on the conclusion of her meritorious service as Mayor of the City of South San Francisco. The Proclamation highlighted her career as a Councilwoman: that upon her elec- tion in 1978 she became the first woman to serve on that important Board of Governors; that in 1982 she became the first woman to serve as Mayor of the City; that tonight she would conclude her second one year Mayor's term; and that she had been inducted into the San Mateo Women's Hall of Fame. He expressed the Board's congratulations and best wishes for much further pro- fessional public achievement and personal satisfaction in all her future endeavors. Mayor Teglia replied that she had never received anything so eloquently stated, and thanked the Senator Elect and the Board of Supervisors. Vice Mayor Addiego presented Mayor Teglia with a mounted gavel and a cube of pic- tures of the Dolores Hidalgo trip, which was an endeavor to reach out to the com- munity and another land. Mayor Teglia stated that gavel she had previously received as Mayor had been returned to City Hall for engraving and had been lost during the Civic Center restoration. She stated that in July some young very talented musicians from South San Francisco had gone to Dolores Hidalgo to perform during our independence holiday. She continued, in return the citizens of Dolores Hidalgo sent twelve charming talented young dancers to dance on the steps of City Hall during the Mexican independence holidays in September. ACTION TAKEN 000 0 PRESENTATIONS stated that the cube, with the City seal lazer beamed on the top, had pictures of each youngster during that trip and a descriptive plaque. She stated that her own cube was a very special gift which she appreciated. Vice Mayor Addiego commended the Council and Mayor on the strong team effort that had been evident after a shakey beginning during the last election. He stated that during his time of knowing the Mayor there was no one more sincere in their efforts on behalf of this community. Mayor Teglia stated that one of the things that had been frustrating while sitting on the Council was that life became fre- netic with the changes in the City, and no time to reflect on those changes. She stated that she always tried to get the best for the future and hoped that the leadership would accrue to the good of the community. She spoke of the three elected women in the City; the women department heads, division heads,and the new woman printer. She stated that she was pleased that in South San Francisco today women were judged on performance and competence. She thanked the council for their sup- port, good sportsmanship; patience; and for hanging together when the city needed it the most. She stated that she was very proud of this Council. M/S Teglia/Haffey - To close the nominations. Carried by unanimous voice vote to close the nominations. Carried by unanimous roll call vote for Vice Mayor Drago. Mayor Addiego stated that he was looking forward to a good working relationship with the Council in a sincere team effort for the benefit of the City in the coming year. He thanked his family, friends, the staff and employees. He stated he was incredibly touched and honored to be Mayor and would give his best efforts on behalf of the City. He thanked all the local businessmen and for contributing to tonight's party, especially Laura Fanella, Buri Buri Deli, Juan Jesus, Sees Candy, etc. Council stated that it would not hold a Closed Session tonight.
